Tahoe Donner Downhill Ski Lodge Replacement

The Town Council reviewed the Tahoe Donner Change Group appeal at its November 14, 2023 meeting. The Town Council took action to adopt Resolution 2023-62, which included the following: (1) Adopted an Initial Study/Mitigated Negative Declaration with associated Mitigation Monitoring and Reporting Program (SCH# 2023050519) for the Tahoe Donner Downhill Ski Lodge Project; (2) Upheld the decision of the Planning Commission in approving the Tahoe Donner Downhill Ski Lodge; (3) Denied the appeal of the Planning Commission's decision to approve the Tahoe Donner Downhill Ski Lodge; and (4) Approved the Tahoe Donner Downhill Ski Lodge Replacement Development Permit, Minor Use Permit and Sign Plan, based on the findings and subject to the conditions of approval.

At the September 27, 2023 Planning Commission hearing, the Planning Commission approved the Tahoe Donner Downhill Ski Lodge. The appeal period ends on October 10, 2023 at 5 pm. If no appeal is filed, the effective date for the approval is October 11, 2023.

At the June 20, 2023 Planning Commission meeting, the Planning Commission continued the public hearing of the Tahoe Donner Downhill Ski Lodge to a date and time uncertain. Additionally, the Planning Commission extended the public comment period for the Initial Study/Mitigated Negative Declaration (State Clearinghouse Number 2023050519) until the end of the week, 5 pm on June 23, 2023.

A Public Review Draft Initial Study/Mitigated Negative Declaration for the Tahoe Donner Downhill Ski Lodge Replacement has been prepared.

The proposed project is the demolition of the existing 15,128 SF ski lodge at the Tahoe Donner Ski Area and construction of a new 24,490 SF ski lodge in its place. No changes to the uses, operations, and parking areas are proposed to the existing ski hill. The replacement lodge will serve as a ski lodge facility for guests at the Tahoe Donner Downhill Ski Resort and provide improved facilities and services for the existing demand. The first floor is 4,265 SF, and includes staff support and kitchen prep space, storage, utility space, and restrooms. The second floor is 10,125 SF and includes rentals and guest services, the ski school, offices, storage, and restrooms. The third floor is 10,100 SF and includes dining and kitchen area, storage, and restrooms.

The proposed project would require the approval of a Development Permit for a new structure that is proposed to contain 7,500 square feet. or more of total gross floor area and 26,000 square feet. or more of disturbance and a Minor Use Permit for disturbance of land or located within 200 feet of any wetland area.

The proposed project may have the potential to affect nesting birds, but this impact would be mitigated to a less-than-significant level assuming compliance with MM-BIO-1. The proposed project may incrementally contribute to cumulative impacts in combination with other projects occurring within the Town. However, the analysis provided throughout this IS/MND demonstrates that the project's contribution to any existing cumulative impacts would be reduced to less-than-significant levels through mitigation. MM-AQ-1 (Dust Control Plan), MM-AQ-2 (Criteria Air Pollution), and MM-AQ-3 (Asbestos) are proposed to mitigate incremental impacts to air quality. MM-HYD-1 (Dewatering Plan) is proposed to mitigate potential impacts related to erosion or sedimentation if dewatering is required for construction of subsurface improvements.

The public review period for this environmental document begins on May 19, 2023 and ends on June 18, 2023. On June 15, 2022, Tahoe Donner Association submitted an application for a replacement building for the existing downhill ski lodge, located at 11585 Snowpeak Way (also addressed as 11603 Snowpeak Way; APN 046-250-009). The applicant is proposing to demolish the existing 15,838 square feet. downhill ski lodge and construct a new three-story 24,490 square feet. structure with the following uses:

  • Level 1
    • Staff Support and Prep Kitchen 1,600 square feet.
    • Storage, Utility, Restrooms 1,650 square feet.
    • Circulation and Walls 1,015 square feet.
  • Level 2
    • Rentals and Guest Services 5,135 square feet.
    • Ski School Training and Offices 1,969 square feet.
    • Storage and Restrooms 1,400 square feet.
    • Circulation and Walls 1,621 square feet.
  • Level 3
    • Dining and Kitchen 7,880 square feet.
    • Storage and Restrooms 1,075 square feet.
    • Circulation and Walls 1,145 square feet.


The existing parking lots located at 14943 Slalom Way, 12250 Viking Way, and 14942 Slalom Way (APNs 046-050-002, 046-050-001, and 046-040-002) are included in this application since they will serve the building. No changes are proposed for the parking lots. Driveway improvements are also proposed within an easement on 11507 Snowpeak Way (APN 046-250-013), a parcel owned by the Tahoe Donner Condominium Association. No changes are proposed for the ski runs or ski lift facilities; the ski runs or ski lift facilities are not part of this application.

During construction, the applicant is proposing temporary operations of the ski hill, which will include either portables or a sprung structure to house a point of sale, ski rentals, ski patrol, and employee rest area, located on the existing parking lot at 14942 Slalom Way (APN 046-040-002). Separate bathroom trailers or portable toilets would be located at the same parking lot and on the ski hill.

The applicant is requesting Development Permit approval for new non-residential structures that contain 7,500 square feet. or more of total gross floor area and disturbance of 26,000 square feet. or more of the site (disturbance includes graded areas, landscaped areas, parking and access areas, and structures). The applicant has also submitted a request for a lot line adjustment for APNs 046-250-009, 046-250-007, and 046-250-005, which will be reviewed under a separate application.

The public hearing has not been scheduled. The application is currently being circulated to Town departments and other agencies for their review and comment. The Town of Truckee Planning Division will be reviewing the project for consistency with the Development Code and identifying appropriate environmental review. Once any issues are resolved and environmental review is complete, the Planning Division will schedule a hearing and notice neighbors within 500 feet of the project site and any who have requested specific notice of the project.
