Old Trestle Development Permit- The Planning Division has received an application requesting a partial demolition and full remodel of the existing building at 10331 West River Street:

The Old Trestle project is comprised of multiple components. The first floor of the project is comprised of a distillery, lobby and retail area, elevator, dining-bar, kitchen, dining room, restrooms, bakery, and area for deliveries. Outdoor patio/dining areas are offered at the first-floor level as well. To the west of the first-floor area is a proposed trash enclosure containing a three-yard garbage bin, five-yard cardboard bin, rendering area, and areas for mixed-recycling and food waste. The second floor is comprised of two dining flex spaces, office/staff room, mechanical equipment areas, and deck areas for an outdoor lounge and outdoor dining. Unconditioned space between the first and second floors proposes a total 11,010 square feet, and total conditioned space comprises 13,953 square feet, including 3,010 square feet of an existing structure onsite. The project does not include parking onsite.

Railyard Hotel - The Planning Division has received an application requesting to construct the following at 10108 Truckee Way (APN 019-421-001), in the Railyard Master Plan Area:

    • 60 hotel units
    • 30 multi-family residential units, with anticipated short-term rentals
    • 3,561 square feet of restaurant space, including a 2,407-square foot of ground floor restaurant and a 1,154-square foot rooftop bar
    • 1,007 square feet of ground floor retail
    • 524 square feet of meeting space and private dining room
    • 1,250-square foot fitness center and wellness room
    • 3,641-square foot pool and terrace
    • 14-space covered ground floor parking
    • Outdoor gathering space

Railyard Trout Creek and Industrial Heritage Districts Development Permit - The Planning Division has received an application for the Trout Creek and Industrial Heritage Districts of the Railyard Master Plan (RYMP) area, located in the remainder parcel of the Truckee Railyard Phase 2 Final Map (APNs 019-421-014, 019-421-021, 019-421-022, 019-421-011, 019-421-012; 11158, 11157, and 11089 Church Street) on July 27, 2023.

Recently Approved Projects

Soaring Ranch Phase 2 - The Planning Commission reviewed and approved new land use entitlements for the Soaring Ranch Phase 2 project, a commercial and residential mixed-use development located at 10501 Soaring Way in the Joerger Ranch Specific Plan Area, at its regularly scheduled meeting on June 17, 2025. The approved project includes 108,502 square feet of floor area in two buildings, including Building D, a single-story commercial building with 23,635 square feet of commercial floor area and nine tenant spaces (retail, office and restaurant); Building E, a four-story building with 84,867 square feet of residential floor area and 86 multifamily residential units (14 affordable units deed restricted to low-income households, 17 unrestricted market-rate units, and 55 market-rate units deed restricted for rent to local workers within the Truckee-Tahoe Unified School District (TTUSD) school district boundary); and 272 parking spaces. A request for a 50% density bonus was granted for the project along with density bonus parking reductions, three concessions/incentives, and four development standard waivers/modifications. 

The Residences at Jibboom - The Planning Commission reviewed and approved the Residences at Jibboom Project at its regularly scheduled meeting on September 17, 2024. The application includes entitlement requests for an 89,312 square foot mixed-use development. The development is comprised of 62 multi-family residential units (10 affordable for-rent units and 52 market rate for-sale units) and 3,339 square feet of ground floor commercial space. The project is located at the northwest corner of Jibboom Street and High Steet in Downtown Truckee.

Silver Creek Estates - The Planning Commission reviewed the Silver Creek project at its regularly scheduled meeting on May 24, 20244. The Commissioners voiced concerns about safety, parking, snow storage and a lack of community amenities.  The applicant team discussed removing a building and adding a third story to two of the buildings, thus providing additional space on the site to address the Commissioners’ concerns. The reviewed was continued to August to allow the applicant to redesign. The applicant team submitted revised plans for staff review on July 3, 2024, which was reviewed and approved by the Planning Commission at its August 20, 2024 Planning Commission hearing.

The Village at Gray's Crossing - The Village at Gray's Crossing is a mixed-use commercial, lodging, and residential development on approximately 14.29 acres, located in the Gray's Crossing Specific Plan Area. The application was submitted on November 28, 2017. The Planning Commission approved the project on August 20, 2019. Two two-year Time Extensions were approved by the Planning Commission in November 2021 and in December 2023.

In March 2022, Gray's Crossing Investments, LLC submitted an application for the Village at Gray's Crossing Car Wash located at 10012 Edwin Way (APN 043-070-010). The applicants proposed a 3,825 s.f., automated car wash. The proposed building is approximately 100-foot long and 30 feet in height. 

Tahoe Donner Downhill Ski Lodge Replacement - In June 2022, Tahoe Donner Association submitted an application for a new downhill ski lodge at the Tahoe Donner Downhill ski area located at 11585 Snowpeak Way (also addressed as 11603 Snowpeak Way; APN 046-250-009). The applicant proposed to demolish the existing 15,838 s.f. downhill ski lodge and construct a new three-story 24,490 s.f. structure with staff support areas, rentals and guest services, ski school training offices, dining and kitchen, restrooms, and storage. 

Mountain Brew Coffee Shop - The Mountain Brew Coffee Shop Project (proposed project) would include the renovation of an existing 1,728-sf single-story building to develop a dine-in coffee shop with dual drive-through lanes. The coffee shop would include food and drink preparation areas, an indoor pick-up counter, indoor and outdoor seating areas, and restrooms. A total of 22 automobile parking stalls would be provided in the northern and eastern portions of the site, including one Americans with Disabilities Act (ADA)-compliant parking stall. Primary site access would be from two existing driveways off of Cold Stream Road, which would allow vehicles to enter and exit the project site. The project would include site improvements, including landscaping; utilities and lighting improvements; a new café sign; and a new trash, recycling, and composting enclosure.

Soaring Ranch Phase 3 - The Planning Division has received an application for Soaring Ranch Phase 3, a mixed-use residential and commercial project at 10001 Soaring Way (APN 019-620-060-000). The Phase 3 project proposes four buildings with 7,834 square feet of commercial floor area and 109 multifamily residential units (including 91 market-rate units and 18 deed-restricted affordable housing units).

The Friends of Tahoe Truckee Waldorf School Project (FKA Golden Valley Tahoe School) - The Friends of Tahoe Truckee Waldorf School Project (FKA Golden Valley Tahoe School) (proposed project) would expand the Tahoe Truckee Waldorf School at the existing school site, to construct four new buildings on four permanent foundations that would support four new classroom buildings. The classroom buildings would be made up of modular buildings, five of which have already been purchased from the Truckee Elementary School District and are being temporarily stored on-site. Three of the proposed buildings would be created by combining two modulars, and one building would consist of one standard size modular. The school would operate out of the existing 4,560-sf building, as well as the proposed modular buildings. The proposed project would increase the approved student capacity from 44 to 240 students and would also include widening the existing 12-foot paved entrance road (Union Mills Road) to a 24-foot roadway with a two-foot-wide shoulder on both sides. A reconfiguration of the parking/drop off area is also proposed as part of the project. An additional 13 parking stalls would be developed on-site, for a total of 22 surface parking stalls, including two accessible stalls, to be located throughout the site.

Rocker Memorial Skate Park - On June 21, 2022, the Planning Commission took action to approve the land use entitlements for the Rocker Memorial Skate Park project and adopt the Mitigated Negative Declaration. The project includes a new 24,686 square foot outdoor skateboarding park and 28-space parking area within the Truckee River Regional Park in Truckee. The project site includes a portion of an 11.29-acre parcel located at 10695 Brockway Road (APN 019-450-054-000) within the PUB (Public) land use designation of the Town of Truckee 2025 General Plan and the PF (Public Facilities) zoning district. The project area is approximately two acres in size and is located directly to the south and east of Estates Drive, which bisects the parcel, on an existing undeveloped dirt lot. A two-year Time Extension for the project was approved by the Planning Commission in October 2024. 

Estates Meadows Housing Development - At the May 17, 2022 Planning Commission meeting, the Planning Commission reviewed and approved the Estates Meadows Housing Development Project. The Estates Meadows Housing Project includes a 30-unit affordable senior housing project located at 10020 Estates Drive (APN 019-450-047). The applicant is proposing to subdivide the existing Truckee Senior Apartment parcel and develop the two-acre portion south of Estates Drive.

Truckee-Tahoe Lumber Company Redevelopment - "The Crossing" - On January 19, 2021, the Planning Commission approved an application to redevelop and adaptively reuse the existing Truckee-Tahoe Lumber Company (TTLC) site in the Railyard Master Plan area, located at 10242 Church Street and 10322 Trout Creek Road (APNs 019-030-008 and 019-030-051).

Pioneer Industrial Park - On June 16, 2020, the Planning Commission approved an application to construct 4,101 s.f. of industrial space within two buildings with two residential units located at 11022 Trails End Road (APN 019-920-010).
