The Village at Gray's Crossing

At the March 12, 2024, Town Council hearing, the Town Council considered the appeal of the Village at Gray's Crossing Car Wash. The Town Council took the following actions: 

  1. Determined the project to be exempt from CEQA pursuant to Public Resources Code Section 21083.3 and State CEQA Guidelines Section 15183 (Projects Consistent with a Community Plan, General Plan or Zoning); 
  2. Upheld the decision of the Planning Commission approving the Village at Gray’s Crossing Car Wash Development Permit Project Amendment application (Planning Application 2022-00000034/DP-AMD); 
  3. Denied the appeal of the Planning Commission’s decision to approve the Village at Gray’s Crossing Car Wash; and 
  4. Approved the Village at Gray’s Crossing Car Wash Development Permit Amendment, based on the findings and subject to the conditions of approval.

The Council made a minor modification to the hours of operation for the car wash by limiting them to 7 am - 7 pm or sunset, whichever is earlier.

A Notice of Exemption was filed.

The appeal hearing for the Village at Gray's Crossing has been scheduled for Tuesday, March 12, 2024, at the regular Town Council meeting. The meeting will begin at 5 pm.

The Planning Commission reviewed the Village at Gray's Crossing Car Wash and Hotel and its January 16, 2024, meeting. The Planning Commission approved the Car Wash and the Hotel with minor modifications to the conditions of approval.

The Village at Gray's Crossing Car Wash project was appealed on January 26, 2024, and will be scheduled for the Town Council's review. Notice of that hearing will be sent out at least 10 days prior to the meeting date.

The most recent plans for the Village at Gray's Crossing Car Wash were submitted December 18, 2023.

The most recent plans for the Village at Gray's Crossing Hotel were submitted October 31, 2023.

Both the Village at Gray's Crossing Car Wash and Village at Gray's Crossing Hotel are scheduled for review at the January 16, 2024, Planning Commission hearing. Public notice was posted, and the meeting will be held at 5 pm in Council Chambers at Town Hall (1018 Truckee Airport Road). The agenda and staff reports will be published five days before the meeting.

The Village at Gray's Crossing Time Extension Number 2 is scheduled for the December 19, 2023, Planning Commission hearing. The hearing will be held at 5 pm in Council Chambers at Town Hall (10183 Truckee Airport Road). You can find the notice of public hearing.

The applicants are requesting a second two-year time extension for the previously approved The Village at Gray's Crossing, a mixed-use project. The Village at Gray's Crossing was approved by the Planning Commission on August 20, 2019, and the effective date of the approval was September 3, 2019. The project approval expired on September 3, 2021. A two-year time extension was approved by the Planning Commission on November 16, 2021, which extended the project approvals until September 3, 2023.

In order to move forward with the project, the applicants are requesting a second two-year Time Extension for the following land use approvals on Assessor's Parcel Numbers 043-050-021, 043-060-001, 043-060-002, 043-060-004 to 043-060-008, and 043-070-001 to 043-070-003, -005, and -007:

  • Development Permits to construct new structures that contain 7,500 square feet or more of total gross floor area, specifically a 129-unit hotel (83,371 square feet) with 4,989 square feet conference center and pool, 17,192 square feet of commercial space in five buildings, 21 residential units above the commercial spaces, one residential fourplex, and 24 townhomes; to disturb 26,000 square feet or more of the site including realignment of the Class I trail on the eastern portion of the property, transit shelter, and landscape berming; and to establish "Hotel," "Live/work quarters," "attached residential," and "parks and playgrounds." The commercial uses within the five mixed-use buildings have not been established.
  • Tentative Map for a condominium plan for commercial and residential tenant spaces in the mixed-use buildings and fourplex
  • Comprehensive Sign Program for a multi-tenant site with a hotel with conference center and commercial uses.

Building permits have been issued for the 24 townhomes and fourplex. Building permits for five mixed use buildings have been reviewed and are in process. The applicant has submitted a separate application to amend the design and site layout for the hotel and conference room, which is currently in process with the Planning Division (Application 2023-00000078).

The Planning Commission did not review the Village at Gray's Crossing Car Wash at its July 18, 2023 hearing. The item was continued at the applicant's request so that they can work on revisions to the design. The applicant has resubmitted new plans:

In 2019, the Village at Gray's Crossing hotel, a 129-unit hotel with conference center, was approved as part of the larger project which included 24 townhomes, a four plex, and 5 mixed use commercial buildings with 21 lofts. The Village at Gray's Crossing was approved by the Planning Commission on August 20, 2019 and the effective date of the approval was September 3, 2019. The project approval expired on September 3, 2021. An initial two-year time extension was approved on March 22, 2022.

In order to move forward with the project, the applicants are requesting Time Extensions for the following land use approvals on Assessor's Parcel Numbers 043-050-021, 043-060-001, 043-060-002, 043-060-004 to 043-060-008, and 043-070-001 to 043-070-003, -005, and -007:

  • Development Permits for the following:

On March 14, 2022, the Planning Division received an application for the Village at Gray's Crossing Car Wash located at 10012 Edwin Way (APN 043-070-010) in the Gray's Crossing Specific Plan Area. The applicants are proposing a 3,825 square feet, six-car automated car wash. The proposed building is approximately 100-foot long and 30 feet in height. The project was deemed complete for processing on June 16, 2022.

The two-year time extension was approved by the Planning Commission on November 17, 2021. The applicants anticipate construction commencing in Spring 2022.

The original project included a Tentative Map. However, a Final Map for the Tentative Map has been approved and is anticipated for recordation in the next week. Therefore, a Tentative Map Time Extension is not being requested as part of this application.

Right-of-way improvements are currently under construction and building permits have been submitted for the 24 townhomes, fourplex, and five mixed use buildings. No permits have been submitted for the hotel/conference center.

The Planning Commission will review the Time Extension request at its November 16, 2021 meeting.

Updated September 27, 2019

The Planning Commission reviewed The Village at Gray's Crossing at its July 16, 2019 (staff report and minutes) and August 20, 2019 (staff report; minutes are not posted yet) meetings. At the meeting, the applicant team amended their project to exclude the gas station, car wash, and convenience store. With incorporation of this change, the Planning Commission approved the project (final resolution).

  • 129 hotel units and a 4,989 square feet conference building
  • Eight-pump gas station with 2,788 square feet convenience store
  • Three Commercial buildings with five residential units above
    • Commercial square footage (retail assumed) for each building: 2,460 square feet
    • Five Residential units: Two 530 square feet one-bedroom units and three 660 square feet one bedroom units.
  • Two Live/Work Buildings with commercial below and three residential units above.
    • Commercial square footage (retail assumed) for each building: 4,906 square feet
    • Three Residential Units: Three 1,569 square feet two bedroom units
    • Three carport parking spaces for each building
  • 24 Townhome Residential Units
    • Four Townhome A (Two units within each building) - Two four-bedroom 2,738 square feet attached units with 615 square feet garages
    • Four Townhome B (Two units within each building) - One 2,738 square feet four-bedroom attached unit with 575 square feet garage and one four-bedroom 2,802 square feet with 615 square feet garage
    • Five Townhome C (Two units within each building) - Two three-bedroom 1,984 square feet with 575 square feet garages
