In September 2018, the Town was awarded an $88,530 Sustainable Transportation Planning Grant to conduct the Transit Center Relocation Feasibility Study. The purpose of the study was to determine the best location of a new transit center site to support existing and future transit operations, or if the existing site at the Train Depot in historic downtown Truckee could be modified. This comprehensive study discusses the existing conditions, community outreach, conceptual designs and site analysis, potential construction funding sources, and identifies a preferred site, that being the Railyard North Balloon Track Parcel.
Timeline
The Study was accepted by Council in October 2020 at which time staff was directed to proceed with the acquisition of the Parcel by completing the appraisal process in coordination with the current owner, Truckee Development Associates, LLC (TDA). The Parcel Acquisition was authorized by Town Council in August 2022.
The new Mobility Hub will provide a public transit passenger facility that will accommodate increased transit services to meet current and future, local and regional transportation needs. The project has been designed to allow buses to enter the site on a one-way travel lane off Church Street with bus bays adjacent to the travel pathway, creating increased safety between pedestrians and buses when loading and unloading. The transit building will be located in a central location in relation to the bus bays, with ample public open space.
Construction of Phase 1 of the Railyard Mobility Hub Project began late July 2023 and was completed in Fall 2024. Phase 1 includes improved access and internal transit circulation, transit vehicle pull-outs, space for future public art and interpretive opportunities, passenger shelters, native landscaping, stormwater treatment, Americans with Disabilities accessible sidewalks, bike fix-it-stations and racks, shade structures, benches, pre-fabricated restrooms, and space for the E-bike Share stations. Phase 1 also included underground infrastructure to support future electrification of both the Town and Placer County's transit fleets as well as charging for personal vehicles.
Phase 2 has been separated into two components. Phase 2A includes a parking lot adjacent to the east side of the Transit Center facility along with the necessary infrastructure for electric vehicle charging stations. Phase 2A of this project will allow the Town to complete the first step of transitioning its fleet to zero emissions. Phase 2A was funded primarily through the Transit and Intercity Rail Capital Program (TIRCP) and was completed during the summer of 2025.
Phase 2B will include a climate-controlled transit center structure that will house indoor and outdoor passenger waiting areas, driver breakroom, as well as cameras for security, final streetscape amenities, and public common areas complemented by public art as well as historical, cultural, and environmental educational and interpretative opportunities. The 2022 Local Partnership Program- Formulaic Funding was allocated to this project in October 2024 for PS&E, and the Town subsequently executed a contract with JKAE in early 2025 for the design of Phase 2B. Design is anticipated to be complete by January/February 2026.
Funding for construction of Phase 2B, which is expected to go out to bid in late winter/early spring 2026, has been secured primarily through TIRCP, as well as other sources including State Transit Assistance capital funding and State of Good Repair.
Phase 2B, which will wrap up the overall Railyard Transit Center/Mobility Hub Project, is expected to be fully complete by Fall 2027.
The Town of Truckee provides safe and reliable transit services to residents and visitors accessing recreational, employment, shopping, and social service opportunities. Current transit operators connecting at the transit center include Truckee TART, Regional TART, Greyhound Lines, Amtrak California Zephyr, Amtrak Thruway Bus Service, North Lake Tahoe Express, and various seasonal shuttles, tour buses, and RVs.
