General Plan Implementation

On May 9, 2023, the Truckee Town Council adopted the 2040 General Plan which includes new goals, policies, and actions that will shape the way Truckee develops in the coming years.

This page will provide updates on actions in progress.

Updated September 29, 2025

At the October 21, 2025 Planning Commission meeting, the Planning Commission will be reviewing proposed Development Code amendments to implement the 2040 General Plan including creating a new Business Innovation (zoning district) and applying the General Commercial (CG) zoning district on parcels currently zoned Highway Commercial (CH). Additionally, the requirement for active pedestrian uses on ground floors that exist in Commercial Row is proposed to be expanded to other areas of the downtown, including the south side of Donner Pass Road from Spring Street to the McIver Roundabout, the north side of Jibboom Street, and the north side of Donner Pass Road from Bridge Street to the Railyard Master Plan boundary.

In addition, the Planning Commission will be considering other Zoning Map clean-up amendments to ensure consistency with the 2040 General Plan, Development Code clean-up amendments, and General Plan land use diagram clean-up amendments.

At the February 25, 2025 meeting, the Town Council reviewed proposed Development Code, Zoning Map, and General Plan amendments and continued the meeting to a date and time uncertain to allow staff to make appropriate changes based on the direction provided at the meeting. 

The discussion item has been continued to the March 25, 2025 hearing. 

The staff report will be published on March 20, 2025 on the Town's event calendar.

Updated February 12, 2025

At the January 28, 2025 meeting, the Town Council only considered the by right housing ordinance and continued the remainder of the items to the February 25, 2025 hearing. The Development Code amendments to create mixed use zoning districts, zoning map amendments, and General Plan clean up amendments will be considered at the February hearing. The agenda and staff report will be published on the event calendar at least 5 days prior to the hearing.

Updated January 8, 2025

At the October 29, 2024 meeting, the Planning Commission continued the hearing to December 17, 2024 to request additional information from staff.

At the December 17, 2024 meeting, the Planning Commission reviewed the additional information and forwarded a recommendation for approval with modifications to the Town Council.

The Town Council will review the proposed changes and the Planning Commission's recommendation at its January 28, 2025 meeting. The staff report will be published at least 72 hours before the hearing on the Town's Event Calendar.

The October 15, 2024 Planning Commission hearing has been rescheduled to October 29, 2024. Review of the proposed Development Code, Zoning Map, and General Plan Amendments will be moved to October 29, 2024 at 5:00 PM in Council Chambers at Town Hall (10183 Truckee Airport Road).

The Planning Commission is scheduled to review and discuss proposed updates to the Development Code to add new mixed use zoning districts to ensure consistency with the adopted 2040 General Plan land use map at its October 29, 2024, meeting. The Corridor Mixed Use zoning district is proposed primarily in the Gateway area on Donner Pass Road and on SR-89S. The Neighborhood Mixed Use zoning districts are proposed on the west side and northeast side of Donner Lake and in the commercial area of the Glenshire neighborhood.

As part of this update, clean-ups to the adopted 2040 General Plan land use map will be proposed. Most of these changes are required to clean up errors made in the process and others are intended to clean up graphic errors in the map.  None of these changes are increasing or decreasing density or intensity of development than what was previously contemplated in the 2025 General Plan. At the October 29, 2024, Planning Commission hearing, staff will be recommending the following clean-up amendments to the 2040 General Plan Land Use Map.
