IDEA Action Plan Overview
The Inclusion, Diversity, Equity, and Accessibility (IDEA) Action Plan provides a five-year framework to guide the Town of Truckee’s efforts to create a more inclusive and accessible community. The plan reflects the understanding that equitable policies, programs, and services support community well-being and strengthen civic participation.
IDEA work formally began in October 2022, when the Town appointed a dedicated staff position to establish and lead what was then the Diversity, Equity, and Inclusion (DEI) Program, now known as the IDEA Program. Building on early efforts, the IDEA Action Plan was developed through a three-year process that included internal evaluation and extensive bilingual community engagement between late 2023 and spring 2025. The Truckee Town Council unanimously approved the IDEA Action Plan at its September 23, 2025 meeting.

Community Engagement
The plan emphasizes inclusive and culturally responsive engagement to build trust, expand participation, and ensure community voices inform Town decisions, particularly among our communities of focus.Tribal Recognition and Engagement
The Town seeks to strengthen its government-to-government relationship with the Washoe Tribe of Nevada and California through collaboration, consultation, and mutual respect.External Communications
This focus area advances equitable access to information through improved language access, accessibility, and compliance with ADA Title II across Town communications and digital platforms.Organizational Culture and Structure
The plan supports embedding IDEA principles into internal operations through coordination, accountability, and the establishment of ongoing governance structures.Staff Education Around IDEA
Role-specific training is identified as a key strategy to support equitable service delivery, inclusive engagement, and shared understanding of IDEA values across the organization.Equitable Town Processes
The plan outlines actions to strengthen inclusive recruitment, human resources practices, and workplace policies that support respect, safety, and employee well-being.
