1.      CALL TO ORDER 

2.      PUBLIC COMMENTS – This is the time set aside for the public to address the Zoning Administrator on any matter not on the agenda. Testimony related to any agendized matter should be addressed at the time that item is considered. Comments are limited to three minutes.


3.1    January 3, 2018  – Regular Meeting 


4.1    Application No. 2017-00000015/VAR-MUP (deSousa Variance/Minor Use Permit for Single-Family Residence); Owner/Applicant: John and Sharon deSousa/Gavin Ball. Jenna Gatto, Planning Manager.

The applicants ae requesting approval of two Variances and a Minor Use Permit to allow construction of a new two-story, 1,387 square foot single-family residence, with a single-car, 327 square foot attached garage on a 2,405 square foot, irregularly shaped lot on South Shore Drive in the Donner Lake area.  

The Variances (VAR) and Minor Use Permit (MUP) would allow modifications to the following development standards: 

  • Front yard setback: 5’ setback is proposed rather than the standard 20’ setback (VAR)
  • Rear yard setback:  3’ setback is proposed rather than the standard 20’ setback (VAR)
  • Side yard setback:  5’ setback is proposed rather than the standard 10’ setback (MUP) 

The Variances and Minor Use Permit would also apply to the proposed roof eaves, which extend closer to the property boundaries, including 3’ from the front property line, 1’ from the rear property line and 4’ from the side property line.  The height of the new residence would be 23’10”. 

Staff Recommendation: That the Zoning Administrator determine the project to be exempt from CEQA pursuant to Section 15303(d) (New Construction or Conversion of Small Structures) and approve the Variance and Minor Use Permit requests based on the recommended findings.
