I just moved to Truckee. How does the solid waste collection system work?
Trash is serviced in a 32-gallon trash can provided by the customer. Each resident also has the option to sign up to receive 1 recycling cart and up to 3 green waste carts both serviced every-other-week. Green waste carts are only serviced May - October, starting July 2018. Recycling carts are beginning service in Glenshire in October 2018, and will begin in the rest of Truckee neighborhoods (except Tahoe Donner) in October 2019, and Tahoe Donner in October 2020. For large green waste disposal, TTSD offers dumpsters at a reduced rate, or you can self-haul to the Eastern Regional Landfill or local drop off events.
What are the new changes with green waste and recycling?
The Town has been receiving multiple requests for information from property owners in the West Reed Avenue area lately. In the interest of providing all property owners with the same information, the following summaries have been prepared.
Short-term rentals are considered stays of less than thirty-one (31) continuous nights. See Municipal Code Chapter 3.24 for specific definitions and details. Information in this document will be relating only to short-term rentals within the Town of Truckee. Short-term rentals in the Town of Truckee have several compliance requirements.
What are SHORT-TERM RENTAL compliance requirements?

No. The property registration is a one-time process as long as rental status remains the same (active). Please change status of property by filling out Request for Inactive Status form if property is sold or no longer being rented. If same property resumes rentals, the owner will have to re-register.
How much does registration cost? What do I get?
Registration is FREE.

When filling out tax return form for the next quarter, indicate the property is INACTIVE in the notes column. Remove property from the NEXT return after that. Or, remove property from current tax return form and notify Town staff of removed property by email or phone.
What are the different tax/assessments and what are the funds used for?

Transient Occupancy Tax (TOT)
TOT rate is 10% of taxable rents on all short-term rentals in the Town of Truckee.
Also known as bed tax is a lodging tax paid by short-term renters/lodgers, collected by property owners (hotels, vacation rentals, etc.) and remitted to the Town of Truckee. Transient Occupancy Tax (TOT) is authorized under State Revenue and Taxation Code Section 7280, as an additional source of non-property tax revenue to local government, and was adopted by Truckee’s Town Council in 1993. Prior to 1993 and the incorporation of the Town of Truckee, the Transient Occupancy Tax was collected by Nevada County, the municipal authority of the area.
Amounts are General Fund revenues and used for general business of the Town including road maintenance, snow removal, trail operation & maintenance, police services and other Town business.
Truckee Tourism Business Improvement District (TTBID) Assessment
Per TTBID, a 2% assessment of taxable rents must be paid on all short-term rentals in the Town of Truckee.
As of October 1, 2015, the TTBID Committee added a 2% assessment on all short-term rentals, which would be collected by the property owner or manager in addition to the Transient Occupancy Tax (TOT). Amountsare remitted to the Truckee Donner Chamber of Commerce and the TTBID Board is responsible for determining its use in accordance with its enabling Management Plan.
What is considered taxable rents/receipts?
The following is a list of common charges to use as a guide to help determine what is considered taxable rents/receipts (i.e. subject to tax). Details are also listed on the Quarterly Tax Form.

Who calculates the amount of tax due?
Property owner/operator calculates tax due based on rental activity (taxable rents/receipts).
When are tax returns due?
Taxes on short-term rentals are due on a quarterly basis.
TOT exemptions include 1) any officer/employee of foreign government who is exempt by reason of express provision of federal law or international treaty. 2) Any federal officer or employee when on official business.
Contracts executed prior to October 1, 2015 are not required to include the 2% TTBID assessment.
What does "rented only incidentally to permanent occupancy" mean?
Pending Council action.
Can I remit the TOT and TTBID assessment in the same payment?
Yes, please do.
What types of payment are accepted?
Currently, we can accept only checks, but please check back for online options.
What if my tax payment is late?
Completed Quarterly Tax Returns and any taxes due are subject to late payment penalties and interest if the payment is not postmarked by the first of the month following the end of a quarter. See the Quarterly Tax Return Form for calculation of late payment penalties and interest.
Town of Truckee usually sends me tax return form in the mail, but I didn’t receive one for the past quarter, what should I do?
It is the responsibility of the operator to file the tax return on time
The Town of Truckee will mail blank forms out at the end of the quarter as a courtesy. If for some reason, the operator does not receive the blank tax return, it is the operator’s responsibility to file the tax on time. Download a blank Quarterly Tax Return Form or find it on www.townoftruckee.com.
My property didn’t have renters this quarter; do I still need to complete a tax return?
Yes. As long as your property is active, regardless of whether any qualified rents are received, a quarterly return is required. You may either fill out the regular quarterly tax form with zeros, or fill out the online form called “No Rent Collected ($0 Tax Return)”. If you are no longer going to be renting your property or the property has sold, please fill out the Request for Inactive Status.
Property is being managed by a Property Management Company; do I need to complete a tax return?
Property Management Companies should be reporting rents received for your property by them and filing a quarterly tax return with the Town. If you are renting both with a Property Management Company and on your own, then both parties must both submit a quarterly tax return to report any rents you have each collected.
How long should I retain my TOT records?
It is the duty of every operator liable for the collection and payment to the Town of any tax
imposed by this chapter to keep and preserve, for a period of three years, all records as may be
necessary to determine the amount of such tax as he may have been liable for the collection of
and payment to the Town, which records the tax administrator shall have the right to inspect at
all reasonable times.
Town of Truckee usually emails Property Management company an excel tax return form, but we didn’t get it, what next?
Do properties that didn’t have renters this quarter still need to be included on the Property Management Company tax return?
Yes. Please include and report zero.
Why am I being charged tax for use of my own property?
The Transient Occupancy Tax and TTBID assessments are meant to be passed through to the short-term renters, not the property owners. As stated in Municipal Code Chapter 3.24, the operator/manager is required to collect the tax from the short-term renter on top of the rents they are collecting. As such, the tax should be calculated before the operator/manager determines their net profit on the transaction.
What is the California Public Records Act?
The fundamental idea behind the California Public Records Act (CPRA) is that governmental records shall be disclosed to the public, upon request, unless there is a specific reason not to do so. A person need not give notice in order to inspect public records at an agency’s offices during normal working hours. However, if the records are not readily accessible or if portions of the records must be redacted in order to protect exempt material, the agency must be given a reasonable period of time to perform these functions.
When a copy of a record is requested, the agency shall determine within ten days whether to comply with the request, and shall promptly inform the requester of its decision and the reasons therefor.Where necessary, because either the records or the personnel that need to be consulted regarding the records are not readily available, the initial ten-day (10) period to make a determination may be extended for up to fourteen (14) days.If possible, records deemed subject to disclosure should be provided at the time the determination is made. If immediate disclosure is not possible, the agency must provide the records within a reasonable period of time, along with an estimate of the date that the records will be available. The Public Records Act does not permit an agency to delay or obstruct the inspection or copying of public records.Finally, when a written request is denied, it must be denied in writing.

How do I use the database?

To print or scroll through a document, you must convert to PDF first. Click on the PDF icon to the right of the page navigation bar to start the process.
Laserfiche documents are scanned to an image format which can be indexed and searched online. Printing these documents requires that the pages be converted to PDF format.
You may then print or scroll through the document. Pages can be printed one at a time or as a complete document. Some of our documents are very large; we have set a limit of 75 pages per download. The system can convert up to 75 pages to PDF at one time. If a document is more than 75 pages, the conversion will create multiple PDFs. This process is slower than a regular print function as the conversion to PDF takes several seconds for each page.

Why can't I have my building plans immediately?
Per State of California Health and Safety Code Section 19851 engineered documents are not allowed to be reproduced without the permission of the engineer or architect.

This policy applies only to plans that were professionally prepared and stamped by a California licensed architect or registered engineer. It does not apply to plans prepared by a drafting service.
Where is the funding for this project coming from and will my property taxes or sales tax be raised to pay for the improvements?
The budget for the overall corridor master plan design, as well as the construction of Phase 1 (constructing sidewalks from Richards Boulevard to Frates Lane where there are presently sidewalk gaps), currently includes a $1.5 million Highway Safety Improvement Program grant. An additional $1.5 million in Town General Funds is also budgeted towards the project. The amount of General Funds that are expended on the project will be dependent on the final scope of the Phase 1 project, which has yet to be determined. Implementation of future phases of the project would be dependent on funding availability.
There is no plan to impose additional tax measures to fund the construction of Envision DPR. The development of an assessment district to fund ongoing maintenance, however, is being considered.
How will the medians be laid out across the corridor? Will there be breaks for turning movements and emergency vehicle access and maneuvering?
The Town has received significant input from community members and an emphasis is being placed on the design and consideration of any median structures (including breaks for turning movements and special attention to emergency access). Phase I design includes pedestrian islands for increased pedestrian safety, similar to the existing crosswalk on Donner Pass Road in front of Tahoe Forest Hospital. One benefit associated with a center median is the provision of separate travel lanes, which calms the flow of traffic and provides a safer experience for all users. Median islands at crosswalks also provide safer pedestrian crossings because pedestrians are able to cross the street in a 2-stage process (one direction at a time) by utilizing the center refuge median. Medians also provide an opportunity to install landscaping to improve the aesthetics of the corridor. Full length medians are not planned at this time.
What type of landscaping will the project include?
The Town’s intent is to provide aesthetically-pleasing landscaping which is both drought-resistant and low cost for maintenance.
Does my opinion matter or has the design of the corridor already been decided on?
The community’s input is highly valued in designing for this project. The Town of Truckee is very excited to design and implement the Envision DPR project for the betterment of the community. To provide the best overall improvements for the community, it is paramount that Truckee residents have an opportunity to help shape the project’s design. We have encouraged all forms of communication between the public and the Town engineers by providing input mediums such as: community meetings at Town Hall, booths set up at Truckee Thursdays, outreach to businesses in the affected area, surveys and comments sections on https://www.townoftruckee.com/government/engineering-and-public-works/engineering/envision-dpr, and conventional telephone and email contacts for engineering staff. Contact engineering staff with questions or input.
Kings Beach has experienced issues with their newly constructed roundabouts. How does the Town account for specific design and maintenance of the roundabouts in our community?
The Town has an extensive experience designing, constructing, and maintaining roundabouts, having implemented 8 roundabouts over the past 17 years. Any issues experienced with Kings Beach roundabouts along the corridor are specific to their project sites. The major roundabouts in Truckee are considerably larger than those in Kings Beach, although minor roundabouts may be similar in size, and any roundabouts built on Donner Pass Road will be designed and constructed similar to those that already exist in order to meet the function and need of our community. It is worth noting, Kings Beach recently reconstructed the splitter islands at the roundabouts to function more like the existing roundabouts in Truckee.
Snow removal in roundabouts has been conducted by Town of Truckee Public Works staff and private contractors for 17 years and is accomplished by plowing the snow and placing it in designated snow storage locations around Truckee. The same snow removal procedures will be taken with any new roundabouts constructed.
How do roundabouts compare to traffic signals as far as efficiency and safety is concerned?
Traffic engineers and communities have increasingly come to recognize the benefits of modern roundabouts, which have been shown to improve traffic flows by moving vehicles more efficiently through an intersection, improving safety, and decreasing emissions from vehicles idling at a traffic signal or stop. By eliminating turn lanes and reducing vehicle queuing requirements, roundabouts can also serve an important urban design function by reducing the total size of an intersection, and by allowing installation of landscaping in the central portion of an intersection to improve overall intersection aesthetics. For these reasons, the Town of Truckee General Plan policies recommend roundabouts over traffic signals.
How do I submit public comment on a Planning project?
Public comments on planning projects can be submitted via mail or hand delivery to the Planning Division (10183 Truckee Airport Road, Truckee, CA 96161) or email to the project planner. When submitting public comments, please include your name and physical address. Comments received become part of the Town's permanent record. Copies will be distributed to the Planning Commission and posted to the Town website. Due to public records act laws, Town staff cannot redact personal information from comments received, including email addresses. If you prefer not to have your email address included, please submit your comments via letter to the Planning Division either by mail or as an attachment to an email.

Where am I allowed to place my mailbox / bear box?
Mailboxes are allowed in the Town right of way if they are placed in moveable containers, such as a 5-gallon bucket filled with concrete or sand. The Town assumes no liability whatsoever for mailboxes temporarily located in the right of way and damaged by snow removal operations.
Bear-proof garbage containers must be placed out of the Town right of way and on private property. While the Town requires the box outside the right of way, the Tahoe Truckee Sierra Disposal Company (TTSD) also has maximum distances off of the street. Why do I need to call in a subgrade inspection 48 hours prior to a foundation inspection?
Subgrade inspections are conducted prior to foundation inspection, approval, and concrete pouring to ensure that the rough grade of the driveway is sufficient to meet what is provided on the approved plans. Often, once the foundation is poured it is too late to adjust the grade of the driveway between the home and the edge of pavement. The Engineering Department avoids this difficult issue by performing a subgrade inspection.
Why is the grade of my driveway limited to no more than 16% on my property, and no more than 6% in the Town right of way?
In general, these slope specifications allow for safe access to and from houses by emergency response vehicles such as ambulances and fire trucks.
Why can't I have two driveways or a circular driveway?
Residential lots in Truckee are limited to one encroachment due to the need for snow storage in the Town right of way. Exemption to this policy may be grated by the Town Engineer or his/her designee on a case-by-case basis.
Do I need a driveway (encroachment) permit if I......?
a. Tear out and put in new asphalt (yes)
b. Resurface or re-seal my driveway (no)
c. Build a new garage but keep the same driveway (probably – please call (530) 582-2931)
What is the difference between re-paving and slurry seal?
Slurry seal is a thin seal placed on roadways to help preserve the roadway surface. Pavement consists of a thicker structural section of asphalt concrete. Slurry uses a fine aggregate similar to sand, while pavement contains a course aggregate.
Paving consists of placing a 2 inches or more thick asphalt overlay on top of a paved road. In some instances (when significant cracking exists or if conforming to existing driveways and roads would be too difficult if the pavement elevation is increased) a specified depth of the existing pavement is removed and then replaced with new asphalt. Reconstruction consists of milling and removing the existing pavement and base course. New base is then added, shaped and compacted. Two or more lifts of asphalt concrete is then placed on the base course.
For maintenance of a roadway in good condition, a slurry seal placed on the existing pavement adds life. A slurry seal is a cold-mix combination of asphalt emulsion, fine well-graded aggregate, and water. Slurry seals have been used by the Town for several years and have proven to be a cost-effective preventative treatment that is well accepted by the community.
How often is my street slurry sealed?
The Town of Truckee applies slurry seals to most Town roads once every five years. On major backbone roads (such as Donner Pass Road and Glenshire Drive) slurry seals are applied once every three years. A higher level of service is also provided to the Glenshire and Tahoe Donner Subdivision roads, where property owners pay a special service fee that funds more frequent maintenance (slurry seals once every three years). Why does my driveway need to be asphalt?
The Town of Truckee repaves and slurry seals it’s streets with asphalt-concrete. In order to tie-in to residential driveways after periodic road maintenance, we require that driveways be constructed from asphalt concrete.
What is the Town right of way?
The term “right of way” describes portions of land where a government agency has legal access to the land to perform one or more of its duties. One of the most common examples of the right of way in the Town of Truckee is the area of land between privately owned land and the edge of pavement of streets owned and/or maintained by the Town. This area allows for storage of snow that is plowed from Town streets.
How do I get notified about upcoming construction or consultant work?

If I add a 4th /5th /6th (etc) bedroom to my house, why do I have to pay extra fees to the Engineering Department for traffic impact?
Engineering fees levied in conjunction with building permits are collected for residential buildings with up to three bedrooms. Addition of bedrooms (rooms with a closet, or direct access to a bathroom) beyond that require extra fees to offset the higher levels of road maintenance necessitated by additional residents.
When will my street be repaved?
The Town of Truckee paves most roads every twelve to twenty years. The Town conducts roadway inspections approximately every five years, during which the roads are rated. Those roads that receive a low rating (due to cracks, wear, rutting, potholes, or poor ride conditions) are flagged and scheduled for upgrade. The Town’s Pavement Maintenance Program (PMP) report provides a five-year schedule for maintenance on Town roads. Note that the PMP is a planning document and roads may be added or eliminated to the maintenance schedule based upon additional field surveys or consideration for other construction projects in town. When do all of the filing papers need to be filed with the Town Clerk to run for Town Council?

When does a new Council member take office?
The installation is typically preformed at the first Regular Town Council Meeting in December following the election. The County Clerk's office has until the 28th day following the election to complete the official canvass. Council Members take office following certification of the election results. Prior members remain in office until their successors sworn into office.
What are the qualifications to run for Town Council?
Anyone interested in filing must be an elector of the Town and a registered voter at the time nomination papers are issued. Registered voters must be United States citizens and be at least 18 years old on Election Day.
What will it cost to run for Town Council?
The Town does not charge potential candidates filing for a Town Council Office.
There is a charge for printing your candidate statement in the sample ballot, if you choose to have one. This fee is calculated at each election and is paid to Nevada County, via the Town Clerk.
NOTE: A Spanish translation would be an additional fee for printing and translation by an approved Spanish language translator retained by the company that prints the Nevada County's ballots.
Can I use Town Hall Conference Rooms?
The Town of Truckee Conference Rooms are available for use by governmental and public benefit non-profit organizations. Is the sales tax rate the same for all Truckee mailing addresses?
No. As of January 1, 2017, 8.125% is the tax rate for addresses within Nevada Countyand the Town of Truckee's city limits. Starting April 1, 2017, 8.25% is the tax rate for addresses within Nevada Countyand the Town of Truckee's city limits.
If you live in Placer County or outside of the incorporated limits of the Town of Truckee (example: within the Northstar subdivision), the Sales & Use Tax rate is different. Please refer to the County in which you reside or do business. You can also contact the California State Board of Equalization for more information.
What is the Sales Tax rate and who gets the taxes?
The Sales and Use Tax rate in the Town of Truckee is 8.25%.
Effective January 1st, 2017, the Sales and Use Tax rate in the Town of Truckee was 8.125% due to the expiration of California Statewide Proposition 30, The Schools and Local Public Safety Protection Act of 2012.
Effective April 1st, 2017, the Sales and Use Tax rate in the Town of Truckee was 8.25%. Nevada County Ballot Measure A, was approved by two-thirds voter approval per the election on November 8th, 2016 which increased the Nevada County Library tax from .125% to .25%.

What is the Transient Occupancy Tax (TOT) rate?
The current Transient Occupancy Tax (TOT) rate is 10%. In addition to the TOT, please note for short-term rentals, there are a few other compliance requirements, including Property Registration, Quarterly Tax Returns (including TOT 10% + Truckee Tourism Business Improvement District (TTBID) Assessment of 2%, for a total of 12%) and beginning November 10, 2016, Registration Certificate Numbers will be required on all rental listings/advertisements.

Is there a low cost spay/neuter program in Truckee?
The Town of Truckee and Humane Society of Truckee-Tahoe have joined together by offering a Community Spay/Neuter Program for Truckee residents that meet certain financial guidelines. Spaying/Neutering pets saves lives!! How do I file a complaint?
All complaints are acquired in confidence. Your information is not given to the person you are filing a complaint against. You will need to provide the type of complaint, an address where the animal lives (if known, very helpful), and your personal information so that we can recontact you if necessary. Complaints that are considered a public nuisance (barking, damage to property, or impeding lawful movement) are required to be submitted in writing. Is there a leash law in Truckee?
The only location in Truckee where there is a strict leash law is at Truckee Regional Park between the months of May and October. There is an At Large Prohibited ordinance in Truckee, which means that you must have both immediate voice and visual control over your dog. Dogs roaming the neighborhood would be an At Large Prohibited violation, in which a citation may be issued. When you are walking your dog, we recommend using a leash for both the safety of you and your dog.
How do I get a duplicate dog license tag?
It is important to make sure your dog is wearing the dog license tag. If your dog loses the tag, you can order a duplicate by calling our office. It can take a couple of weeks to have stamped and the cost is $3.00.
How do I know when the dog license expires?
Licenses are valid on a yearly basis or when the rabies vaccination expires, whichever comes first. Proof of vaccination may be required to extend a license for the full year. License notices are sent out as a courtesy prior to the expiration date. It is the dog owner’s responsibility to obtain the license before the end of the 30 day grace period or a late penalty will be applied. Be sure to inform our office if you move so we can keep our records updated.

The rabies vaccination has to be valid for the length of time you want to purchase the dog license.
Where do I license my dog and what paperwork is required?
Dog licenses can be purchased at the Animal Shelter located at 10961 Stevens Lane, Truckee during between 10 a.m. and 2 p.m. Tuesday through Friday only. A current rabies vaccination certificate is required from a licensed vet. If your dog is spayed/neutered, it needs to state that on the rabies certificate or we need to see the separate alter certificate.
Is there a penalty if I license my dog late?
A $12.00 late penalty will be applied to any dog license that is obtained after the 30 day grace period, whether it is a renewal or new license. Also, failure to license a dog may result in a citation being issued.
Is a dog license required in Truckee?
California State law and the Town ordinance require that all dogs be vaccinated against rabies and licensed. There is a 30 day grace period from when the dog turns the age of four (4) months, becoming a Truckee resident, or getting a new dog. A license tag on your dog’s collar is the fastest way to reunite you and your dog. A dog license also shows that you are a responsible dog owner. A rabies tag from the vet is not a dog license. How can I obtain a copy of a traffic report?
To obtain a copy of a traffic report, you can come to the Records Division at 10183 Truckee Airport Road Truckee, CA Monday through Friday, 8 AM to 5 PM and request a copy.
It is the policy of the Truckee Police Department to complete a traffic collision report under the following circumstances:
• The traffic collision occurred within the Town of Truckee limits.
• A person involved in the traffic collision has been injured (complaint of pain is considered injury) or dies.
• One of the drivers is under the influence of alcohol or drugs.
• One of the drivers has fled the location without stopping to exchange information or check on the welfare of the other parties involved.
• Town property is involved (Town vehicle, light post, signal post, etc.)
If any of the above conditions are met at the scene of a traffic collision, the Truckee Police Department should be notified in one of the following manners: 9-1-1 (in case of an emergency).

In addition to filing a traffic collision report with the Truckee Police Department, it may also be necessary to file Department of Motor Vehicles Form SR-1A: www.dmv.ca.gov/forms/formsaccident

If the traffic collision was property damage only and none of the special conditions mentioned above exists, you may file a “Counter Report” at the lobby of the Truckee Police Department located at 10183 Truckee Airport Rd Truckee, CA Hours: Monday through Friday, 8 AM to 5 PM. The report should be made as soon as possible. The person reporting the collision needs to bring along the following information:
• The time and location (street address/cross streets) where the collision occurred.
• The license plate number of the vehicle he or she was driving when they were involved in the traffic collision.

• The names, addresses, and phone numbers of all passengers in their vehicle

What can be done about illegally parked vehicles, such as those blocking a driveway?
Call the Police Department's non-emergency number at (530) 550-2320, and an officer will be dispatched.
If the person who reported the illegally parked vehicle lives at the location, goes out to meet the officer, and explains to them that he or she lives at the location and cannot leave the driveway due to its being blocked, the officer can impound the vehicle.
How can I report an abandoned vehicle?
To report an abandoned vehicle on the public street, call the Town of Truckee Vehicle Abatement Division at (530) 582-7830.
How can I find out if my vehicle has been towed?
You can call the non-emergency dispatch number at (530) 550-2320, 24 hours a day, seven days a week to find out. Give your vehicle license plate number to the dispatcher.
They will run a status check on your vehicle and let you know if it has been impounded.
How can I get my car out of storage?
If a vehicle was impounded for 30 days because the driver had no license or had a suspended license, a hearing can be requested by calling (530) 550-2323 or by coming down to the Truckee Police Department.
No hearing is required if the 30-day impound period has lapsed. The registered owner or their authorized agent can claim a stored/impounded vehicle by coming to lobby of the Police Department, presenting proper identification, and paying a $158.00 administrative fee for a release form to take to the tow yard. (This fee is waived if the vehicle was stolen or if the driver was hospitalized in an accident.) The person obtaining the release must have a valid driver's license or be accompanied by someone who does. The vehicle must have current registration or have a temporary operating permit before it can be released.
If a vehicle was impounded for evidence, the owner may obtain a release once the Police Department has completed its investigation. Call the Police Dept at (530) 550-2323 to determine who the investigating officer is and discuss the release with him/her.
How can I contest a parking violation?
A person can contest a parking violation by coming into the lobby of Police Department to fill out an appeal form. Hours are: Monday thru Friday from 8:00 am to 5:00 pm. We are closed legal holidays and weekends.
You may also click here to download the parking appeal form. You have 21 days from the parking citation issue date to file an appeal (or 14 days from the date a delinquent notice is mailed.)

What can I do about "identity theft"?
If you become the victim of identity theft, it is important to act immediately to stop the thief’s further use of your identity.
Immediately contact all your credit card issuers. Get replacement cards with new account numbers. Ask that the old accounts be processed as "account closed at consumer’s request." (This is better than "card lost or stolen," because when this statement is reported to credit bureaus, it can be interpreted as blaming you for the loss.)
1. Call the fraud units of the three credit reporting companies: TRW, Equifax, and Trans Union. Report the theft of your credit cards and/or numbers. Ask that your accounts be flagged. Also, add a victim's statement to your report such as, "My ID has been used to apply for credit fraudulently. Contact me at XXX-XXX-XXXX (your phone number) to verify all applications."
2. Notify your bank(s) of the theft. Cancel your checking and savings accounts and obtain new account numbers. Ask the bank to issue you a secret password that must be used in every transaction. Put stop payments on any outstanding checks that you are unsure of.
3. If you use the ATM card for banking services, get a new card, account number, and password. Do not use your old password. When creating a password, avoid such commonly used numbers as the last four digits of your Social Security number and your birth date.
4. If you have had checks stolen or bank accounts set up fraudulently, report it to Telecheck and National Processing Company (NPC). These check guarantee companies will flag your file so that bogus checks will be turned down. Call Telecheck at 800-366-2425. Call NPC at 800-526-5380.
5. Call your telephone, electrical, gas and water utilities. Alert them to the possibility that someone may attempt to open new service using your identification. Also contact your long distance company.
6. The nearest office of the Consumer Credit Counseling Service might be able to help you remove fraudulent claims from your credit report. Call 800-388-2227.
7. In dealing with the authorities and financial institutions, keep a log of all conversations, including dates and names. Send correspondence by certified mail. Keep copies of all letters and documents. Provide your police report number to expedite reporting the crime.
8. Consider seeking legal counsel, especially if you have difficulty clearing up your credit history, or your case is complex and involves a lot of money. An attorney can help you recover from the fraud and determine whether your rights under various credit banking, SSN, and other laws have been violated.

May someone else pick up my property?
If it is necessary for someone else to pick up your property, the police department must receive a notarized letter of authorization from you, along with the proper ID.
What type of identification is needed to pick up property?
A valid driver’s license or state ID card, military ID or passport.
How can I get my firearms back that were taken for safekeeping?
If your firearms were taken as safekeeping you can obtain a California Department of Justice Law Enforcement Gun Release Application from the police department or by visiting the California Department of Justice website. The Department of Justice will give authorization to the police department to release your weapons.
When may I claim my property that was booked as evidence?
All evidence that is held in which a person was arrested or cited, the police department must receive a District Attorney confirmation that the case is closed on all defendants. In some cases the property may not be released immediately due to pending further investigations or appeals.
When may I claim my property that was taken for safekeeping?
Owners may pick up their property after calling and making an appointment. If the property is not picked up within 60 days the unclaimed items will be given to a charitable organization, or be disposed.
What should I do if my property is lost or stolen?
If your property has been lost or stolen you should file a report by calling (530) 550-2320. If you have a record of the serial number on the item or an owner applied number give this to the officer.
How can I get in touch with the Property and Evidence Division?
The Property and Evidence Division is responsible for the receipt, documentation, storage and tracking of all police evidence, found property and safekeeping property. Hours of operation are 8:00 am to 5:00 pm Monday through Friday. Appointments are necessary to pick up property and evidence.

Where does my traffic fine go?
The money from traffic fines is collected by the court, forwarded to the county, and then divided among various state, county and city agencies according to a complex formula under state law.
Can I just pay the ticket by mail and not appear in court?
Yes. If your case does not require a mandatory court appearance, you may send the payment indicated on your courtesy notice in full by personal check, cashier's check or money order. Credit cards are not accepted at this time.
I've just received a ticket. What do I do now?
The court should send you a courtesy notice within three weeks from the issue date stating the bail or fine amount for the violation(s). This notice will also provide information for paying the fine or contesting the violation(s). If you haven't received the courtesy notice within three weeks of receiving your ticket, call the Traffic Court at (530) 582-7835. It is your responsibility to contact the Traffic Court within 21 days of the ticket date if you do not receive a courtesy notice.
IMPORTANT: When you signed the ticket, also known as a Notice to Appear, you promised to appear in court on the date and time listed on the citation. Failing to do so could result in additional charges (California Vehicle Code 40508). A courtesy notice is just that, a courtesy. If you do not receive a courtesy notice from the court it does not absolve you of your requirement to appear in court.
What are the setbacks for my single family home?
For parcels less than three acres in size:
The front and rear yard setbacks are 20 feet from the respective property line.
The side yard setback is 10 feet from the side property line.

Do I need a permit to remove trees/shrubbery from my property?
The Town does not require tree removal permits; however, you will want to contact your applicable homeowners association to verify their requirements. If the property is located on a public water way then please contact the Town (530) 582-7820 for further guidance.

Will the Town of Truckee Remove Snow From My Driveway?
In the event one of our blowers has accidentally deposited snow into your driveway, we will make an effort to remove it as soon as possible. The time it takes for us to return to your residence is dependent upon the severity of current storm conditions. The Public Works Department does not provide private snow removal services for driveways. For private snow removal service, please consult your local telephone listings. The Town is not able to give referrals.
A Town snowplow damaged my car/property.
If possible, do not move the vehicle or damaged property until a Town employee can investigate. Please call the Operations Center at (530) 582-7707 to arrange for a member of staff to respond. When is the Town going to start plowing the streets?
Snow removal crews are dispatched when over 3 inches have accumulated on the roadway. During a snow storm, snow removal crews are scheduled 24 hours a day until all roads are clear.
Where is my landfill/transfer station?
Truckee residents' waste is hauled to Eastern Regional Landfill Transfer Station, where items are sorted. Recyclables are bundled and eventually shipped to recycling centers and landfill items are sent to Lockwood Landfill. Residents can also self-haul items to the Eastern Regional Landfill. The ERL is located on Cabin Creek Road off Highway 89 just south of Truckee. Visit their site for more information on what is accepted and their rates.
Why hasn't my street been sanded, it is icy everywhere!
The Town sands school bus routes as well as a few extremely icy areas. School bus routes are done a regular basis and prior to regular school pick up.
I have been calling the Public Works Department, but the phone is answered by the voice mail system.
The phones at the public works operation center are manned during normal business hours and monitored during winter storm events. If you were transferred to voice mail, all lines are in use. Please leave a message and we will return your call. Keep trying if you need to talk to someone immediately.
My trash was not picked up or there was an issue with my collection/billing.

How can I find out about road conditions in our area?
The Public Works Department Operation Center receives calls during normal business hours and storm events. Crews monitor this message system throughout each shift and will make every effort to return your call. For state-maintained roadways, call 511 or (800) 427-7623 and follow their push button directions.
What is “can averaging” and why did it end?
Previously, each resident was allowed 13 trash cans each quarter, regardless of when they put them out for collection. For example, residents could not put out trash for one week, and put out two trash cans the next week at no additional cost. Under the new franchise agreement with TTSD starting July 2018, the “can averaging” program has ended. Instead, each resident’s base rate allots them one trash can per week. This program ended to discourage residents from putting out extra trash at no extra cost thus standardizing the trash service every resident is allotted. Ultimately, the program aims to reduce the amount of trash sent to the landfill.
Why was I charged a trash overage?
Each resident is allotted one 32-gallon can of trash per week. Residents who regularly produce two cans of trash can subscribe to a two-can service each week for $13.70/month. An overage charge may be incurred if:
Cardboard or trash is outside a trash can (cardboard in blue bags is accepted at no cost)
Trash can contents exceed the height of the trash can
An extra can is used
Note: Blue bags for recycling must be placed next to the trash can. Blue bags placed in the trash can that exceed the height of the can will be counted as an overage.

Do I have to use the new carts?
No. Residents must choose to opt in to receive green and blue carts. Residents can continue to use blue bags for recycling. In addition, there will be two recycling drop-off locations in town during busy summer months. Green bags will not be accepted after June 30, 2018. There will be two alternative yard waste disposal options: yard waste dumpster rentals and drop-off services at the Eastern Regional Landfill.
I have sometimes seen the Town of Truckee trucks driving along with their snowplows up when it is snowing. Why?
There are several reasons plows aren't always pushing snow. Snow equipment may be spreading sand, may be out of sand and heading back to the maintenance yard for the refill, or traveling to a different assigned area. Be assured that once it snows the Town of Truckee crews work around the clock until the roads are in good shape.
What is a scheduled overage and how do I use one?
Up to 3 extra cans (96-gallons) of additional waste can be picked up for FREE on your normal service day. Overages may include trash or green waste in bags or customer-provided cans, only. Green waste carts or recycling carts will not be serviced for an overage. Simply call TTSD at 530-583-7800 prior to your service day to schedule.
Does it cost more to use the new green waste and recycling containers?
Trash rates for all Truckee residents will increase in the coming years. All residents will have the same rate increase regardless if they decide to opt out of the new services. These rates will cover the cost of the infrastructure required to give the option of new services for all Truckee residents. The exact rate changes will be published in the Town Council agenda package.
What goes in a recycling cart or blue bag?
Clean paper, plastics #1-2, glass, aluminum cans, bi-metal and steel cans, aluminum foil, and clean cardboard are acceptable in blue bags. Unacceptable items include (but are not limited to) contaminated products, Styrofoam, plastic grocery bags, ceramics, wax or plastic coated cartons, Rx bottles, windows, drinking glasses, Pyrex, crystal, light bulbs, mirrors, and dishes.
Why do snow plows block (berm) my driveway with snow when they clear the roadway?
We are sorry for this inconvenience, but in making as many roads passable as quickly as possible, there is no way to avoid berms. The Town of Truckee snowplow operators push the snow off the roadway in smooth, continuous passes and the snow ends up on the road shoulders, sometimes blocking driveways. To avoid double work, try to shovel snow from your driveway after a plow has been by and shovel the snow to the right of your driveway as you face the road.
What should I do if an emergency occurs and I don't think the rescue or emergency vehicles can get through on the roads?
Call 911. The local and/or state police coordinate with us if they need help getting roads cleared to get to you.

Why is the Town of Truckee moving to recycling and yard waste carts?
Every plastic bag that is used will be in the environment for over 100 years. These programs will eliminate the need for recycling and yard waste plastic bags, and bring the Town into compliance with new state regulations related to waste and recycling.
Consistent with our Town's sustainability goals, the new services will:
Prevent up to three million plastic bags from being landfilled over the next 10 years
Eliminate the need for Truckee residents to purchase blue recycling and green yard waste bags
Prevent recycling contamination
Increase the amount of materials that can be recycled
Which roads are the Town of Truckee responsible for clearing?
We are responsible for clearing Truckee maintained roads. Nevada County, Placer County and State of California clear their own roadways.
Why are we sorting recyclables when the processing facility does it for us anyway?
Business and homeowners are encouraged to sort because recyclables stay cleaner and are more likely to be recycled rather than relying entirely on the processing facility to separate them out.
Will it cost more to use these containers?
All residents will have the same rate increase regardless if they decide to opt in or out of the new services. These rates will cover the cost of the infrastructure required to give the option of new services to all Truckee residents and adhere to new state regulations. How do I dispose of green waste?

How does the Town of Truckee prepare for the snow season?
Town of Truckee road maintenance employees prepare throughout the year for snow removal. Equipment is tested on dry runs, employees are given special training, snow routes are reviewed, and private on-call snow removal contracts are put in place to help with snow removal and snow hauling when necessary.
How many carts can I get, and how do I sign up to receive them?
To opt in to this program, please complete the form online to indicate how many blue recycling and green yard waste carts you would like delivered to your property. As part of the new waste hauling services contracted by the Town of Truckee, one blue recycling, and up to three 96-gallon green yard waste carts will be provided to residents. Additional carts will be available for a fee.
Once I opt in, what happens if I change my mind about my cart selection?
You may change your cart selection at any time by calling Tahoe Truckee Sierra Disposal at 530-583-7800. Please note that residents who make a cart selection within one month of the scheduled delivery date for their neighborhood may receive their cart(s) after their neighbors do. If a resident receives a cart and later decides not to use it, they can call TTSD to arrange for free cart return.
What are the hours of operation of paid parking?
Parking is enforced daily (including weekends and holidays) from 10:00 a.m. to 6:00 p.m.
What goes in a green waste cart?
Place pine needles, pine cones, grass clippings, branches, twigs, shrubs, and dead wood in your green waste cart. No construction debris, dirt, rocks, plastic bags, food waste, trash, or pet waste.
Green waste carts are serviced every-other-week, May - October.
How do I use the parking meter?
Insert coins, credit card or Truckee Card. Time may be purchased in three minute increments with coin payment and in two hour minimums with a credit card.
Once the amount of time needed is shown on the screen, push the green button to print a receipt.
Place the receipt face up on the dashboard of your car.
I've tried to opt in to receive a blue/green cart. Why isn't my address appearing in the online form?
Only addresses located within the incorporated Truckee town limits are included in the program. What is defensible space?
A 100 ft clearing of debris and flammable material around homes and buildings is required according to California law (PRC 4291). This space increases the chance of your home surviving a wildfire and also protects firefighters' safety when protecting your home. The first 30 ft surrounding your building must be clear of all flammable vegetation and any dead or dying plants. Beyond those 30 ft, the remaining 70 ft must be a reduced fuel zone. Surface litter in this area, including fallen leaves, needles, twigs, bark, cones, pods, small branches, etc., must not exceed a depth of three inches. Please do not drag any debris or yard waste to the Town right-of-way. It is the responsibility of the homeowner to maintain these materials on their property. Where can I drop off unwanted clothes, food, and equipment for donation?
Donating items is a great way to reuse and save resources. Local donation locations for food, clothing, shoes, books, seasonal equipment, houseware, furniture, and small appliances can be found here.
Why are we sorting when the processing facility does it for us anyway?
Business and homeowners are encouraged to sort because recyclables stay cleaner and are more likely to be recycled rather than relying entirely on the processing facility to separate them out.
What is hazardous waste, e-waste and universal waste?
Hazardous waste products contain chemicals and components that are dangerous to the environment, animals, and humans. It is illegal to dispose of these materials in your garbage, as these items must be separated from the general waste system. Universal and e-waste are both considered hazardous waste. Hazardous waste items include (but are not limited to) paint, contaminated motor oil, contaminated gasoline, brake fluid, solvents, automotive chemicals, insecticides, herbicides, drain opener, ammonia, chlorine bleach, pool and spa chemicals, furniture polish, pharmaceuticals, and syringes in rigid plastic containers. Eastern Regional Landfill accepts household hazardous waste for free during special drop off events. Universal waste includes electronic devices (e-waste), batteries, fluorescent light tubes and bulbs, mercury containing equipment, and non-empty aerosol cans. Eastern Regional Landfill accepts universal and e-waste for free during normal business hours.
When will these changes impact me?
All Truckee residents will be moving to the new yard waste services in 2018. Truckee residents will receive a service notification in the spring that will allow them to opt out of the green cart program or elect to receive up to three 96-gallon green carts. After June 30, 2018, green bags will not be accepted.
Recycling service changes are rolling out in three phases. Residents of the Glenshire neighborhood will receive recyclables containers in September 2018 to begin use October 1, 2018. Remaining Truckee neighborhoods excluding Tahoe-Donner will start using blue carts in 2019. Tahoe-Donner residents will begin using recyclables carts in 2020.

When is the next household hazardous waste drop off event?
The Eastern Regional Landfill offers free residential household hazardous waste drop off events every 3rd Saturday of each month, plus every Friday May-September. Only residential material is accepted and load limits are 15 gallons or 125 lbs. Appointments must be made prior to drop off by calling TTSD at 530-583-7800. Will these new containers fit in my bear box?
The new containers will not fit in standard sized bear boxes. If storage and placement are issues at your residence, the opt-out option may be best for you. There are large bear boxes that would fit the new recyclables carts. Residents exploring this option should note that the recycling carts would still have to be placed curbside on pick-up days.
Did the Town consider recycling containers that fit inside of bear boxes?
Yes, the Town did consider this option. Unfortunately, the cost of servicing recycling bins stored in bear boxes would have significantly increased service rates.
I am a business that generates hazardous waste, how do I dispose of it?
If your business generates no more than 27 gallons or 220 lbs of hazardous waste per month, you are considered to be a Conditionally Exempt Small Quantity Generator. TTSD provides hazardous waste collection service for these generators by appointment only. Commercial generators of hazardous waste are not allowed to participate in the free residential drop-off events at Eastern Regional Landfill, but may schedule an appointment to self-haul hazardous materials on the 3rd Friday of each month (the Fridays preceding he residential events). Call TTSD at 530-583-7800 for rates and to schedule a drop-off or collection service appointment.

Can I keep my containers next to my bear box?
The Town of Truckee does not regulate where you store your containers on your property as long as they are out of Town right-of-way. Some homeowners' associations, however, do have rules about the locations of waste containers. If you have a neighborhood homeowners' association, please check with them regarding storage requirements.
What do I do with my electronic waste?
Eastern Regional Landfill accepts all electronic waste year-round for free recycling.

Are wildlife-proof carts an option for residential customers?
Yes. Residents can choose to pay an additional fee for wildlife resistant containers. To request a wildlife resistant container, please call Tahoe Truckee Sierra Disposal at 530-583-7800.
When do I NOT need a driveway permit?
You do not need a driveway permit when you are sealing or resurfacing your driveway.

When do I need a driveway permit?
Driveway permits are needed for new home construction, or when an existing driveway is modified, extended, or regraded.

Batteries can also be collected curbside by placing them in a bag on top of your trash container on your pick-up day. To prevent starting a fire, put electrical tape on each battery terminal.
Will communal drop-off locations be available for yard waste and recyclables?
Yard waste can be dropped off at the Eastern Regional Landfill either by the homeowner or by a contractor or friend on behalf of the homeowner. There will be two new locations for recycling drop-off during the summer months: Northwoods Clubhoue and Truckee Town Hall
How else can I dispose of yard waste without green bags or carts?
Residents have the option to rent six-yard dumpsters at a discounted rate. These dumpsters allow residents to remove waste efficiently. Dumpsters must be reserved in advance. Tahoe Truckee Sierra Disposal will drop off a dumpster at your house and pick it up after one week. This program has been so successful bins have been selling out. The new contract will increase the number of dumpsters available to residents to make this option more accessible.
Residents may also drop off up to six yards of yard waste for free at the Eastern Regional Landfill. The new service changes will also allow a contractor or friend to drop off yard waste for free on your behalf by providing a unique customer code. Codes will be provided on the new online customer service system.

How does the CRV program work?
Certain beverage containers have a refund value. Five cents is given for containers less than 24 oz. and 10 cents is given for containers larger than 24 oz. Recycling carts started service in Glenshire in October 2018 and were delivered in September. The rest of Truckee neighborhoods (except Tahoe Donner) will begin recycling cart service in October 2019, and Tahoe Donner will begin in 2020.
Green waste carts started service in all Truckee neighborhoods in July 2018. Green carts are delivered in the order signups are received. Cart deliveries for the May - October 2018 season have ended. Deliveries for signups received after September 10, 2018 will resume in April 2019 for service starting in May.
