4.         PUBLIC COMMENT – This is an opportunity for members of the public to address the Planning Commission on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Planning Division 24 hours prior to the meeting to allow for distribution. Under state law, the Planning Commission cannot take action on an item not on the agenda. The Planning Commission may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

7          PUBLIC HEARINGS (Minor Review)

7.1       Application 2019-00000123/AMD Old Trestle Distillery Project Amendment); 10434 River Park Place Suite, Unit 2 (APN 019-300-059-000); Applicant: Andy Barr; Owner: KMR Management LLC. Laura Dabe, Assistant Planner.

The applicant is requesting a Project Amendment for the Old Trestle Distillery located at 10434 River Park Place Suite, Unit 2 (APN 019-300-059-000). A Use Permit for the distillery was approved by the Planning Commission on September 15, 2015 (Planning Application 2015-00000098, Resolution 2015-09), approving 1,914 square feet of floor area for the distillery use in Unit 2. The applicant proposes to expand the business into the adjacent tenant space (Unit 3) and add 2,036 square feet of storage area, for a total floor area of 3,950 square feet.

Staff Recommendation: A beverage production use was previously determined by the Planning Commission to be an appropriate use in this location through approval of a Use Permit. It is staff’s opinion that the findings necessary to approve the requested Project Amendment can be made. All applicable conditions of approval from the previous Use Permit approval have been incorporated into the recommended conditions of approval. Staff recommends that the Commission take action on the Project Amendment, as modified by the conditions of approval, to amend the Use Permit for the Old Trestle Distillery and increase the existing floor space for the beverage production from 1,900 square feet by adding 2,036 square feet of storage area to the approved use.

8.         CONTINUED PUBLIC HEARING (From August 20, 2019 Regular Meeting)

8.1       Development Code Update—State-Mandated Requirements for Housing (Transitional/ Supportive and Employee Housing, Manufactured Homes, Secondary Residential Units, and Microkitchens). Yumie Dahn, Associate Planner.

The Town of Truckee is proposing to amend the Development Code to maintain compliance with State requirements and implement General Plan Land Use Element goals and policies.

Staff Recommendation: That the Planning Commission adopt Resolution 2019-19, recommending approval to the Town Council of 2019 Development Code amendments for State-mandated requirements for housing, including (Transitional/Supportive and Employee Housing, Manufactured Homes, Secondary Residential Units, and Microkitchens), and recommending the amendments to be exempt from CEQA pursuant to Section 15061(b)(3). This item was not reviewed at the August 20, 2019 Planning Commission hearing and was continued to the September 19, 2019 Planning Commission hearing.

9.         PUBLIC HEARINGS (Major Review)

9.1       Development Code Update—Solid Waste/Recyclable Materials Storage, Amendments to Recorded Maps, Minimum and Maximum Density, Parking In-Lieu Fees, Special Purpose District Land Uses and Permit Requirements, and Clean-Up Amendments. Laura Dabe, Assistant Planner.

The Town of Truckee is proposing to amend the Development Code to maintain compliance with State requirements and implement General Plan Land Use Element goals and policies.

Staff Recommendation: That the Planning Commission adopt Resolution 2019-22, recommending approval to the Town Council of 2019 Development Code amendments for Solid Waste/Recyclable Materials Storage, Amendments to Recorded Maps, Minimum and Maximum Density, Parking In-Lieu Fees, Special Purpose District Land Uses and Permit Requirements, and clean-up amendments, and recommending the amendments to be exempt from CEQA pursuant to Section 15061(b)(3).
