September 11, 2019 Historic Preservation Advisory Commission Meeting

1.      CALL TO ORDER AND ROLL CALL. Chair Wightman, Vice Chair Sesko, Commission Members Kenny, Mortier and Riley.

2.      PUBLIC COMMENT. Time set aside for the public to address the Commission on any matter not on the agenda. Testimony related to any agendized matter should be addressed at the time that item is considered. Comments are limited to three minutes.


3.1    Regular Meeting – August 14, 2019

4.      MINOR REVIEW ITEMS – None.


5.1    Planning Application 2018-00000109/HDR-ZC (Benna Multifamily Project); Applicant/Owner: JB Benna (10187 West River Street; APN 019-130-051-000). Laura Dabe, Assistant Planner.

The Benna Multifamily Project was reviewed by HPAC at its regular meeting on July 24, 2019 (see Attachment #4 for a copy of the HPAC staff report). The applicant requests Zoning Clearance approval to convert an existing single-family residence into three multifamily dwelling units, and Historic Design Review for proposed exterior modifications to a Category A (“Essential”) historic building.

Staff Recommendation. Staff supports the rehabilitation of this Category A (“Essential”) historic resource. In staff’s opinion, the conversion of the structure from a single-family residence to a multifamily residential building is an appropriate adaptive reuse of the property, allowing the property to evolve and continue to provide housing opportunities in Downtown Truckee. Overall staff finds that the proposed exterior modifications are appropriate for the rehabilitation project, but requests that the Commission further discuss the specific items previously identified as part of the Commission’s review on July 24, 2019, and provide feedback on whether the proposed modifications are appropriate for a Category A building in the River Character Area. Staff also recommends that a detailed rehabilitation plan be prepared for review and approval by the Community Development Director prior to issuance of building permits. This plan will ensure that all rehabilitation work is completed consistent with the project approval and with the Secretary of Interior’s Standards for the Treatment of Historic Properties.    

5.2    Planning Application 2019-00000103/HDR-ZC (Community Arts Center Front Entry Improvements); 10046 Church Street (APN 019-110-010-000); Applicant/Owner: Truckee-Donner Recreation and Park District; Agent: Kelly Hobstetter. Laura Dabe, Assistant Planner. 

The applicant has applied for Zoning Clearance approval to replace the front entry at the Community Arts Center and is requesting Historic Design Review for proposed exterior modifications to the Category C (“Supporting”) historic building. 

Staff Recommendation: In staff’s opinion, the proposed entry porch is generally consistent with the Historic Design Guidelines, including the direction provided for the treatment of historic building materials and treatment of individual building components. The proposed entry porch replacement will allow the historic use of the Community Arts Center as a public facility to continue while bringing the building into conformance with current California Building Code requirements. However, staff recommends that HPAC consider whether the proposed replacement doors and porch railings are appropriate materials for a Category C (“Supporting”) historic resource in the Church Street Character Area. In staff’s opinion, these two areas of the design could provide potential restoration opportunities for the building, and may benefit from additional discussion by HPAC.


7.      COMMISSION MEMBER REPORTS. During this time, the Commissioners may make a brief announcement or update each other on various other meetings they have attended since the last Commission meeting. Furthermore, a Commissioner may provide a reference to staff for factual information, request staff to report back to the body of a subsequent meeting concerning any matter, or may direct staff to place a matter of business on a future agenda. However, no action will be taken at this meeting during this time.
