1.      CALL TO ORDER AND ROLL CALL. Chair Wightman, Vice Chair Sesko, Commission Members Kenny, Mortier and Riley.

2.      PUBLIC COMMENT. Time set aside for the public to address the Commission on any matter not on the agenda. Testimony related to any agendized matter should be addressed at the time that item is considered. Comments are limited to three minutes.


3.1    Regular Meeting – September 25, 2019

4.      MINOR REVIEW ITEMS – None.

4.1    Planning Application 2019-00000110/HDR-ZC (Mountain Lotus Exterior Modifications); 10124 E Street (APN 019-030-048-000); Applicant: Michael Johnson; Owner: Scott Fitzmorris. Laura Dabe, Assistant Planner.

The applicant is requesting Historic Design Review to grant a Certificate of Appropriateness for exterior modifications on a property located within the DMU (Downtown Mixed Use) zoning district in Downtown Truckee (10124 E Street; APN 019-030-048-000). The property is developed with a Category A (“Essential”) historic resource known as the Catholic Church Rectory.

Staff Recommendation: Staff recommends that HPAC review the proposed modifications to determine whether the previous HPAC comments have been addressed with the current submittal. Specifically, staff recommends that HPAC consider whether the proposed modifications and materials are appropriate for a Category A (“Essential”) historic resource, including the proposed ADA access ramp with a black metal handrail and the proposed entry door replacement.

4.2    Planning Application 2019-00000116/HDR-ZC (Rembert Stair Addition); 10412 Donner Pass Road (APN 019-120-013-000); Owner: Stephen Rembert; Applicant: Mark McCay-Moran, The Genesis Group. Laura Dabe, Assistant Planner.

The applicant is requesting Historic Design Review to grant a Certificate of Appropriateness for an exterior stair addition on a mixed-use property located within the Downtown Mixed Use (DMU) zoning district in Downtown Truckee (10412 Donner Pass Road; APN 019-120-013-000). The property has two street frontages and is developed with two existing structures: a Category C (“Supporting”) historic building accessed from Donner Pass Road (the old Truckee River Sash and Door building, currently Philosophy Restaurant), and a single-family residence accessed from High Street. The proposed stairs would provide covered access for the residential tenants from High Street to the residence.

Staff Recommendation: In staff’s opinion, the proposed stair structure and retaining wall repairs would improve access to the residence from High Street, providing safe year-round access for the residential tenants. Due to the fact that the covered stair structure is somewhat unusual for the historic district, staff recommends that HPAC discuss whether the proposed design and materials are appropriate for a Category C (“Supporting”) historic resource in the Brickelltown Character Area.

4.3    Application 2019-00000117/HDR (Pixton Residence Siding, Window, and Door Replacement); Owner/Applicant: Chris Pixton (10088 Perkins Street; APN 019-104-015-000). Emily McGuire, Planning Technician.

The applicant is requesting after-the-fact Historic Design Review to grant a Certificate of Appropriateness for exterior modifications to a Category B “Contributing” historic single-family residence, located in the McGlashan Character Area to the northeast of downtown Truckee and within the DRM-14 (Downtown Medium-Density Residential, 14 dwelling units per acre) zoning district (see Attachment #1 for Vicinity Map).

The applicant is requesting after-the-fact Historic Design Review for the removal and replacement of the following: siding, 11 windows (two on the front/south façade, two on the rear/north façade, two on the east façade, and five on the west façade), the front door, and two exterior light fixtures on the front façade (see Attachment #3 for Site Photos and Attachment #4 for Proposed Materials). Since this is an after-the-fact review, features that were in place prior to prior to unpermitted work will be called “existing” within this staff report; features that have been installed without permits are identified as “proposed.”

Staff Recommendation: That the Historic Preservation Advisory Commission (HPAC) review the after-the-fact exterior modifications, including replacement and installation of siding, windows, a door, and exterior lighting for an existing single-family residence located at 10088 Perkins Street, for consistency with the Downtown Specific Plan, including the Historic Design Guidelines, and forward a recommendation to the Community Development Director.

5.      MAJOR REVIEW ITEMS – None.


7.      COMMISSION MEMBER REPORTS. During this time, the Commissioners may make a brief announcement or update each other on various other meetings they have attended since the last Commission meeting. Furthermore, a Commissioner may provide a reference to staff for factual information, request staff to report back to the body of a subsequent meeting concerning any matter, or may direct staff to place a matter of business on a future agenda. However, no action will be taken at this meeting during this time.

8.      ADJOURNMENT. To the next Commission meeting on October 23, 2019 at the Town Hall Prosser Conference Room at 10183 Truckee Airport Road.
