6. CONSENT CALENDAR
6.1 Minutes of the October 1, 2018 Closed Session; October 1, 2018 Public Infrastructure Financing Workshop; and October 9, 2018 Regular Meeting.
Recommended Action: Approve Minutes.
6.2 Donner Summit Winter Shuttle Agreement.
Recommended Action: Authorize the Town Manager to enter into an agreement with the County of Placer, Boreal Ridge Corporation, and Sugar Bowl Corporation to operate transit service between the Town of Truckee and the Donner Summit ski resorts during the 2018/2019 winter season.
6.3 Amending Chapter 1.02 of the Municipal Code Regarding Recovery of Code Enforcement.
Recommended Action: Waive the second reading and adopt Ordinance 2018-12 amending Sections 1.02.040, 1.02.050, and 1.02.070 of Chapter 1.02 of the Municipal Code.
6.4 Request for support of Ballot Measure AA.
Recommended Action: Adopt Resolution 2018-73 in support of Measure AA.
7. DISCUSSION ITEMS
7.1 PUBLIC HEARING - Joerger Ranch Trail Maintenance and Community Facilities District (CFD) 2015-1 Resolution 2018-70 and Calling Special Election; Resolution 2018-71 Declaring Results of Special Election; and Ordinance 2018-14 Levying Special Taxes within the Town of Truckee CFD 2015-1.
Recommended Action: 1.) Conduct a public hearing to accept comments on the change to Community Facilities District 2015-1 (Joerger Ranch Trail Maintenance and Transit District); 2.) Adopt Resolution 2018-70 Regarding a Change to Joerger Ranch Trail Maintenance and Transit District, Authorizing the Levy of a Special Tax, and Submitting the Levy of Special Tax to Qualified Electors, Community Facilities District 2015-1; and 3.) Adopt Resolution 2018-71 Declaring Results of Special Election and Directing Recording of Notice of Special Tax Lien for Community Facilities District 2015-1.
If the vote is in the affirmative, Council: 1.) Direct the recording of the notice of special tax lien; and 2.) Introduce and waive the first reading of Ordinance 2018-14 Levying Special Taxes within the Town of Truckee Community Facilities District 2015-1.
7.2 STAFF REPORT - Solid Waste Ordinance Update.
Recommended Action: Introduce and waive the first reading of Ordinance 2018-11 updating the solid waste regulations.
7.3 PUBLIC HEARING - 2014-2019 Housing Element Implementation – Rezone of Upper McIver Dairy (APN 19-460-42; 10161 Levon Avenue).
Recommended Action: Conduct a public hearing and take the following actions: 1) Adopt Resolution 2018-72 approving the General Plan Amendment; 2) Introduce and waive the first reading of Ordinance 2018-13, amending the Truckee Municipal Code, Title 18 – Development Code Chapter 18.08 (Residential Zoning Districts) and Zoning Map Amendment; and 3) Approve the addendum to the Final Environmental Impact Report previously certified for the 2025 General Plan in order to implement Program H.1.1 of the 2014-2019 Housing Element, as recommended by the Planning Commission.
7.4 PUBLIC HEARING - Appeal of Glassner Tentative Map Denial (Application #2018-00000092/APL).
Recommended Action: Conduct a public hearing and adopt Resolution 2018-65, thereby taking action to deny the appeal of the Planning Commission’s denial of the Glassner Tentative Map application and uphold the decision of the Planning Commission, and to find the project exempt from California Environmental Quality Act (CEQA) pursuant to Section 15270 of the CEQA Guidelines (Projects Which Are Disapproved).
Alternatively, if the Council determines that the findings to approve the Glassner Tentative Map can be made, the Council may take action to approve the appeal and overturn the Planning Commission action, and to find the project exempt per CEQA Guidelines Section 15061(b)(3), which applies to projects with no potential for significant environmental impacts.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation
The October 23, 2018 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
Town of Truckee Public Financing Authority – Notice of Cancellation
The October 23, 2018 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
