2. ROLL CALL: Council Members; Flora, Abrams, Goodwin, Vice Mayor Tirman, and Mayor Wallace Dee.

Under state law the Council cannot take action on an item not on the agenda. 6. CONSENT CALENDARComment to Council Button

6.1 Minutes of November 13, 2018 Regular and Closed Session Meetings.
Recommended Action: Approve Minutes.
6.2 Mills Act Historic Preservation Contract Agreements.
Recommended Action: Authorize the Town Manager to execute four Mills Act Historic Preservation Contracts for the following properties: 10187 West River Street, 10098 High Street, 10016 Keiser Avenue, and 10016 High Street.
6.3 Treasurer’s Report.
Recommended Action: Accept and file the Treasurer’s Report.
6.4 Appointment of Members to the Truckee Tax Measure Citizens Oversight Board.
Recommended Action: Appoint Nancy D’Amico, Dr. Brooks Rohlen, and Allison Pedley to continue service on the Truckee Tax Measure Citizens Oversight Board; appoint Reid Cox to the vacated seat; create an alternate position; and appoint Troy Michael Ortiz to the alternate position.
6.5 Request for Purchasing Authority for Development Group, Inc. in Excess of $50,000 for Fiscal Year 2018-2019.
Recommended Action: Authorize the Town Manager to make purchases from Development Group Inc. during fiscal year 2018/2019, not to exceed $75,000.00.

7. DISCUSSION ITEMSComment to Council Button

7.1 STAFF REPORT – Gray’s Crossing Specific Plan Clean-up Direction.
Recommended Action: Provide direction to staff on Gray’s Crossing Specific Plan clean-up amendments for affordable housing, density, commercial square footage and miscellaneous clean-ups.
7.2 STAFF REPORT – Joerger Ranch Environmental Impact Report Addendum.
Recommended Action: Adopt Resolution 2018-78, thereby taking the following actions:
1) Approve the Joerger Ranch Specific Plan Environmental Impact Report Addendum; 2) Modify the Mitigation, Monitoring, and Reporting Program from the Joerger Ranch Specific Plan Environmental Impact Report; 3) Amend the Joerger Ranch Specific Plan Conditions of Approval; 4) and Amend the Soaring Ranch Conditions of Approval.
7.3 PUBLIC HEARING – Affordable Housing In-Lieu Fee Update and Workforce Housing Ordinance Review.
Recommended Action: Conduct a public hearing and accept public comment on the affordable housing in-lieu fee program update, and adopt Resolution 2018-76 to approve an updated affordable housing in-lieu fee based on the 2017 updated affordable housing in-lieu fee calculation completed by BAE Urban Economics and defer review of the Workforce Housing Ordinance until 2019.
7.4 PUBLIC HEARING – Consider 2018 Development Code Update; Ordinance 2018-18 (2018 Development Code Amendments—Donner Lake Development Standards, Development Envelopes, Minor Use Permits, General Property Development Standards, Signs and Clean-Up Amendments).
Recommended Action: Conduct a public hearing, introduce and waive the first reading of Ordinance 2018-15 amending the Truckee Municipal Code, Title 18 Development Code for Donner Lake Development Standards (Section 18.38.050), Development Envelopes (Chapter 18.220), Minor Use Permits (Chapter 18.76 and Section 18.06.040), Height Measurement (Section 18.30.090), Setback Requirements and Exceptions (Section 18.30.120), Temporary Banners (Section 18.54.050) and Clean-Up Amendments; and determine the project exempt from California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3).
7.5 STAFF REPORT – Town Attorney Performance-based Pay.
Recommended Action: Approve Resolution 2018-77 awarding a $9,918 one-time performance-based pay amount to Town Attorney Andy Morris.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation

The November 27, 2018 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

Town of Truckee Public Financing Authority – Notice of Cancellation

The November 27, 2018 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
