2. ROLL CALL: Council Members; Abrams, Klovstad, Commendatore, Vice Mayor Polivy, and Mayor Tirman.

4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items that are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law, the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

All written public comments received by 8:00 AM on Tuesday will be forwarded to Council for their consideration at the meeting.

6. CONSENT CALENDAR – (5 minutes)

6.1 Minutes of October 8 and 10, 2019.
Recommended Action: Approve Minutes.
6.2 Treasurer’s Report Quarter Ended September 30, 2019.
Recommended Action: Accept and File Report.
6.3 Easement Abandonment, 10760 Ski Slope Way, Applicants Charles and Bennie McCrary, Owner Mike Ratajczak.
Recommended Action: 1) Adopt Resolution 2019-67 approving the abandonment of a 415 square foot portion of the public utility easement along the northern (side) property line of 10760 Ski Slope Way; and 2) Authorize the Town Manager to sign the Indemnification Agreement between the Town of Truckee and Mike Ratajczak.
6.4 Mills Act Historic Preservation Contract Agreements.
Recommended Action: Authorize the Town Manager to execute three Mills Act Historic Preservation contracts, for the following properties: 10292 Donner Pass Road; 10305 East River Street; and 10191 West River Street.

7. DISCUSSION ITEMS

7.1 STAFF REPORT – Building Code Standards Code Ordinance. (15 minutes)
Recommended Action: Introduce and waive the first reading of Ordinance 2019-09 and set a Public Hearing for November 26, 2019 to consider the second reading and adoption of the ordinance; and direct the Town Clerk to publish the necessary notices.
7.2 STAFF REPORT - Historic Preservation Advisory Commission (HPAC) Appointments. (15 minutes)
Recommended Action: Re-appoint Vangie Wightman, Chaun Mortier and Bill Kenny to the Historic Preservation Advisory Commission for four-year terms.
7.3 STAFF REPORT – Direction on Fiscal Year 2019-2020 $2 Million General Fund Housing Designation Spending. (45 minutes)
Recommended Action: Direct staff to create an Accessory Dwelling Unit (ADU) Program dedicating up to $500,000 to incentivize ADU construction and provide guidance on how to spend the additional $1.5 million of General Fund Housing Designation dollars.
7.4 STAFF REPORT – Revenue Measure for Housing Committee Formation. (10 minutes)
Recommended Action: 1) Approve formation of the committee member nominations for the Revenue Measure for Housing Advisory Committee; and 2) Appoint two Council Members to serve on the Revenue Measure for Housing Advisory Committee.
7.5 PUBLIC HEARING - Affordable Housing In-Lieu Fee Update and Workforce Housing Ordinance Review. (30 minutes)
Recommended Action: Conduct a public hearing and accept public comment on the affordable housing in-lieu fee program update and adopt Resolution 2019-68 to approve an updated affordable housing in-lieu fee based on the 2017 updated affordable housing in-lieu fee calculation completed by BAE Urban Economics and review the implementation of the Workforce Housing Ordinance.
7.6 STAFF REPORT – Truckee Chamber “Visit Truckee” Visitation Marking Annual Report and the Truckee Tourism and Business Improvement District 2018-2019 Annual Report. (20 minutes)
Recommended Action: Accept the Truckee Chamber “Visit Truckee” Visitation Marking annual report and the Truckee Tourism and Business Improvement District 2018-2019 annual report.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation

The November 12, 2019 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

Town of Truckee Public Financing Authority – Notice of Cancellation

The November 12, 2019 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice, a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled, the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
