As permitted by Executive Order N-29-20, proclaiming a State of Emergency in the State of California, the May 26, 2020, Town of Truckee Council meeting room will not be accessible to the public.

6. CONSENT CALENDAR (5 minutes)

6.1 On-Call Materials Testing and Related Consulting Services.
Recommended Action: Authorize the Town Manager to enter into a new three-year contract with NV5 for Materials Testing and related consulting services.
6.2 Approval of Local Partnership Program Grant Funding Application.
Recommended Action: Adopt Resolution 2020-38 authorizing the application for California 2020 Local Partnership Program (LPP) Formulaic Funding; and authorizing the Town Manager, or designee, to execute all LPP grant documents and any amendments necessary for the project.
6.3 Approval of Road Repair and Accountability Act Local Streets and Roads Funding for the Coldstream Road/Donner Creek Crossing Structure Replacement (C1607), 2020 Paving and Drainage Project (2002), West River Street Streetscape Improvement Project (C1703), and West River Street Site Redevelopment (C1817).
Recommended Action: Adopt Resolution 2020-22 to identify the Coldstream Road/Donner Creek Crossing Structure Replacement (C1607), 2020 Paving and Drainage Project (2002), West River Street Streetscape Improvement Project (C1703) and West River Street Site Redevelopment (C1817) to receive Road Repair and Accountability Act funding.
6.4 Easement Abandonment, 12648 Muhlebach Way; Owners/Applicants: Charles T. and Laura H. Neary, Neary Family Trust.
Recommended Action: 1) Adopt Resolution 2020-36 approving the abandonment of a 1,632 s.f. portion of a 20’ access easement along the south western (front) property line of 12648 Muhlebach Way (APN 045-550-025-000; Lot 320 of the Tahoe Donner Subdivision Unit 10 Subdivision Map, Book 4, Page 55); and 2) Authorize the Town Manager to sign the Indemnification Agreement between the Town of Truckee and Charles and Laura Neary regarding APN 045-550-025-000.
6.5 Treasurers Report Quarter Ending March 31, 2020.
Recommended Action: Accept and File.

7. DISCUSSION ITEMS

7.1 PUBLIC HEARING - 1882 Riverfront Deck Expansion Right-of-Way Sale; 10005 Bridge Street (APN 019-151-033-000) and 10009 East River Street (APN 019-151-027-000); Applicant/Owner: Wendy Smith and Matt Brown; Agent: Peter Gerdin. (15 minutes)
Recommended Action: Conduct a public hearing and adopt Resolution 2020-35, thereby taking action to approve the 1882 Riverfront Deck Expansion Right-of-Way Sale, and to find the project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines.
7.2 STAFF REPORT - Marketing and Visitor Center Operations Contract Amendment. (15 minutes)
Recommended Action: 1) Authorize the Town Manager to execute a contact amendment in the amount of $105,175 with Truckee Chamber of Commerce to extend marketing and visitor center operations services through September 30, 2020; 2) Receive an update regarding the Chamber and Town’s collaborative COVID-19 business support and communications programs.
7.3 STAFF REPORT - Town of Truckee Operating and Capital Budget for July through September 2020. (30 minutes)
Recommended Action: Approve Resolution 2020-37 to adopt the Town of Truckee Operating Budget for July through September of 2020 and Capital Budget, including proposed personnel changes (COLA), and adopt the estimated actuals for 2019-2020 Capital Improvement Projects as the amended budget amounts.
7.4 STAFF REPORT - Adoption of Resolutions Levying Special Taxes for Town of Truckee Community Facilities Districts and Landscaping and Lighting Districts for CFD 2013-1 Brickelltown Maintenance District; for CFD 2017-2 Railyard Transit and Maintenance District, for LLD 1 Envision DPR Landscaping and Lighting Assessment District, for CFD 2015-1 Joerger Ranch Trail Maintenance and Transit District, and for CFD 2019-1 Coldstream Transit and Trail Maintenance District. (15 minutes)
Recommended Action: 1) Increase the Maximum Special Tax and maximum parcel assessments by the Engineering News Record Construction Cost Index or Consumer Price Index for the Town of Truckee Community Facilities Districts; 2) Adopt Resolution 2020-23 to set the special tax assessments for the Brickelltown Maintenance District (Community Facilities District 2013-1); 3) Adopt Resolution 2020-24 to set the special tax assessments for the Railyard Transit and Maintenance District (Community Facilities District 2017-2); 4) Adopt Resolution 2020-25 to set the special assessments for the Envision DPR Landscaping and Lighting Assessment District No. 1 (Envision DPR District No. 1); 5) Adopt Resolution 2020-26 to set the special tax assessments for the Joerger Ranch Trail Maintenance and Transit District (Community Facilities District 2015-1); and 6) Adopt Resolution 2020-27 to set the special tax assessments for Coldstream Transit and Trail Maintenance District (Community Facilities District 2019-1).
7.5 STAFF REPORT - Campaign Contribution Limits. (20 minutes)
Recommended Action: Direct staff as desired regarding local Campaign Contribution Limits.

Town of Truckee Public Financing Authority – Notice of Cancellation

The May 26, 2020, regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
