4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items that are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law, the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.
5.1 One Tahoe Funding Presentation, by Carl Hasty, Executive Director, Tahoe Transportation District.
5.2 Tahoe Regional Arts Foundation presentation on plans for the Stages at Northstar performing arts center, by Keith Vogt, Chairman, Tahoe Regional Arts Foundation.
6. CONSENT CALENDAR – All written public comments received by 8:00 AM on Tuesday will be forwarded to Coun cil for their consideration at the meeting.
6.1 Minutes of January 30-31 Team Building; February 19 Workshop; and February 26 Closed Session and Regular meetings.
Recommended Action: Approve Minutes.
7. DISCUSSION ITEMS - All written public comments received by 8:00 AM on Tuesday will be forwarded to Council for their consideration at the meeting.
7.1 PUBLIC HEARING - Gray’s Crossing Development Agreement Expiration.
Recommended Action: Conduct a public hearing; review the three options for the Gray’s Crossing Specific Plan, and move forward with Option 3 – Development Agreement Expiration. The three options that the Town Council could consider are the following:
Option 1: Amendments – If the Town Council would like to pursue this option, the Town Council would conduct a public hearing and adopt Resolution 2019-10, approving the Gray’s Crossing Specific Plan Amendments, General Plan Amendments, and the Addendum to the Gray’s Crossing Specific Plan EIR and introduce and waive the first reading of Ordinance 2019-05 approving amendments to Zoning Map Sheet 9.
Option 2: Urgency Ordinance to Pause Development – If the Town Council considers this option, the Town Council would conduct a public hearing and adopt Ordinance 2019-06 approving an interim urgency ordinance which would establish a moratorium with a defined time period on development (in whole or in part) in the Gray’s Crossing Specific Plan Area. No environmental review is required for an urgency ordinance to pause development.
Option 3: Development Agreement Expiration – If the Town Council considers this option, no action is required at this time. However, the Council may wish to provide direction to staff on how to proceed on next steps. No environmental review is required to allow the Development Agreement to expire. Environmental review would be required for any substantial future changes or development.
7.2 STAFF REPORT - Truckee Chamber Integrated Marketing & Communications Plan- Quarterly Report.
Recommended Action: Accept and File the Truckee Chamber of Commerce Integrated Marketing & Communications Plan quarterly report; and accept the proposed Truckee Socio-economic Indicators.
7.3 STAFF REPORT - Adoption of Ordinance 2019-02 Storm Water Quality (Municipal Code Title 11.01).
Recommended Action: Introduce and waive the first reading of Ordinance 2019-02 Storm Water Quality and repeal Ordinance 2016-08 Storm Water Quality.
7.4 STAFF REPORT - Representation for the Sierra Climate Adaptation and Mitigation Partnership.
Recommended Action: Appoint Planning Commissioner Suzie Tarnay as the Town’s representative for the Sierra Climate Adaptation and Mitigation Partnership (CAMP), and add this appointment as part of the annual committee selection process.
7.5 STAFF REPORT - Work Product from the 2019 Council, Department Head Team Building.
Recommended Action: Review, provide direction and approve the Council, Department Head Team Building work product.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation
The March 12, 2019 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
Town of Truckee Public Financing Authority – Notice of Cancellation
The March 12, 2019 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
