As permitted by Executive Order N-29-20, proclaiming a State of Emergency in the State of California, the June 23, 2020, Town of Truckee Council meeting room will not be accessible to the public.

6. CONSENT CALENDAR
6.1 Request for Transportation Development Act Funds from the Nevada County Transportation Commission.
Recommended Action: Adopt Resolution 2020-49 and Resolution 2020-50 requesting the Nevada County Transportation Commission allocate Transportation Development Act Funds for FY 2020/21 Truckee TART system operations.
6.2 Consultant Selection for SB2 Planning Grant Program for Housing Site Analysis and Environmental Review.
Recommended Action: Authorize the Town Manager to execute a contract with Placeworks for professional services to complete the “Housing Site Analysis and Environmental Review” SB2 Planning Grant Program in an amount not to exceed $137,989.
6.3 Acceptance of the Transit Audit Report for Fiscal Year 2018/2019.
Recommended Action: Accept the Town of Truckee Transit Fund, Public Transportation Modernization Improvement and Service Enhancement Account (PTMISEA) and State of Good Repair (SGR) Expenditures Report with Independent Auditors’ Report for the year ended June 30, 2019.
6.4 Consultant Selection for Caltrans Sustainable Communities Grant for Donner Pass Road Corridor Plan.
Recommended Action: Authorize the Town Manager to execute a contract with MIG for professional services to complete the “Integrated Land Use, Urban Design and Transportation Plan for the Donner Pass Road Corridor” in an amount not to exceed $200,630.
6.5 Updated Partner Agreement for Transit Related Services with Placer County.
Recommended Action: Authorize the Town Manager to enter into an agreement with Placer County and authorize the Town Attorney to make modifications to the agreement as necessary.
6.6 Approval of Local Partnership Grant Funding Application Legacy Trail - Brockway Road Multi-Use Trail Connection.
Recommended Action: Approve Resolution 2020-46 authorizing an application for the Local Partnership Program Grant funding application as outlined in this staff report and authorizing the Town Manager, or designee, to execute all documents necessary for submitting the grant application.
6.7 Approval of Permanent Local Housing Allocation (PLHA) Plan and application for PLHA Formula Component grant funds.
Recommended Action: Approve Resolution 2020-47 approving the Permanent Local Housing (PLHA) Plan and Resolution 2020-48 authorizing the Town Manager to execute and submit an application for PLHA Formula Component grant funds as outlined in this staff report.
7. DISCUSSION ITEMS
7.1 STAFF REPORT – COVID Update, Letter to the State of California and Personnel Rules Ratification. (10 minutes)
Recommended Action: Receive update from Staff regarding COVID 19, Consider and provide direction regarding a letter to the State of California from All Nevada County Entities Requesting Local Flexibility and Additional Resources; and ratify the Town of Truckee COVID-19 Business Operations Plan.
7.2 STAFF REPORT - Transient Occupancy Tax Increase Polling Results and Ballot Measure Decision. (90 minutes)
Recommended Action: 1) Receive the polling results for a potential November 2020 Transient Occupancy Tax increase ballot measure; 2) Consider the options of a 2% General Tax Transient Occupancy Tax increase, or a 2% Special Tax for Affordable Housing Transient Occupancy Tax increase and select the preferred option; and 3) That the Town Council approve the final ballot language for the preferred option.
7.3 PUBLIC HEARING - Public Hearing for Adoption of Residential Solid Waste Service Rate. (20 minutes)
Recommended Action: Conduct a Public Hearing and approve the residential solid waste rate schedules effective July 1, 2020; and adopt Resolution 2020-50 requesting the Nevada County Auditor to collect the residential fee on the Nevada County property tax roll.
7.4 PUBLIC HEARING - Delinquent Accounts for Residential Solid Waste Services. (10 minutes)
Recommended Action: Conduct a public hearing and approve Resolution 2020-51 establishing delinquent residential solid waste service accounts.
7.5 PUBLIC HEARING - Public Hearing-Underground Utility District No. 2 Ordinance 2020-05 and Amend Municipal Code Section 13.06. (10 minutes)
Recommended Action: 1) Conduct a public hearing regarding establishing Underground Utility District No. 2; and 2) introduce and waive the first reading of Ordinance 2020-05, amending Municipal Code Section 13.06 to include Underground Utility District No. 2.
7.6 STAFF REPORT - Adopt California Environmental Quality Act (CEQA) Vehicle Miles Travel (VMT) Thresholds. (45 minutes)
Recommended Action: Adopt Resolution 2020-21 Adopting Vehicle Miles Travel (VMT) Screening Criteria and Thresholds of Significance under the California Environmental Quality Act (CEQA) and in compliance with SB 743.
7.7 STAFF REPORT - Calling for the Municipal Election and consolidation with the Statewide General Election. (10 minutes)
Recommended Action: Adopt Resolution 2020-53, calling for the General Municipal Election on November 3, 2020, and requesting Nevada County Board of Supervisors consent to the consolidating the General Municipal Election with the Statewide General Election.
7.8 STAFF REPORT - Setting the Truckee Town Council, Redevelopment Successor Agency, and Town of Truckee Public Finance Authority meetings to the second and fourth Tuesdays of each month beginning at 4:30 p.m. (15 minutes)
Recommended Action: Introduce and waive the first reading of Ordinance 2020-06, setting the Truckee Town Council regular meetings to the second and fourth Tuesdays of each month at 4:30 p.m.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation
The June 23, 2020 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
Town of Truckee Public Financing Authority – Notice of Cancellation
The June 23, 2020 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
