4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items that are not on this agenda.  Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law, the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting. 

5. PRESENTATIONS (Estimated time 5 minutes) 

5.1 Introduction of New Staff Members Bronwyn Coey, Police Administrative Technician, and Cameron Cash, Administrative Intern.
5.2 Student Sustainability Efforts: Waste, Water & Climate Change, by Sierra Watershed Education Partnership (SWEP) Green Team Students.

6. CONSENT CALENDAR (Estimated time 15 minutes)

6.1 Change in Self Insured Retention for Worker’s Compensation and Liability Insurance.
Recommended Action: Approve the Town’s Self Insurance Retention (“SIR”) with the Public Agency Risk Sharing Authority of California (“PARSAC”) in the amount of $25,000 per incident for Worker’s Compensation and $50,000 per incident for Liability coverage.
6.2 Adoption Statement of Investment Policy for the 2019-2020 Fiscal Year.
Recommended Action: Adopt Resolution 2019-29, which adopts the Town of Truckee Statement of Investment Policy for the 2019-2020 fiscal year.
6.3 Establishment of the Fiscal Year 2019-2020 Gann Appropriations Limit.
Recommended Action:  Approve Resolution 2019-27 authorizing the establishment of the Gann Appropriations Limit for the 2019-2020 fiscal year in the amount of $19,719,919.
6.4 Public Service Center Garages (C1609) Construction Support Services Contract.
Recommended Action: Authorize the Town Manager to execute a not to exceed, time and materials contract with Kappe Architects for Construction Support Services related to the Public Service Center Garages (Phase Ill) project in the amount of $170,766.
6.5 Coldstream Environmental Impact Report Addendum.
Recommended Action: Adopt Resolution 2019-28, thereby taking the following actions: 1) Approve the Coldstream Specific Plan Environmental Impact Report Addendum; 2) Modify the Findings of Fact for the Coldstream Specific Plan Environmental Impact Report including Section 5, Mitigation Monitoring and Reporting Plan, and Section 6, Environmental Impacts and Mitigation Measures (adopted as part of Council Resolution 2014-46 Exhibit “A”); 3) Modify the Mitigation Monitoring and Reporting Program for the Coldstream Specific Plan Environmental Impact Report  (adopted as part of Exhibit “B” for Council Resolution 2014-46) ; and 4) Amend the Coldstream Specific Plan Conditions of Approval (adopted as part of Exhibit “B” for Council Resolution 2014-45). 
6.6 Cooperative Agreement with the Truckee Fire Protection District to jointly execute a Wildland Fire Contract with Cal Fire to assure the availability of State resources to fight wildland fire within the Town of Truckee.
Recommended Action: Adopt Resolution 2019-24 authorizing the Town Manager to execute jointly with the Truckee Fire Protection District the Wildland Fire Agreement with Cal Fire for Fiscal Year 2018-2019 to provide wildland firefighting resources within the Town of Truckee in the amount of $251,235.49.

7. DISCUSSION ITEMS

7.1 STAFF REPORT - Fiscal Year 2019-2020 Town of Truckee Annual Operating and Capital Budget. (Estimated time 10 minutes)
Recommended Action:   Approve Resolution 2019-26 to: 1) adopt the 2019-2020 Town of Truckee Annual Operating and Capital Budget, including proposed personnel changes, and adopt the estimated actuals for 2018-2019 Capital Improvement Projects as the amended budget amounts; and 2) adopt the Town of Truckee Job Classification List effective for Fiscal Year 2019-2020 pursuant to the requirements of the California Code of Regulations, title 2, section 570.5.
7.2 STAFF REPORT – Railyard Movie Theater Public Art Easement. (Estimated time 15 minutes)
Recommended Action:  1) Authorize the Town Attorney to draft an easement or license or other similar agreement/mechanism for use of the north and east building façades of the recently approved Railyard movie theater for installation and maintenance of art; and 2) Authorize the Town Manager to accept the easement or license or other similar agreement/mechanism on behalf of the Town.
7.3 PUBLIC HEARING - Public Hearing for Adoption of Solid Waste Service Rate. (Estimated time 15 minutes)
Recommended Action:  Council conduct a Public Hearing and approve residential and commercial solid waste rate schedules; and adopt Resolution 2019-30 requesting the Nevada County Auditor to collect the residential fee on the Nevada County property tax roll.   
7.4 PUBLIC HEARING - Delinquent Accounts for Residential Solid Waste Services. (Estimated time 10 minutes)
Recommended Action:  Council conduct a public hearing and approve Resolution 2019-31 establishing delinquent residential solid waste service accounts.
7.5 PUBLIC HEARING - CalPERS Contract Amendment. (Estimated time 5 minutes)
Recommended Action: Adopt a Resolution of Intention to approve an amendment to the contract between the Board of Administration California Public Employees’ Retirement System (“CalPERS”) and the Town Council of the Town of Truckee, conduct a public hearing, introduce Ordinance 2019-06 authorizing an amendment to said contract, and waive the first reading, providing for the implementation of California Government Code Section 20516 (Employee Sharing Additional Cost) allowing the Truckee Police Officers’ Association “classic” members to assume responsibility for paying 3% of the employer pension costs.

Town of Truckee Public Financing Authority – Notice of Cancellation

The June 11, 2019, regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
