6. CONSENT CALENDAR
6.1 Minutes of December 11, 2018.
Recommended Action: Approve Minutes.
6.2 Acceptance of Railyard Area Roadways and Parking for Maintenance (Donner Pass Road, Truckee Way, Church Street, and Roundhouse Way).
Recommended Action: Authorize the Town Engineer to 1) accept portions of Truckee Way, Donner Pass Road, Church Street, and Roundhouse Way into the Town maintained road system through the recordation of a Railyard Master Plan Phase 1 final Map; and 2) accept the portion of Donner Pass Road and the Donner Pass Road parking lots that are contained in the Union Pacific Railroad easement for maintenance.
6.3 Wood Rogers Contract Amendment for Interstate 80/Donner Pass Road/Coldstream Road Roundabout Design (C1712).
Recommended Action: Authorize the Town Manager to execute a contract amendment with Wood Rodgers in the amount of $36,325 for the I-80/Donner Pass Road/Coldstream Road roundabout project (C1712), resulting in a new contract amount of $378,685; and authorize a contingency of 13% for a total authorized contract amount of $427,950.
6.4 Amended Civil Engineering Contract with GHD for the Stockrest Springs Road Roundabout Project, CIP C1612.
Recommended Action: Authorize the Town Manager to execute an amended design services contact with GHD, Inc. in the amount of $286,825 (a $34,750 increase) for the Stockrest Springs Road Roundabout Project; and authorize a 10% contingency for the total authorized contract amount of $315,507.
6.5 Consultant Selection for Caltrans Adaptation Planning Grant.
Recommended Action: Authorize the Town Manager to execute a contract with Geos Institute for professional services to complete a vulnerability assessment and adaptation strategies in an amount not to exceed $129,971.
6.6 Notice of Completion for the 2018 Slurry Seal Project, C1801.
Recommended Action: Authorize the Town Engineer to file a Notice of Completion for the 2018 Slurry Seal Project, C1801.
7. DISCUSSION ITEMS
7.1 STAFF REPORT – Transit Center Relocation Feasibility Study Project Advisory Committee.
Recommended Action: Appoint a Town Council member to service on the Transit Center Relocation Feasibility Study Project Advisory Committee.
7.2 PUBLIC HEARING – Traffic and Facility Impact Fee (AB1600) Public Hearing and Fee Adjustments for Fiscal Year 2017/2018.
Recommended Action: Conduct a Public Hearing on Fiscal Year 2017/2018 AB 1600 fee revenues and expenditures; and adopt Resolution 2019-01 making findings to retain AB 1600 fees collected in excess of five years ago, which remain unspent, and approve the annual AB 1600 program fee adjustments.
7.3 STAFF REPORT – Mountain Housing Council – Fee Study Policy Brief and Recommendation.
Recommended Action: Review and accept the Fee Study Policy Brief and Recommendation by the Mountain Housing Council.
7.4 STAFF REPORT – Amending Section 9.14.030 of the Municipal Code regarding camping in public places.
Recommended Action: Introduce and waive the first reading of Ordinance 2019 - 01 amending Section 9.14.030 of Chapter 9.14 of the Municipal Code.
7.5 STAFF REPORT – Council Committee and Liaison Designations for 2019.
Recommended Action: Review the committee and liaison designation, and provide direction regarding the council committee appointments.
7.6 STAFF REPORT – Town of Truckee Investment Policy – Possible Modification Exclude Certain Investments.
Recommended Action: Consider approval of Resolution 2019-02 alternatively, the Council can direct staff to not modify or further modify the Town’s Investment Policy.
8. COUNCIL REPORTS

Town of Truckee Public Financing Authority – Notice of Cancellation
The January 8, 2019 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
