4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items that are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law, the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

5.1 Truckee Tourism Business Improvement District (TBID) Overview – Lynn Saunders, Truckee Chamber of Commerce.
5.2 Fiscal Year 2019-2020 Budget Schedule Presentation.

6. CONSENT CALENDAR

6.1 Minutes of January 8, 2019 Regular and Closed Session.
Recommended Action: Approve Minutes.
6.2 Council Support Letter for Northstar’s CAL FIRE Forest Health Grant Application.
Recommended Action: Support Northstar’s CAL FIRE Forest Health Grant application, and authorize the Mayor to sign a letter in support on behalf of the Town Council.
6.3 Amending Section 9.14.030 of the Municipal Code regarding camping in public places.
Recommended Action: Waive the second reading and adopt Ordinance 2019–01 amending Section 9.14.030 of Chapter 9.14 of the Municipal Code.
6.4 Claim for Damages Against the Town of Truckee.

7. DISCUSSION ITEMS

7.1 STAFF REPORT – Direction on Public Art Master Plan Process.
Recommended Action: Provide direction to staff on the Public Arts Master Plan creation process moving forward.
7.2 Approval of Local Public Infrastructure Financing Application for StoneBridge Properties LLC.
Recommended Action: Approve Resolution 2019-04 finding StoneBridge Properties LLC’s application for infrastructure financing consistent with the Town’s local goals and policies.
7.3 PUBLIC HEARING – Bridge Street at Donner Pass Road and West River Street/East River Street Intersection Feasibility and Improvement Project (Reimagine Bridge Street) Public Outreach Authorization and Project Update C1805.
Recommended Action: Authorize staff to initiate public outreach of the Reimagine Bridge Street Project.
7.4 PUBLIC HEARING – Fire Protection Facilities Mitigation Fee Annual Inflationary Increase
Recommended Action: Conduct a public hearing and adopt Resolution 2019-03 approving an annual inflationary increase to the Truckee Fire Protection District’s (TFPD) fire protection facilities mitigation fee.
7.5 Railyard Electric Vehicle Charging Station Contract Approval
Recommended Action: Authorize the Town Manager to execute a contract with Chargepoint Inc. for lease of parking spaces in the Downtown Parking District in the Railyard Project area for the purpose of installing, operating, and maintaining public electric vehicle charging stations.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation

The January 22, 2019 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

The January 22, 2019 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
