4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items that are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law, the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6. CONSENT CALENDAR – (5 Minutes)

6.1 Minutes of December 10, 2019 Regular and Closed Session.
Recommended Action: Approve Minutes.
6.2 Depot Boiler Replacement Project.
Recommended Action: Approve an amendment to the Fiscal Year 2019-2020 Energy Efficiency Initiatives Capital Improvement Project C1910 – Depot Projects in the amount of $84,000.
6.3 Fleet Replacement Budget Amendment.
Recommended Action: Increase the Fleet Replacement budget for Fiscal Year 2019 – 2020 from $1,117,500 to $1,612,500.
6.4 Reimagine Bridge Street Preliminary Engineering Service Agreement with Union Pacific Railroad C1805.
Recommended Action: Authorize the Town Manager to execute a Reimbursement Agreement for Preliminary Engineering Services with the Union Pacific Railroad for up to $75,000 for review and design services for the Reimagine Bridge Street Project.
6.5 Contract Amendment with Kappe Architects for Public Service Center Garages (C1609).
Recommended Action: Authorize the Town Manager to amend the existing Kappe Architects design contract for the Public Service Center Garages (C1609) project in the amount of $21,000 for a total not to exceed contract amount of $403,422.
6.6 Contract Amendment for Plan Review Services.
Recommended Action: Authorize the Town Manager to enter into three-year agreements with Roy Harthorn and CSG Consultants Inc. for plan review services up to $100,000 per fiscal year per vendor, and authorize spending with these vendors up to $150,000 for fiscal year 19/20 and $100,000 for fiscal years 20/21 and 21/22.
6.7 Appointments to the Town of Truckee Building and Safety Board of Appeals.
Recommended Action: Re-appointment of Craig Krauss, Mechanical Contractor, Mike de Lafontaine, Electrical Contractor, and the appointment of Kurt Reinkens, Architect, to the Town's Building Board of Appeals to fill the vacant seat for four (4) year terms.

7.1 STAFF REPORT - Revisions to Amenity Sponsorship Program Agreement with Truckee Trails Foundation. (15 Minutes)
Recommended Action: Council direct staff whether to remove indemnification language from the Trails Amenities Adoption Program Agreement with Truckee Trails Foundation prior to execution by Town Manager.
7.2 STAFF REPORT - Potential sale of Town-owned property located on Rue Ivy. (10 Minutes)
Recommended Action: Direct staff to make the Town-owned property on Rue Ivy for sale via a competitive bidding process, for the purpose of developing affordable housing.
7.3 STAFF REPORT - Request for Additional Planning Division Staff. (30 Minutes)
Recommended Action: Approve the addition of a Development Services Technician to the Planning Division and approve a budget increase of $35,000 to accommodate this change for the balance of the fiscal year.
7.4 STAFF REPORT – Council Committee and Liaison Designations for 2020. (15 Minutes)
Recommended Action: Review the committee and liaison designations, and provide direction regarding the Council committee appointments.
7.5 STAFF REPORT – Town Attorney Performance-Based Pay. (5 Minutes)
Recommended Action: Approve Resolution 2020-01 awarding a $10,650 one-time performance-based pay amount to Town Attorney Andy Morris.

8. COUNCIL REPORTS (10 Minutes)

Town of Truckee Public Financing Authority – Notice of Cancellation

The January 14, 2020 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
