Under state law, the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.
All written public comments received by 8:00 AM on Tuesday will be forwarded to Council for their consideration at the meeting.

6. CONSENT CALENDAR (5 minutes)
6.1 Minutes of January 22 & 23, 2020 Team Building Workshop, and February 11, 2019 Regular and Closed Session Meetings.
Recommended Action: Approve Minutes.
6.2 Modification to the June 2019 Request of Transportation Development Act Funds from the Nevada County Transportation Commission to Support the Fiscal Year 2019/20 Truckee TART System and to Establish a Six-Month Transit Operating Reserve.
Recommended Action: Adopt Resolution 2020-10 and Resolution 2020-11 modifying the June 2019 request of Transportation Development Act Funds from the Nevada County Transportation Commission supporting the Fiscal Year 2019/20 Truckee TART System, and establishing a six month transit operating reserve.
6.3 CalHome Program and BEGIN Program Guideline Revisions.
Recommended Action: Adopt Resolution 2020-07 revising the CalHome Down Payment Assistance Program Guidelines and Resolution 2020-08 revising the Building Equity and Growth in Neighborhoods (BEGIN) Down Payment Assistance Program Guidelines.
7.1 STAFF REPORT: Establish and Appoint Members to the Public Art Advisory Body. (20 minutes)
Recommended Action: Approve Resolution 2020-09 establishing a Public Art Advisory Body; and appoint Troy Corliss, Molly Moore, Jean Fournier, Heather River, Carole Sesko, Jennifer Standteiner, and Carolyn Wallace Dee to the Public Art Advisory Body for two and four year terms, with term lengths to be selected at the first advisory body meeting.
7.2 STAFF REPORT: Request to Continue Railyard Public Art Installation Outside of the Public Art Program Process. (15 minutes)
Recommended Action: Exempt the proposed Railyard public art installation from the developing Public Art Advisory Body process to avoid project delay.
7.3 STAFF REPORT: Approval of Accessory Dwelling Unit Pilot Program, and Direction on Other Potential Housing Programs. (1 hour)
Recommended Action: Approve Resolution 2020-12 to enable the Accessory Dwelling Unit (ADU) Pilot Program; and discuss future housing program priorities from the General Fund Housing Designation.
7.4 STAFF REPORT: Discussion of General Plan Market Analysis Report and Draft Policy Recommendations. (45 minutes)
Recommended Action: Discuss the January 30, 2020 “Town of Truckee General Plan Update Non-Residential Market Analysis”, prepared by BAE Urban Economics, and provide direction to staff on policy recommendations.
7.5 STAFF REPORT: West River Site Master Site Plan Approval. (15 minutes)
Recommended Action: Approve the West River Site (CIP C1817) Master Site Plan, and direct staff to move forward with Phase 1, park design.
7.6 PUBLIC HEARING: Public Hearing for Discussion of Possible State Community Development Block Grant Application. (10 minutes)
Recommended Action: Open a Public Hearing; solicit public input and comments regarding activities to be included in the Town’s possible Community Development Block Grant application.
7.7 STAFF REPORT: Town Council Legislative Platform. (20 minutes)
Recommended Action: Adopt the Town of Truckee Legislative Platform or provide direction to staff regarding amendments to the draft.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation
The February 25, 2020 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
Town of Truckee Public Financing Authority – Notice of Cancellation
The February 25, 2020 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled, the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
