4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.
5.1 Recognition of Outgoing Placer County Supervising Building Inspector Community Development/ Resource Agency Kirk Smith.
5.2 Proclamation of Recognition of Grand Jury Awareness Month.
5.3 Announcement of Employee Incentive Awards.
6. CONSENT CALENDAR
6.1 Minutes of January 18 – 19, and 23, 2018.
Recommended Action: Approve Minutes.
6.2 Authorize Town Manager to Enter Professional Services Agreement with Mann, Urrutia, Nelson CPA’s to Provide Continued Auditing Services.
Recommended Action: Authorize the Town Manager to enter into a 3-year professional services agreement with Mann, Urrutia, Nelson CPA’s and Associates LLP for certain auditing services related to the Town of Truckee’s financial statements.
6.3 Appoint members to the Town of Truckee Building and Safety Board of Appeals.
Recommended Action: Appoint Craig Griesbach (Accessibility Specialist), Jamie Brimer (Plumbing Contractor), Rick Fitzgerald (Engineer), and Robert Ferwerda (General Contractor) to the Town’s Building Board of Appeals. The terms would be for four (4) years ending January 2022.
6.4 Claim for Damages against the Town of Truckee.
Recommended Action: Reject the Claim for Damages against the Town of Truckee from Conrado Delgadillo.
6.5 Submittal of three applications to the Caltrans Transportation Planning Grant Program.
Recommended Action: Adopt Resolutions 2018-12, Resolution 2018-13, and Resolution 2018-14, requesting Caltrans Transportation Planning Grant Program Funds for three projects, which support sustainable transportation and climate adaptation, and direct the Mayor to sign letters of support for these actions.
7. DISCUSSION ITEMS
7.1 STAFF REPORT - Special Events Municipal Code Update.
Recommended Action: Introduce and waive the first reading of Ordinance 2018-02 updating Chapter 9.05 Expressive Activities and Special Events and Chapter 13.02 Special Uses in the Right-of-Way of Town Municipal Code, and adopt Resolution 2018-11 special events policy update.
7.2 STAFF REPORT – Initial General Plan Update.
Recommended Action: Direct staff to initiate the 2040 General Plan Update and provide direction to staff on the following: 1) Processing of planning applications during the General Plan Update; 2) Preliminary General Plan Update Work Program; 3) Public engagement framework; 4) Scope of consultant participation; and 5) Downtown Specific Plan and Climate Action Plan Capital Improvement Projects.
7.3 STAFF REPORT – Report from Council Teambuilding.
Recommended Action: Direct staff, as desired, on edits to the 2018 Council Teambuilding Report, Council Norms, and Council Mission and Goals; accept and file the Report, and Council Norms; and adopt the Council Mission and Goals for 2018.
7.4 STAFF REPORT - 25th Anniversary Budget Amendment.
Recommended Action: Approve an amendment to Capital Improvement Project (CIP) C1514 in the amount of $50,200, for a total CIP budget of $65,500. A substantial amount of this expenditure may be off-set by revenue/funding sources as noted in the staff report.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation
The February 13, 2018 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
Town of Truckee Public Financing Authority – Notice of Cancellation
The February 13, 2018 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
