6. CONSENT CALENDAR (5 Minutes)

6.1 Minutes of January 28, 2020, Regular and Closed Session meetings.
Recommended Action: Approve Minutes.
6.2 Transit Center Relocation Feasibility Study Project – Green Dot Transportation Solutions Contract Amendment.
Recommended Action: Authorize a contract amendment of $11,500 for Green Dot Transportation Solutions.
6.3 Approval of a Full-Time Human Resources Technician Position.
Recommended Action: Approve the earlier than planned hiring of a full-time Human Resources Technician to the Administrative Services Department.
6.4 Treasurer’s Report for the Quarter Ended December 31, 2019.
Recommended Action: Accept and file the report.
6.5 Ordinance 2020-01 (2019 Development Code Amendments State-Mandated Requirements (Transitional/Supportive and Employee Housing, Manufactured Homes, and Density Bonuses), Microkitchens, Solid Waste/Recyclable Materials Storage, Amendments to Recorded Maps, Minimum and Maximum Density, Special Purpose District Land Uses and Permit Requirements, Residential Accessory Structures, Coffee Shops, Bars and Drinking Establishments, and Clean-Up Amendments).
Recommended Action: Waive the second reading and adopt Ordinance 2020-01, amending the Truckee Municipal Code, Title 18 – Development Code for transitional, supportive and employee housing, and manufactured homes (Chapter 18.08—Tables 2-2, 2-3, 2-7, 2-8, and 2-10, Section 18.58.170, and Section 18.58.245), Microenterprise Home Kitchens (Section 18.58.120), Density Bonuses (Chapter 18.212), Solid Waste/Recyclable Materials Storage (Section 18.30.150), Amendments to Recorded Maps (Section 18.98.140), Minimum and Maximum Density (Section 18.08.050), Special Purpose District Land Uses and Permit Requirements (Section 18.16.030— Table 2-10), Residential Accessory Structures (Section 18.58.220), Bars and Drinking Establishments (Chapter 18.220), Coffee Shops (Chapter 18.220) and Clean-Up Amendments.
6.6 Affordable Housing and Sustainable Communities Grant Agreements; Interstate 80/Donner Pass Road/Coldstream Road Roundabout Construction Reimbursement Agreement; and Restated Coldstream Road Culvert Reimbursement Agreement.
Recommended Action: Adopt Resolution 2020-06 to Approve Coldstream Affordable Housing Sustainable Communities (AHSC) Grant and Loan Agreements and authorize the Town Manager to execute the following: 1) Coldstream Affordable Housing and Sustainable Communities Joint Applicant’s Agreement; 2) Coldstream Affordable Housing and Sustainable Communities Grant Standard Agreement; 3) Coldstream Affordable Housing and Sustainable Communities Loan Standard Agreement; 4) Reimbursement Agreement for Coldstream Road Roundabout Construction Costs; 5) Restated Reimbursement Agreement for the Donner Creek Bridge/Arch Culvert Improvement and Offsite Improvements; and 6) Any additional agreements that might be necessary to administer the Affordable Housing and Sustainable Communities Agreement.
6.7 Purchase of (1) Parking District Truck.
Recommended Action: Authorize the Public Works Director/Town Engineer to purchase one (1) 2020 Chevrolet Colorado 4X4 truck from National Auto Fleet Group for the amount of $39,528.76.
6.8 Truckee Donner Public Utility District Electric System Master Plan.
Recommended Action: Authorize the Mayor to submit a letter providing comments on the proposed Truckee Donner Public Utility District Electric System Master Plan.
6.9 Request for Bids Process for Town Owned Rue Ivy Parcel---Change in deadline to submit applications from February 29th, 2020 to February 25th, 2020.
Recommended Action: Direct staff to shorten the deadline for submissions for bids for the Rue Ivy Property by five days in order to accelerate the production of affordable housing in Truckee.
6.10 Purchasing Authorization – CDW-Government.
Recommended Action: Authorize the Purchasing Agent (Administrative Services Director) to make purchases which, in the aggregate, exceed $50,000 during the fiscal year. Specifically, expenditures in an amount not to exceed $70,000 for the fiscal year for Information Technology purchases including hardware, software and licenses from vendor CDW-G.

7. DISCUSSION ITEMS

7.1 STAFF REPORT – Discussion of Solid Waste Food-ware Report and Draft Policy Recommendations. (45 minutes)
Recommended Action: Direct staff to: 1) draft a single-use food-ware reduction ordinance following the framework as outlined in this staff report and 2) convene a working group of stakeholders and community members to help develop an implementation plan of a single-use food-ware reduction ordinance.
7.2 STAFF REPORT – Council 2020 Team Building Summary. (30 minutes)
Recommended Action: Provide any additional direction to Town Staff on Council’s 2020 goals and top priorities that were not provided at the Team Building.

The February 11, 2020, regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice, a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
