6. CONSENT CALENDAR
6.1 Minutes of November 27, 2018, Regular and Closed Session.
Recommended Action: Approve Minutes.
6.2 Certification of Election Results.
Recommended Action: Adopt Resolution 2018-79 certifying the results of the Municipal Election held on November 6, 2018.
6.3 Development Code Update 2018; Second Reading of Ordinance 2018-15.
Recommended Action: Waive the second reading and adopt Ordinance 2018-15, amending the Truckee Municipal Code, Title 18 – Development Code for Donner Lake Development Standards (Section 18.38.050), Development Envelopes (Chapter 18.220), Minor Use Permits (Chapter 18.76 and Section 18.06.040), Height Measurement (Section 18.30.090), Setback Requirements and Exceptions (Section 18.30.120), Temporary Banners (Section 18.54.050) and Clean-Up Amendments.
6.4 California Department of Fish and Wildlife Grant Funding.
Recommended Action: Adopt Resolution 2018-82 requesting California Department of Fish and Wildlife Grant funding for the Cold Stream – Donner Creek Structure Replacement Project.
6.5 Coldstream Canyon Sediment Reduction and Wetland Rehabilitation Project – Nonpoint Source Pollution Grant Letter of Support.
Recommended Action: Authorize the Town Manager to provide a letter of support for the Truckee River Watershed Council’s grant proposal for the Coldstream Canyon Sediment Reduction and Wetland Rehabilitation Project.
7. DISCUSSION ITEMS
7.1 STAFF REPORT - Acceptance of Annual Financial Statement and Audit Report for Fiscal Year 2017 – 2018.
Recommended Action: Accept the Town of Truckee Annual Financial Statements and Audit Report for the year ended June 30th, 2018.
7.2 PUBLIC HEARING - Approval of Town’s Participation in the California Municipal Finance Authority and Bond Opportunity for Land Development Program.
Recommended Action: Approve Resolution 2018-80 Authorizing Execution of a Joint Exercise of Powers Agreement Relating to the California Municipal Finance Authority (CMFA); and Resolution 2018-81 Authorizing Use of the Bond Opportunities for Land Development (BOLD) Program; Authorize the CMFA to accept applications from property owners, conduct proceedings and levy Special Taxes within the Town of Truckee, Pursuant to the Mello-Roos Community Facilities Act of 1982, as Amended; and Authorize Related Actions.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation
The December 11, 2018, regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
Town of Truckee Public Financing Authority – Notice of Cancellation
The December 11, 2018, regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
