Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law, the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6. CONSENT CALENDAR

6.1 Minutes of March 12, 2019.
Recommended Action: Approve Minutes.
6.2 Joerger Ranch Trail Easement Agreement with Truckee Sanitary District.
Recommended Action: Authorize the Town Manager to execute the Truckee Sanitary District and Town of Truckee Easement Agreement for the Joerger Ranch Trail.
6.3 Glassner Tentative Map Denial; Applicant: Robert Wood, Millennium Planning and Engineering; Owners: Chrystine Lee and Frank Glassner, 12720 Horizon Drive.
Recommended Action: Adopt Resolution 2019-12, granting an appeal of the Planning Commission’s denial of the Glassner Tentative Map (Town of Truckee Application #2018-00000092/APL) and approving the Tentative Map application as proposed by the appellant; and Determine the project to be exempt from CEQA pursuant to Section 15315 (Minor Land Divisions) of the CEQA Guidelines.
6.4 Approval of Memorandum of Understanding with Truckee Police Officer’s Association for the period July 1, 2018 to June 30, 2021.
Recommended Action: Approve the Memorandum of Understanding between the Town and the Truckee Police Officer’s Association for the period July 1, 2018 to June 30, 2021 and approve the revised Town of Truckee Salary Schedule.
6.5 Approval of Side Letters with Employee Groups.
Recommended Action: Approve the letters between the Town and the Mid-Management Employees Group, and the Town and the General Employees’ Membership for Fiscal Year 2019-2020.
6.6 Title VI of the Civil Rights Act Compliance Plan – Policies and Procedures Against Discrimination Related to Race, Color and National Origin.
Recommended Action: Adopt Resolution 2019-15 authorizing the Town Manager to implement the Town of Truckee Title VI Compliance Plan.
6.7 Truckee River Legacy Trail Phase 4 Permitting and 100% Design and Construction Documents C0702.
Recommended Action: Authorize the Town Manager to sign an agreement with Lumos and Associates in the amount of $637,805 for permitting and the development of 100% design and construction documents for the Truckee River Legacy Trail Phase 4 Project; Authorize a 15% contingency ($95,671) for a total authorized amount of $733,476; and Authorize the Town Manager to execute a reimbursement agreement with Placer County.Comment to Council Button

7. DISCUSSION ITEMS

7.1 STAFF REPORT Easement Abandonment, 12427 Poppy Lane; Applicant/Owner: Gary Obringer; Agent: Dennis Dodds.
Recommended Action: Adopt Resolution 2019-14 approving the abandonment of the westerly seven feet (462 square feet) of a 15-foot-wide public utility easement located along the rear yard property line of 12427 Poppy Lane; and Authorize the Town Manager to sign the Indemnification Agreement between the Town of Truckee and Gary Obringer regarding APN 016-490-018-000.
7.2 STAFF REPORT – Continued Preliminary Sustainability Activities Report and 2020 Renewable Electricity Goal Process.
Recommended Action: Accept the report on the Town’s ongoing sustainability programs, and provide staff direction on a specific process for defining the Town’s 100% renewable electricity by 2020 goal.
7.3 STAFF REPORT – Continued Town Facilities Energy Efficiency and Renewables Report.
Recommended Action: Accept the results of the Strategic Energy Plan prepared by ARC Alternatives.
7.4 STAFF REPORT - Municipal Code Chapter 3.24 Transient Occupancy Tax update.
Recommended Action: Introduce and waive the first reading of Ordinance 2019-05 updating Chapter 3.24 (Transient Occupancy Tax) of the Truckee Municipal Code.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation

The April 9, 2019 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

Town of Truckee Public Financing Authority – Notice of Cancellation

The April 9, 2019 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
