Project Title: Proposed Town of Truckee CEQA VMT Thresholds of Significance

PROJECT DESCRIPTION: On September 27, 2013, Governor Jerry Brown signed Senate Bill (SB) 743 into
law which stated criteria for determining the significance of transportation impacts must “promote the
reduction of greenhouse gas emissions, the development of multimodal transportation networks, and a
diversity of land uses.” To that end, the updated California Environmental Quality Act (CEQA) guidelines
eliminated auto delay, level of service (LOS), and other similar measures of vehicular capacity or traffic
congestion as a basis for determining significant impacts under CEQA; and identified vehicle miles
traveled (VMT) as the preferred CEQA transportation metric. VMT is a metric that accounts for the
number of vehicle trips generated and the length or distance of those trips.

To comply with the new guidelines, all California jurisdictions must use VMT methodologies, thresholds
of significance, and mitigation strategies for transportation impacts under CEQA by June 30, 2020. The
Town of Truckee has prepared Proposed Town of Truckee CEQA VMT Thresholds of Significance.

SIGNIFICANT ENVIRONMENTAL EFFECTS: In accordance with CEQA Guidelines Sections 15064.7 and
15378(a), the action would adopt new CEQA thresholds of significance and does not qualify as a
"project" subject to CEQA. The Town Staff will therefore recommend the filing of a Notice of Exemption
with the Town Clerk within five (5) working days of the adoption of the thresholds.

PUBLIC REVIEW AND COMMENT PERIOD: 30 days, extending from May 13, 2020 to June 12, 2020 at
5:00 PM.

DOCUMENT AVAILABILITY: The Notice of Availability, Proposed Town of Truckee CEQA VMT Thresholds
of Significance, Proposed Adopting Resolution, and Technical Studies are available for review online at:
www.townoftruckee.com.

PROVISION OF COMMENTS: Members of the public and other interested agencies and individuals are
invited to provide comments on the proposed thresholds. Written comments can be provided to the
Town either by mail or e-mail at the following:
