Truckee Springs Master Plan

The Planning Division is currently reviewing an application for the Truckee Springs Master Plan. The applicants completed the Summary Plan process for Truckee Springs in July 2013 to initiate early public involved prior to submitting a Master Plan application. Town Council and Planning Commission provided formal direction to the applicants in terms of density/intensity, land uses, development standards, circulation, implementation measures which were to be incorporated into the Master Plan. 

The Truckee Springs Draft Master Plan includes 26.2 acres on the undeveloped property at the western end of South River Street, adjacent to the Truckee River. The majority of the property is within the Truckee River Master Plan Area and has a zoning designation of Downtown Master Plan (DMP). The remainder of the property has a zoning designation of Public Facilities (PF) and Downtown Single-family Residential (DRS-4).  

As proposed, the Master Plan envisions a looped road, riverside bike/ped trail, dedication of open space along the Truckee River, restoration of the historic ice pond, four single-family lots adjacent to the current homes on the river, and a potential for either 40 single-family residential units, 80 multi-family residential units, or 120 hotel/lodging units at the western end.  The three “concept plans” included (Figures 3, 4, and 5) are to represent the proposed amount/density of development, but are not necessarily the configuration that a future developer would propose.

Project Status as of 7/1/13

The Truckee Springs Summary Plan process (described below) was completed on June 6, 2013, following a community workshop where the Town Council and Planning Commission provided formal direction to the development team and Town staff to consider/incorporate when preparing the formal Master Plan submittal.  To view the formal Town Council direction compiled following the 6/6/13 Community Workshop, please click here.  

After the development team prepares and submits a formal Master Plan application, this page will be updated and a mailed notification will be sent to all affected property owners.  The Master Plan process will entail additional opportunities for public input, formal environmental review, and ultimately a decision by the Town Council.  The timing for submittal of the Master Plan is dependent on the development team.

Summary Plan Process 

Truckee Springs (see details above) is currently in the “Summary Plan” phase which is a process to obtain early public input and feedback on planning for future development of the property. The owner submitted two preliminary land use concepts, including preliminary standards and guidelines, to establish the vision for future development. The Summary Plan process included the following steps, each detailed below: 
    * Site Tour & Neighborhood Workshop – April 30, 2013 
    * Historic Preservation Advisory Commission meeting – May 22, 2013
    * Community Workshop with Town Council & Planning Commission – June 6, 2013

After obtaining community feedback and direction from the Town Council & Planning Commission, the applicant will prepare and submit a formal “Master Plan” which will entail additional opportunities for public input, formal environmental review, and ultimately a decision by the Town Council.

Community Workshop with Council & Commission on 6/6/13 at 6:00pm

The Town of Truckee Town Council and Planning Commission will host a community workshop to review the proposed Truckee Springs Summary Plan, to receive input from community members, and to provide formal direction to the applicant team.  Early feedback from the public regarding the Summary Plan proposal is a critical element to creating a vision for potential development on this property.

HPAC Meeting on 5/22/13 at 8:00am

The Town of Truckee Historic Preservation Advisory Commission (HPAC) will review the Truckee Springs Summary Plan on Wednesday, May 22, 2013, beginning at 8:00am in the Town Hall East Wing Conference Room.  While the public is invited to attend, HPAC's focus will be to forward comments to the Town Council specifically regarding potential impacts of the project to the Historic District.

Site Tour and Neighborhood Workshop on 4/30/13

The Town of Truckee is seeking your participation and feedback to help shape the Truckee Springs Summary Plan.  The Town hosted the following kick-off events on Tuesday, April 30, 2013:

  • Site Tour:
    • 3:30-5:00pm
    • Meet at the project site (10155 South River Street)
    • Walk the property to understand the proposed concept plans in relation to the site constraints, river, vegetation, views, etc.
  • Neighborhood Workshop:
    • 6:00-7:30pm
    • Town Hall Council Chambers (10183 Truckee Airport Drive)
    • Presentation of the project & opportunity to provide your early input at an informal setting
