Introduction to
the Town of Truckee Redevelopment Agency
The Town
of Truckee Redevelopment Agency (RDA),
established by the Town in 1998, implements
projects and programs to encourage economic
development and housing opportunities within
the 1,000-acre Truckee Redevelopment Project
Area (click for
map of Project Area). The RDA,
staffed by Town of Truckee employees, acts
as a catalyst to reverse the physical and/or
economic burdens that exist in the Project
Area, where private enterprise alone is not
able to move improvements/projects forward.
The
RDA’s goal is to help revitalize the local
community by: (1) planning and funding
public infrastructure improvements; (2)
encouraging redevelopment of infill sites
and the rehabilitation of existing
structures through public/private
partnerships; (3) providing job and
affordable housing opportunities for Truckee
residents; and (4) utilizing numerous
planning tools and financial strategies to
implement project and program opportunities.
Redevelopment Policy and Program
Implementation
The Town of Truckee RDA's
original
Five Year Implementation Plan,
adopted in October 1998, provides a detailed
description of the RDA's vision, goals,
objectives and potential projects/programs
from Fiscal Year 1998/99 to 2003/04. This is
a legally required document, formally
adopted by the Truckee Redevelopment Agency
Board, which is the legislative
decision-making body on behalf of the RDA
(the RDA Board is comprised of the Town
Council members, who wear a different
“legislative hat” when faced with
RDA-related issues).
The
Fiscal Year 2004/05 to 2008/09 Five Year
Implementation Plan recently replaced
the original Implementation Plan as the
RDA's active policy document.
The Redevelopment Agency also implements projects
and programs in accordance with the
General
Plan, the
Truckee Downtown Specific Plan, and the
Downtown River Revitalization Strategy.
Redevelopment Workshop
In January 2007, the RDA held

Town staff and community members
about redevelopment.

California
Community Redevelopment Law
The Town
of Truckee established the Town of Truckee
RDA to utilize a unique planning and
financing system offered by State law called
the California Community Redevelopment Law.
The law provides the necessary scope,
financial tools and legal authority to
undertake and finance various projects and
programs to improve social, economic and
physical conditions in a community. The
redevelopment process relies on local
citizen input and involvement for effective
public policy-making. The redevelopment
process helps communities fund and implement
local public improvements and partner with
private developers and property owners
without increasing taxes or assuming the
burden of extra debt.
California
Redevelopment Association
The
California Redevelopment Association (CRA),
established in 1979 as a non-profit
organization in support of state-wide
redevelopment efforts, is an excellent
resource for information regarding
redevelopment in California. The CRA
represents redevelopment agencies and allied
firms throughout the State of California in
responding to legislative proposals and
administrative regulations, providing member
services, conducting training and
professional development events, and
providing public information regarding
redevelopment law and activities. The CRA is
comprised of over 340 redevelopment agencies
and 260 private sector companies such as
financial institutions, redevelopment
consultants, developers, and law firms that
are involved in the redevelopment process.
