4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6. CONSENT CALENDAR

6.1 Minutes of August 22, 2017 Regular and Closed Session.
Recommended Action: Approve Minutes.
6.2 Envision Donner Pass Road (DPR) Corridor Improvement Project – Phase 1, Capital Improvement Project C1407, Regional Surface Transportation Program Funding Allocation Request.
Recommended Action: Adopt Resolution 2017-50 requesting Nevada County Transportation Commission allocate $136,000 in Regional Surface Transportation Program funds to the Envision Donner Pass Road Corridor Improvement Project – Phase 1 Capital Improvement Project C1407.

7. DISCUSSION ITEMS

7.1 STAFF REPORT – Truckee Chamber of Commerce Community Promotion and Marketing Annual Report and Truckee Tourism and Business Improvement District Annual Report.
Recommended Action: 1) Accept Truckee Chamber of Commerce Community Promotion and Marketing Annual Report; 2) Approve Truckee Tourism and Business Improvement District (TBID) Annual Report; and 3) Approve earmarking the $43,000 repaid TBID formation loan for place-based marketing and district staff, in collaboration with Chamber, to bring a specific project(s) to Council for approval.
7.2 STAFF REPORT – Cooperative Agreement with the Truckee Fire Protection District to jointly execute a Wildland Fire contract with Cal Fire to assure the availability of State resources to fight wildland fire within the Town of Truckee.
Recommended Action: Adopt Resolution 2017-51 authorizing the Town Manager to execute jointly with the Truckee Fire Protection District the Wildland Fire Agreement with Cal Fire for Fiscal Year 2017-2018 to provide wildland fire fighting resources within the Town of Truckee in the amount of $207,402.

CANNABIS DIALOGUE 7:00 p.m.


7.3 STAFF REPORT – Ongoing Discussion on Policy Framework for Cannabis Regulations.
Recommended Action: Provide direction to Town staff regarding the development of cannabis regulations for commercial uses within the Town of Truckee.
7.4 PUBLIC HEARING – Zoning Map Amendment to rezone Assessor’s Parcel Number 19-620-37 from Planned Community to Public Facilities.
Recommended Action: 1) Conduct a public hearing; 2) Introduce and waive the first reading, of Ordinance 2017-08 amending the Town of Truckee zoning Map, rezoning Assessor’s Parcel Number 19-620-37 from Planned Community to Public Facilities.
7.5 STAFF REPORT – Public Service Center Garages Contract Award to Kappe Architects.
Authorize the Town Manager to execute a contract with Kappe Architects in the amount of $253,410 for purposes of updating existing designs for the Public Service Center’s Large and X-Large Vehicle Storage Buildings and authorize a 15% contingency budget for a total authorized amount of $291,422.

The September 12, 2017, regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

Town of Truckee Public Financing Authority – Notice of Cancellation

The September 12, 2017, regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
