1. CALL TO ORDER

2. ROLL CALL: Council Members; Flora, Tirman, Abrams, Vice Mayor Wallace Dee, and Mayor Goodwin.

4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6. CONSENT CALENDAR

6.1 Approval of Road Repair and Accountability Act Local Streets and Roads Funding 2017 Project Budget for 2018 Slurry Seal Project.
Recommended Action: Adopt Resolution 2017-52 to identify the 2018 Slurry Seal Project (C1801) to receive Road Repair and Accountability Act funding and amend the Project’s budget as outlined in the staff report.
6.2 Submittal of a Sustainable Transportation Planning Grant to Fund a Transit Center Relocation Feasibility Study.
Recommended Action: Adopt Resolution 2017-53 requesting Sustainable Transportation Planning Grant Program Funds from the California Department of Transportation to conduct a Transit Center Relocation Feasibility Study.
6.3 Purchase of Compact Snow Blower/Asphalt Grinder.
Recommended Action: Authorize the Public Works Director/Town Engineer to purchase one (1) Multihog MXC120 compact snow blower/asphalt grinder with accessories from Alpine Smith in the amount of $169,249.42.
6.4 Claim for Damages against the Town of Truckee.
Recommended Action: Reject the Claim of Cynthia Jean and Greg Walsh.
6.5 Claim for Damages against the Town of Truckee.
Recommended Action: Reject the Claim of Lorelle Banzett.

7. DISCUSSION ITEMS

7.1 PUBLIC HEARING – Envision Donner Pass Road (DPR) Landscaping and Lighting Assessment District Number 1 Public Hearing, Property Ballot Tabulation, and Resolution.
Recommended Action: Conduct a public hearing and accept comments on the formation of Envision DPR Landscaping and Lighting Assessment District Number 1, tally assessment district ballots, and adopt Resolution 2017-45 forming, confirming boundary map and assessment, and ordering maintenance and operations of the aforementioned assessment district.
7.2 PUBLIC HEARING – Continued Public Hearing on Inflationary Adjustment to Truckee-Donner Recreation and Park District Subdivision Park and Recreational Fee (Quimby Fee).
Recommended Action: Conduct a public hearing and adopt Resolution 2017-39 approving an increase in the Truckee-Donner recreation and Park District Subdivision Park and Recreational Fee (Quimby Fee).
7.3 STAFF REPORT – Truckee Artist Lofts – Town Re-Commitment of $1.4 million Deferred Interest Loan and Request for an Additional $250,000 for a Total Commitment of $1.65 million in support of 90 Unit of Affordable Rental Housing in the Downtown Extension District of the Railyard Mixed-Use Development Master Plan Area (Assessor’s Parcel Number 19-420-71).
Recommended Action: Authorize the Town Manager to provide a letter to CFY Development, Inc. (Truckee Artist Lofts developer) 1) re-committing the Town to a $1.4 million low interest deferred loan; 2) and increasing the Town’s loan amount by $250,000 for a total loan amount of $1.65 million; 3) subject to a term of 55 years for the Artist Lofts project to be paid back with residual receipts subject to the project receiving an award of 4% low-income housing tax credits no later than January 1, 2018 and complying with the conditions of approval.
7.4 STAFF REPORT – Gray’s Crossing – Road Acceptance.
Recommended Action: 1) Accept Henness Road and Meek Court into the Town maintained road system contingent upon receiving a deposit in the amount of $13,000 to slurry seal the roads; and 2) authorize the Town Manager to accept offers of dedication for a portion of Gray’s Crossing Phase 2 as described in the staff report.
7.5 STAFF REPORT - Placer County and Nevada County Snow Removal Contract and additional Night Readiness Position.
Recommended Action: Authorize the Town Manager to modify the billing structure of the Placer County Snow Removal Contract; authorize the Town Manager to create a Nevada County Snow Removal Contract for the Town to provide snow removal services to the Hirshdale area of Nevada County; and authorize an additional Night Readiness Position for the department of Public Works Snow Removal Division.
7.6 STAFF REPORT – Ordinance Establishing Subdivision Improvement Agreement Security Obligations for Coburn Crossing Project.
Recommended Action: Waive the first reading and read by title only draft Ordinance 2017-09 an uncodified ordinance establishing subdivision improvement agreement security obligations for the Coburn Crossing project.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation

The October 10, 2017 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

Town of Truckee Public Financing Authority – Notice of Cancellation

The October 10, 2017 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
