6. CONSENT CALENDAR
6.1 Consideration of an Ordinance amending Title 15 of the Municipal Code to adopt an expedited and streamlined process for electric charging stations.
Recommended Action: Waive the second reading and adopt Ordinance 2017–13 amending Title 15 of the Municipal Code for the purpose of adopting an expedited and streamlined permit process for electric charging stations in accordance with Government Code 65850.7.
6.2 Overhead Wire and Conduit Easement Abandonment, 14320 South Shore Drive; Applicant: Kevin McEneaney, Owner: Claude Burdick; Application No.2017-00000113/ABN (APN: 17-381-05).
Recommended Action: 1) Adopt Resolution 2017-63 approving the abandonment of a 7’ x 35’ (245 sq. ft.) portion of a 10’ Overhead Wire & Conduit easement along the parcel’s frontage located at 14320 South Shore Drive (APN 17-381-05 or Lot 45 on the Southside Highlands Subdivision Map, Book 1, Page 122); and 2) Authorize the Town Manager to sign the Indemnification Agreement between the Town of Truckee and Claude Burdick regarding APN 17-381-05.
6.3 Notice of Completion for Brickelltown Streetscape Improvement Project Phase 2, CIP C0322.
Recommended Action: Authorize the Public Works Director/Town Engineer to file a Notice of Completion with the Nevada County Recorder for Q&D Construction for the Brickelltown Streetscape Improvement Project Phase 2B.
7. DISCUSSION ITEMS
7.1 PUBLIC HEARING – Affordable Housing In-Lieu Fee Update: Item Continued from the November 14, 2017 Town Council Meeting.
Recommended Action: Continue the public hearing and accept public comment on the affordable housing in-lieu fee program update, and adopt Resolution 2017-60 to approve an updated affordable housing in-lieu fee based on the 2017 updated affordable housing in-lieu fee calculation completed by BAE Urban Economics and approve the process for annually updating the affordable housing in-lieu fees for the next five to ten years.
7.2 STAFF REPORT – New Truckee Library Site Exploration Update.
Recommended Action: Provide staff direction regarding Council’s interest in allocating staff time to explore Truckee Donner Recreation and Park District use at the Riverview Corp Yard site in order to accommodate a new Truckee Library facility in Regional Park.
7.3 STAFF REPORT – Truckee Climate Action Planning and 100% Renewable Energy.
Recommended Action: Discuss current and proposed climate planning and sustainability actions being taken by the Town, Special Districts, and community organizations, and to adopt Resolution 2017-58 renewable energy and greenhouse gas (GHG) emissions reduction goals, Resolution 2017-64 Home Energy Renovation Opportunity (HERO) Property Assessed Clean Energy (PACE) program agreement and implementation, Resolution 2017-65 Ygrene PACE program agreement and implementation AB 811, Resolution 2017-66 Ygrene PACE program agreement and implementation SB 555, Resolution 2017-67 CaliforniaFIRST California Statewide Communities Development Authority (CSCDA) Open PACE program agreement and implementation. 7.4 PUBLIC HEARING – Interim Urgency Ordinance Establishing a Moratorium on the Establishment or Expansion of Cannabis Businesses.
Recommended Action: Conduct a public hearing and adopt Ordinance 2017-15 approving an interim urgency ordinance which would establish a 45-day moratorium on the establishment or expansion of commercial cannabis businesses.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation
The November 28, 2017 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
Town of Truckee Public Financing Authority – Notice of Cancellation
The November 28, 2017 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
