1. CALL TO ORDER

2. ROLL CALL: Council Members; Flora, Tirman, Abrams, Vice Mayor Wallace Dee, and Mayor Goodwin.

4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

5.1 Quarterly Financial Update.
5.2 Presentation with Tahoe Transportation District and Tahoe Forest Hospital about the North Tahoe Truckee Transport Senior Shuttle.
5.3 Town Manager Update.

6. CONSENT CALENDAR

6.1 Minutes of September 26, 2017; October 10, 2017 Regular and Closed Session; and October 24, 2017 Regular and Closed Session.
Recommended Action: Approve Minutes.
6.2 Holiday Shuttle Operating Contract and Funding Partners.
Recommended Action: 1) Authorize the Town Manager to enter into a contract with Metro Transit Services, not to exceed $39,160, to operate the Holiday Shuttles; and 2) adopt Resolution 2017-62 requesting $90,000 in partner funding from the Truckee Tahoe Airport District.
6.3 Joerger Drive Maintenance Acceptance.
Recommended Action: Adopt Resolution 2017-59 to terminate the Agreement for Road Maintenance and Snow Removal Respecting the Relocated Joerger Drive contingent upon rehabilitation of the roadway pavement as outlined in this staff report.
6.4 Governor’s Office of Emergency Services Designation of Applicant’s Agent.
Recommended Action: Authorize the Mayor and an additional Council Member representative to sign the California Governor’s Office of Emergency Services Designation of Applicant’s Agent Resolution for Non-State Agencies.
6.5 Truckee Chamber Integrated Marketing and Communications Plan – Quarterly Report.
Recommended Action: Accept and file Truckee Chamber of Commerce Integrated Marketing and Communications Plan Quarterly Report.
6.6 Amendment to Winter Parking Ordinance.
Recommended Action: Waive the second reading and adopt Ordinance 2017-12 amending various provisions of Chapter 10.17 of the Municipal Code, comprising the Town’s winter parking ordinance.
6.7 Historic Preservation Advisory Commission Appointments.
Recommended Action: Re-appoint Brendan Riley and Carole Sesko to the Historic Preservation Advisory Commission for four year terms.
6.8 Notice of Completion for the 2017 Slurry Seal Project, C1701.
Recommended Action: Authorize the Town Engineer to file a Notice of Completion for the 2017 Slurry Seal Project, C1701.
6.9 Notice of Completion for the 2016 Recessed Striping and Marking Project, C1603.
Recommended Action: Authorize the Town Engineer to file a Notice of Completion for the 2016 Recessed Striping and Marking Project, C1603.
6.10 Treasurer’s Report for the Quarter Ended September 30, 2017.
Recommended Action: Accept and File the Report.

7. DISCUSSION ITEMS

7.1 COUNCIL PRIORITY – Housing Work Plan Progress Report.
Recommended Action: Accept the Housing Work Plan progress report, accept public comment, and provide feedback to staff.
7.2 STAFF REPORT – Affordable Housing In-Lieu Fee Update.
Recommended Action: Conduct a public hearing and accept public comment on the affordable housing in-lieu fee program update, and adopt Resolution 2017-60 to approve an updated affordable housing in-lieu fee based on the 2017 updated affordable housing in-lieu fee calculation completed by BAE Urban Economics and approve the process for annually updating the affordable housing in-lieu fees for the next five to ten years.
7.3 PUBLIC HEARING – Workforce Housing Ordinance Review.
Recommended Action: Conduct a public hearing to complete the following: 1) Review the BAE Urban Economics (BAE) study on the Town’s Workforce Housing Ordinance, accept public comment on the study, and provide direction to staff on the Workforce Housing Ordinance; 2) adopt Resolution 2017-61, to continue the tiered implementation of the Workforce Ordinance as adopted in Resolution 2017-09 until a revised Workforce Housing Ordinance is adopted; and 3) determine that the tiered implementation of the Workforce Housing Ordinance is exempt from California Environmental Quality Act (CEQA) per Section 150761(b)(3).
7.4 STAFF REPORT – Railyard Transit and Streetscape Maintenance District Final Rate and Method of Apportionment of Special Tax Report and Revised Resolution of Intention to Establish the Town of Truckee Community Facilities District 2017-2.
Recommended Action: Rescind Resolution 2017-49 and adopt Resolution 2017-57 Resolution of Intention to Establish the Town of Truckee Community Facilities District 2017-2 (Railyard CFD) with intent to apply the Final Rate and Method of Apportionment of Special Tax Report.
7.5 STAFF REPORT – Consideration of an Ordinance amending Title 15 of the Municipal Code to adopt an expedited and streamlined process for electric charging stations.
Recommended Action: Introduce and waive the first reading of Ordinance 2017-13 amending Title 15 of the Municipal Code for the purpose of adopting an expedited and streamlined permit process for electric charging stations in accordance with Government Code 65850.7.
7.6 PUBLIC HEARING – Continuation of Development Code Updates.
Recommended Action: Continue the public hearing to the regular meeting of the Truckee Town Council, December 12, 2017.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation

The November 14, 2017, regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

Town of Truckee Public Financing Authority – Notice of Cancellation

The November 14, 2017, regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
