2. ROLL CALL: Council Members; Flora, Abrams, Goodwin, Vice Mayor Tirman, and Mayor Wallace Dee.

4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6. CONSENT CALENDAR

6.1 Minutes of April 16, 2018 budget strategy workshop, and April 18, 2018 closed session.
Recommended Action: Approve Minutes.
6.2 Request for Transportation Development Act Funds from the Nevada County Transportation Commission.
Recommended Action: Adopt Resolution 2018-30 and Resolution 2018-31 requesting the Nevada County Transportation Commission allocate Transportation Development Act Funds for Fiscal Year 2018-2019 for Tahoe Area Regional Transit (TART) fixed route and Paratransit operations.
6.3 Truckee Chamber Integrated Marketing and Communications Plan Third Quarter Report.
Recommended Action: Accept and file Truckee Chamber of Commerce Integrated Marketing and Communications Plan Third Quarter Report.
6.4 Brickelltown Utility Undergrounding Offer of Dedication.
Recommended Action: Authorize the Town Manager to execute all documents necessary to complete the Brickelltown electrical utility undergrounding offer of dedication to the Truckee Donner Public Utility District for ownership and maintenance.
6.5 Figtree PACE Program.
Recommended Action: Adopt Resolution 2018-32 Figtree Property Assessed Clean Energy (PACE) Program Agreement and Implementation, and authorize the Mayor to sign the Associate Member Agreement.
6.6 Approval of Legal Services Agreement with Burke, Williams & Sorensen, LLP regarding Defense of Soaring Ranch Litigation.
Recommended Action: Authorize the Town Manager to execute a legal services agreement with Burke, Williams & Sorensen, LLP to defend the Town in the pending litigation regarding the Soaring Ranch project.
6.7 Second Reading of Ordinance 2018-08 (Housing Development Code updates).
Recommended Action: Waive the second reading and adopt Ordinance 2018-08, amending the Truckee Municipal Code, Title 18 – Development Code Chapter 18.08 (Residential Zoning Districts), Chapter 18.212 (Commercial and Manufacturing Zoning Districts), Chapter 18.212 (Density Bonuses, Concessions, and Incentives), and Chapter 18.216 (Workforce Housing Ordinance) to implement the Housing Element goals, policies, and programs and the Housing Work Plan.

7. DISCUSSION ITEMS

7.1 STAFF REPORT – National Bike Month Presentation and Update.
Recommended Action: No action requested.
7.2 STAFF REPORT – Opportunity to join Sister Cities International.
Recommended Action: Authorize the Town manager to join Sister Cities International and expend $430 for the organization’s annual membership, and appoint a Council Member to participate on a Truckee Sister Cities Committee.
7.3 STAFF REPORT – Levying Special Taxes for Town of Truckee Community Facilities Districts (CFD): CFD 2013-1 Brickelltown Maintenance District; CFD 2015-1 Joerger Ranch Trail Maintenance District; and CFD 2017-2 Railyard Transit and Maintenance District.
Recommended Action: 1) Increase the base special tax by the Engineering News Record Construction Cost Index or Consumer Price Index for the Town of Truckee Community Facilities Districts; 2) Adopt Resolution 2018-23 to set the special tax assessment for Brickelltown Maintenance District 2013-1; 3) Adopt Resolution 2018-24 to set a special tax assessment for Joerger Ranch Trail Maintenance District 2015-1; and 4) Adopt Resolution 2018-25 to set the special tax assessments for Railyard Transit and Maintenance District 2017-2.
7.4 PUBLIC HEARING – Second Extension of Interim Urgency Ordinance Establishing a Moratorium on the Establishment of Expansion of Cannabis Business.
Recommended Action: Conduct a public hearing and adopt Ordinance 2018-09 approving extension of the interim urgency ordinance which established a moratorium on the establishment or expansion of commercial cannabis business until December 31, 2018.
7.5 STAFF REPORT – Finalize Direction on Land Use Application Processing During General Plan Update (CIP C-1903); Consideration of a “House Truckee First Strategy”.
Recommended Action: Finalize direction to staff on a “House Truckee First Strategy” as part of the 2040 General Plan Update. The Council discussed this option on April 24, 2018 as one of three options to address the processing of land use applications during the General Plan Update.
7.6 STAFF REPORT – Presentation of Town of Truckee Library Management Feasibility Study and provide direction to staff as desired.
Recommended Action: Discuss report findings and provide direction to staff.
7.7 STAFF REPORT - Endorsement of two California natural resource ballot bond measures relating to upper watershed investment.
Recommended Action: adopt Resolution 2018-28 Support of Proposition 68 the California Clean Water and Safe Parks Act of 2018 and Resolution 2018-29 Support of the Water Supply and Water Quality Act of 2018.
7.8 STAFF REPORT – Greenhouse Gas Re-inventory and Forecast.
Recommended Action: Accept the 2016 greenhouse gas (GHG) emissions re-inventory and forecast subject to final review for clerical errors and non-substantive changes.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation

The May 8, 2018 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

Town of Truckee Public Financing Authority – Notice of Cancellation

The May 8, 2018 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
