1. CALL TO ORDER

2. ROLL CALL: Council Members; Flora, Tirman, Abrams, Vice Mayor Wallace Dee, and Mayor Goodwin.

3. PLEDGE OF ALLEGIANCE

4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

5. PRESENTATIONS

5.1 Proclamation for Truckee Day, June 3, 2017.
5.2 Truckee Day Hall of Fame Induction.
5.3 Introduction of new employees: Office Assistant, Kelly Huelskamp; Street Maintenance Worker II, Kyler Coxson; and IT Technician, William “Colt” Ainsworth.

6. CONSENT CALENDAR

6.1 Authorize access to State and Federal level summary criminal history information for employment with the Town.
Recommended Action: Adopt Resolution 2017-19 authorizing access to state and Federal level summary criminal history information for employment with the Town.
6.2 Amend Municipal Code Title 9.07-Unclaimed Property.
Recommended Action: Waive the first reading and introduce Ordinance 2017-03 amending the Town of Truckee Municipal Code Title 9 Chapter 9.07 Unclaimed Lost Property.
6.3 Treasurer’s Report for the Quarter Ended March 31, 2017.
Recommended Action: Accept the Treasurer’s Report.
6.4 Joint Powers Agreement for Insurance Coverage.
Recommended Action: Authorize the Town Manager to execute an updated Joint Powers Agreement with the Public Agency Risk Sharing Authority of California (PARSAC).
6.5 Solid Waste and Recycling Consultant HF&H Consultants to expand services to assist with Memorandum of Understanding.
Recommended Action: Authorize the Town Manager to amend the contract with HF&H Consultants to increase the amount awarded in the amount of $77,718 to continue assisting the negotiation of a new solid waste franchise agreement and expanding the scope of work to include negotiation of a new Memorandum of Understanding with Placer County for post-collection services.
6.6 Contract Amendment with JD Hoss Hardwood and Carpet.
Recommended Action: Authorize the Town Manager to increase the contract amount with JD Hoss Hardwood and Carpets from $43,078.16 to $77,036.21 for the purpose of replacing additional carpeting and installing wood flooring not previously included in the Town Hall Remodel Project, and maintain the existing $6,500 of contingency authorization for that contract.
6.7 Town Manager Performance-based Pay.
Recommended Action: Approve Resolution 2017-24 awarding an $11,440 one-time performance based pay amount to Town Manager, Tony Lashbrook, and approve an Employment Contract for the Town Manager for the period May 20, 2017-July 15, 2017.

7. DISCUSSION ITEMS

7.1 STAFF REPORT: Housing Work Plan
Recommended Action: Review the proposed Housing Work Plan, prioritize the proposed tasks, and direct staff to move forward with the Work Plan.
7.2 STAFF REPORT: Truckee Long-Range Transit Plan
Recommended Action: Provide comments on the Truckee Long Range Transit Plan and consider adopting the Plan.
7.3 STAFF REPORT: Solid Waste Franchise Agreement Proposal Review
Recommended Action: Provide direction to staff to proceed in finalizing negotiations with Tahoe Truckee Sierra Disposal (TTSD) for a new solid waste franchise agreement.
7.4 STAFF REPORT: Amendment to Purchasing Ordinance
Recommended Action: Waive the first reading and read by title only Ordinance 2017-04 revising and restating Chapter 3.12 of the Municipal Code, comprising the Town’s purchasing ordinance.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation
The May 23, 2017 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

Town of Truckee Public Financing Authority – Notice of Cancellation
The May 23, 2017 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
