4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6. CONSENT CALENDAR
6.1 Minutes of February 13, 2018, Regular, and February 27, 2018 Regular and Closed Session.
Recommended Action: Approve Minutes.
6.2 Letters in Support of Continued Amtrak Passenger Rail Service to Rural Communities.
Recommended Action: Authorize Vice Mayor Tirman to submit letters in support of adequate continued Federal funding to support the Amtrak National Network including the Amtrak California Zephyr passenger rail service to Congressman Tom McClintock, Senator Dianne Feinstein and Senator Kamala Harris.
6.3 Notice of Completion for the 2016 Paving and Drainage Project, C1602.
Recommended Action: Authorize the Town Engineer to file a Notice of Completion for 2016 Paving and Drainage Project, C1602.
6.4 Low Carbon Transit Operations Program Grant Application.
Recommended Action: 1) Authorize the submittal of a Low Carbon Transit Operations Program grant application for the fiscal year 2017-2018 grant cycle; and 2) adopt Resolution 2018-17 authoring the Town Manager, or designee, to execute documents associated with the grant.
6.5 Additional Funds Request for the Public Service Center Garages.
Recommended Action: Authorize the Town Manager to execute a contract amendment with Kappe Architects in the amount of $46,700 for expanded services for the Public Service Center Garages Project, C1609.
6.6 Railyard Rolling Stock Maintenance Agreement.
Recommended Action: Authorize the Town Manager to execute a Railyard Rolling Stock Maintenance Agreement with the Truckee Donner Railroad Society, contingent upon receiving necessary approvals from Union Pacific Railroad, and Authorize the Town Manager to execute any other documents that are necessary to facilitate the relocation of the rolling stock.
7. DISCUSSION ITEMS
7.1 PUBLIC HEARING - Appeal of Soaring Ranch Development Permit-Tentative Map-Planned Development.
Recommended Action: Conduct a public hearing, and adopt Resolution 2018-15 thereby taking the following actions: Deny the appeal of the Planning Commission’s approval of the Soaring Ranch project and uphold the decision of the Planning Commission, with the exception of removing Commission-recommended Condition of Approval #97, modifying Condition of Approval #86 and adding Environmental Impact Report Mitigation Measures 3.2-4, 3.2-5, 3.2-6 and 3.2-7 as Conditions of Approval #99-102; Determine the project consistent with the adopted Joerger Ranch Specific Plan; Find that no further environmental review is required consistent with CEQA Guidelines Section 15183 (Projects Consistent with a Community Plan, General Plan or Zoning) and Section 21166 (Lead agency prohibition to require subsequent reports for a certified project unless specific events); and Approve the Development Permit, Tentative Map and Planned Development for the project based on the recommended findings and subject to the recommended conditions of approval.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation
The March 13, 2018 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
Town of Truckee Public Financing Authority – Notice of Cancellation
The March 13, 2018 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
