6. CONSENT CALENDAR
6.1 2017 Development Code Update: Second Reading (Bed and Breakfasts, Inactive Applications, Food Trucks, Kitchens and Cooking Facilities, Event spaces, Makerspaces, Minor Modifications and clean-Up Amendments).
Recommended Action: Waive the second reading and adopt Ordinance 2017-05 amending the Truckee Municipal Code Title 18 Development Code for: Bed and Breakfasts, Inactive Applications, Food Trucks, Kitchens and Cooking Facilities, Event Spaces, Makerspaces, Minor Modifications and Clean-Up Amendments.
6.2 Adoption of Debt Policy to meet California Government Code Requirements.
Recommended Action: Approve Resolution 2017-34 adopting a Debt Policy meeting the requirements of California Government Code Section 8855.
6.3 Construction Contract Award for the Brockway Road Corridor and East River Street Improvement Project, Capital Improvement Project C1604.
Recommended Action: Authorize the Town Manager to: 1) Award and execute the Brockway Road corridor and East River Street Improvement Project Construction contract to Sierra Nevada Construction (NC) in the amount of $2,687,007 and authorize a 10% Contingency for a total authorized Construction expenditure amount of $2,955,708; 2) Authorize the Execution of a contract with Holdrege and Kull for materials testing and inspection for a not to exceed amount of $12,102 and authorize a 10% contingency amount; and 3) Authorize a budget amendment to the Capital Improvement Project C1604 as presented in the staff report.
7. DISCUSSION ITEMS
7.1 STAFF REPORT – Envision Donner Pass Road (DPR) Maintenance Assessment District Update.
Recommended Action: Direct Staff to pursue one of the following forms of maintenance assessment district for the Envision DPR Phase 1 Project area: 1) continue with the original Council direction from October 25, 2016 to develop a proposed assessment district that contains both routine maintenance and long term capital replacement of the sidewalks and landscaping; or 2) Develop a proposed assessment district that includes only routine maintenance of the sidewalks and landscaping.
7.2 PUBLIC HEARING – Easement Abandonment, 14844 Denton Avenue.
Adopt Resolution 2017-36 approving the 1) Abandonment of easements at 14844 Denton Avenue; 2) Authorize the Town Manager to sign the Indemnification Agreement between the Town of Truckee and the property owners; and 3) determining the project categorically exempt from California Environmental Quality Act (CEQA) per section 15301(b)(3).
7.3 STAFF REPORT - Waiver of Redemption Option for Corporation Yard Bonds.
Recommended Action: Approve Resolution 2017-35 waiving the Town’s extraordinary redemption option on the Truckee Public Finance Authority 2009B Bonds.
7.4 STAFF REPORT – Railyard Master Plan Development Agreement—Proposed Development Agreement between the Town of Truckee and Truckee Development Associates, LLC (Project Location: Downtown Truckee bounded by Donner Pass Road and Glenshire Drive to the north, East River Street to the south, and Bridge Street to the west.)
Recommended Action: Waive the first reading and adopt Ordinance 2017-06, approving a Development Agreement between the Town of Truckee and Truckee Development Associates, LLC, subject to the terms and commitments contained in the Railyard Development Agreement and based on findings; and find the Railyard Development Agreement exempt from CEQA pursuant to CEQA Guidelines Section 15183 (Projects Consistent with a Community Plan, General Plan or Zoning) and 15162 (Subsequent EIRs and Negative Declarations); and consider authorizing financial assistance to the Truckee Railyard in the form of $1 million for streetscape improvements, $250,000 for furnishing and equipment and $250,000 for operations of a planned movie theater.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation
The July 11, 2017 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
Town of Truckee Public Financing Authority – Notice of Cancellation
The July 11, 2017 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
