1. CALL TO ORDER

2. ROLL CALL: Council Members; Flora, Abrams, Goodwin, Vice Mayor Tirman, and Mayor Wallace Dee.

4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

5. PRESENTATIONS

5.1 Introduction of Angela Martin, Administrative Analyst I.

6. CONSENT CALENDAR

6.1 Minutes of the June 12, 2018 Closed Session and Regular, and June 25, 2018 Regular.
Recommended Action: Approve Minutes.
6.2 Truckee River Legacy Trail Phase 4 – Active Transportation Program Cycle 4 Application: Resolution 2018-49.
Recommended Action: Adopt Resolution 2018-49 approving the application for Active Transportation Program (ATP) Cycle 4 funding through the State of California Department of Transportation, for construction of Phase 4 of the Truckee River Legacy Trail.
6.3 Federal Transit Administration (FTA) Section 5311 Transit Funding Grant Application.
Recommended Action: Adopt Resolution 2018-50 authorizing the Town Manager to submit an application for operational assistance through the Federal Transit Administration 5311 program to provide funding for the Town of Truckee transit operations.
6.4 Adopting Statement of Investment Policy for the 2018/2019 Fiscal Year.
Recommended Action: Adopt Resolution 2018-48, which adopts the Town of Truckee Statement of Investment Policy for the 2018-2019 fiscal year.
6.5 2018 Paving and Drainage Project, C1802 – Contract Award.
Recommended Action: Award the 2018 Paving and Drainage Project to Advanced Asphalt in the amount of $4,044,289, and authorize a 10% project contingency for a total authorized contract amount of $4,448,718; and authorize a budget amendment to increase the C1802 Fiscal Year 18/19 project funding by $599,000 to increase it from $3,901,000 to $4,500,000.
6.6 2018 Slurry Seal Project, C1801 – Contract Award.
Recommended Action: Award the 2018 Slurry Seal Project to Intermountain Slurry Seal in the amount of $576,557; authorize a project contingency of 10% and authorize the Town Engineer to approve contract change orders or changes to unit quantities within the approved contingency amount for a total authorized contract expenditure amount of $634,213.

7. DISCUSSION ITEMS

7.1 STAFF REPORT: Consideration of Local Public Infrastructure Financing Policies for Mello Roos/Community Facilities District/1913-1915 Assessment District Developer-Requested Financing.
Recommended Action: Consider the attached Resolution 2018-33 adopting revised Town of Truckee Local Goals and Policies for Community Facilities Districts or one of the alternative policy options provided. This resolution addresses developer-requested infrastructure financing utilizing the property tax based financing commonly known as “Mello-Roos Districts” or Community Facilities Districts (CFD) as well as the Municipal Improvement Act of 1913 and the Improvement Bond Act of 1915, commonly known as Assessment District (AD) financing.
7.2 STAFF REPORT: McIver Dairy Open Space Project Update and C1907 Budget Amendment.
Recommended Action: Council provide direction on alternative site uses for the Town-owned McIver Dairy site, and authorize the Town Manager to amend the budget for Capital Improvement Project C1907 – McIver Dairy Site Implementation, as outlined in this staff report.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation

The July 10, 2018 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

Town of Truckee Public Financing Authority – Notice of Cancellation

The July 10, 2018 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
