4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.
5.1 Acknowledgement of Police Department Recognition.
6. CONSENT CALENDAR
6.1 Minutes of November 14, November 28, and December 12, 2017.
Recommended Action: Approve Minutes.
6.2 2017 Development Code Update; Second Reading of Ordinance 2017-14 (Secondary Residential Units and Clean-Up Amendments).
Recommended Action: Waive the second reading and adopt Ordinance 2017-14, amending the Truckee Municipal Code, Title 18 – Development Code for Secondary Residential Units (Section 18.58.230) and Clean-Up Amendments.
6.3 SB1 State of Good Repair Program to Fund Transit Capital Projects.
Recommended Action: Adopt Resolution 2018-05 that authorizes the Town Manager to execute SB1 State of Good Repair funding documents.
6.4 Request for Town to enter into a Memorandum of Understanding (MOU) with Neighborhood Partners, LLC to facilitate AHSC Grant-funding for West River Streetscape and Transit Center projects.
Recommended Action: 1) Authorize the Town Manager to execute and sign a memorandum of understanding with Neighborhood Partners, LLC to facilitate Neighborhood Partners’ application for grant funding, including funding for a new transit center and West River Street streetscape improvement; and 2) appoint the Town Manager, or designee, to execute all applications, negotiations; and agreements which may be necessary for expenditure of funds.
7. DISCUSSION ITEMS
7.1 PUBLIC HEARING – Extension of Interim Urgency Ordinance Established a Moratorium on the Establishment or Expansion of Cannabis Businesses.
Recommended Action: Conduct a public hearing and adopt Ordinance 2018-01 approving a 10 month and 15 day extension to the interim urgency ordinance, which established a moratorium on the establishment or expansion of commercial cannabis businesses.
7.2 PUBLIC HEARING - Railyard Transit and Streetscape Maintenance District 2017-2, Public Hearing, Resolution 2018-06 Formation of Community Facilities District (CFD) and Calling Special Election, Resolution 2018-07 Declaring Results of Special Election, and Ordinance 2018-05 Levying Special Taxes within the Town of Truckee CFD 2017-2.
Recommended Action: 1) Conduct a public hearing to accept comments on the formation of Community Facilities District 2017-2 (Railyard CFD); 2) Adopt Resolution 2018-06 Regarding Formation of Community Facilities District, Authorizing the Levy of a Special Tax, and Submitting the Levy of Special Tax to Qualified Electors, Community Facilities District 2017-2; and 3) Adopt Resolution 2018-07 Declaring Results of Special Election and Directing Recording of Notice of Special Tax Lien for Community Facilities District 2017-2. If the vote is in the affirmative, Town Council: 4) Direct the recording of the notice of special tax lien; and 5) Introduce and waive the first reading of Ordinance 2018-05 Levying Special Taxes within the Town of Truckee Community Facilities District 2017-2.
7.3 PUBLIC HEARING - Fire Protection Facilities Mitigation Fee Annual Inflationary Increase.
Recommended Action: Conduct a public hearing and adopt Resolution 2018-01 approving an annual inflationary increase to the Truckee Fire Protection District’s fire protection facilities mitigation fee.
7.4 PUBLIC HEARING – 2017 Development Code Update; Ordinance 2018-03 Sign Code Amendments.
Recommended Action: Conduct a public hearing, introduce and waive the first reading of Ordinance 2018-03, amending the Truckee Municipal Code, Title 18 Development Code for Signs (Chapter 18.54, Chapter 18.56, and associated sections) and determine the project exempt from California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3).
7.5 STAFF REPORT – Eastern Nevada County Short Range Transit Development Plan Update.
Recommended Action: Accept the Public Draft Eastern Nevada County Short Range Transit Development Plan.
7.6 STAFF REPORT - Special Events Policy Updates.
Recommended Action: Adopt Resolution 2018-02 special events policy update, adopt Resolution 2018-03 special events fees update, introduce and waive the first reading of Ordinance 2018-02 updating Chapter 9.05 Expressive Activities and Special Events and Chapter 13.02 Special Uses in the Right-of-Way of Town Municipal Code. Policy document and code chapters will be subject to final review for clerical errors and non-substantive changes.
7.7 PUBLIC HEARING - Gray’s Crossing Cottages Site Rezone.
Recommended Action: Conduct a public hearing and consider taking the following actions: 1) Determine the project exempt from further environmental review pursuant to Section 15183 (Projects Consistent with a Community Plan, General Plan or Zoning) of the California Environmental Quality Act; 2) Introduce and waive the first reading of Ordinance 2018-04, amending the Town of Truckee Zoning Map to rezone APN 19-770-02 from RS-X (Single-Family Residential, No Further Subdivision) to RS (Single-Family Residential); and 3) Adopt Resolution 2018-04 amending the Gray’s Crossing Specific Plan Zoning Map Exhibit to change the zoning for APN 19-770-02 from RS-X to RS. The effective date of the Specific Plan Amendment shall be 30 days after the second reading of the Town Council Ordinance 2018-04 approving the Zoning Map Amendment.
7.8 PUBLIC HEARING - Fiscal Year 2016/2017 AB 1600 Traffic and Facility Impact Fee Public Hearing and Fee Adjustments.
Recommended Action: Conduct a Public Hearing on Fiscal Year 2016/2017 AB 1600 fee revenues and expenditures; adopt Resolution 2018-08 making findings to retain AB 1600 fees collected in excess of five years ago, which remain unspent, and approve the annual AB 1600 program fee adjustments; and adopt Resolution 2018-09 rescinding Resolution 2016-07 and revising implementation procedures for the collection of traffic impact fees.
7.9 STAFF REPORT – Council Committee and Liaison Designations for 2018.
Recommended Action: Review the committee and liaison destinations, and provide direction regarding the Council committee appointments.
8. COUNCIL REPORTS
To the Council Teambuilding Workshop, January 18 and 19, 2018, 8:00 a.m. at the Lodge at Tahoe Donner, 12850 Northwoods Boulevard, Truckee, CA; and the meeting of the Truckee Town Council January 23, 2018, 6:00 p.m. at Town Hall, 10183 Truckee Airport Road, Truckee, CA.
Please note the Redevelopment Successor Agency will meet immediately following the Regular Town Council Meeting.
Town of Truckee Public Financing Authority – Notice of Cancellation
The January 9, 2018 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
