4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

5.1 Introduction of Kelly Larson, Administrative Technician for Records.
5.2 Town Manager Update – Announcement of Employee Incentive Awards.

6. CONSENT CALENDAR

6.1 Minutes of September 26, November 14, and November 28, 2017 Closed Sessions only.
Recommended Action: Approve Minutes.
6.2 Library Management Feasibility Study C1813 Budget Amendment.
Recommended Action: Amend Fascial Year 2017-2018 Capital Improvement Project (CIP) budget for the Library Management Feasibility Study – C1813 from $25,000 to $28,600.
6.3 Approval of California Local Partnership Program Funding Application for Road Maintenance and Rehabilitation.
Recommended Action: Authorize the Town Manager to execute and submit an application for Local Partnership Program Funds as outlined in the staff report, and appoint the Town Manager, or designee, to execute all applications, negotiations and agreements, which may be necessary for completion of the aforementioned project and expenditure of the funds.
6.4 Envision Donner Pass Road (DPR) – Western Segment Utility Undergrounding Funding Agreement with the Truckee Donner Public Utility District.
Recommended Action: Confirm authorization of the agreement between the Town of Truckee and Truckee Donner Public Utility District regarding utility undergrounding funding for the Envision DPR Phase I Project.
6.5 Nevada County Traffic Impact Fee Agreement Amendment.
Recommended Action: Authorize execution of an agreement providing for the transfer of traffic impact fees collected in unincorporated Easter Nevada County to the Town of Truckee.
6.6 Notice of Completion for the Glenshire Drive/Dorchester Drive Pedestrian and Bicycle Improvement Project Capital Improvement Project (CIP) C1605.
Recommended Action: Authorize the Public Works Director/Town Engineer to file a Notice of Completion with the Nevada County Recorder’s Office for Granite Construction for the Glenshire Drive/Dorchester Drive Pedestrian and Bicycle Improvement Project Capital Improvement Project (CIP) C1605 for a total construction contract cost of $2,564,076.
6.7 Purchase Easement of West River Street Parking Lot in Downtown Truckee.
Recommended Action: Authorize the Town Manager to sign Purchase and Sale Agreement for Easement with Union Pacific Railroad Company for the parking lot on West River Street, commonly referred to as the “Jax Diner Lot,” and authorize the expenditure of $731,808 ($20 per gross square foot) for the purchase from Capital Improvement Project C1706.
6.8 Easement Abandonment, 16095 and 16065 Woodbridge Court, Owner/Applicant Bob French.
Recommended Action: 1) Adopt Resolution 2017-54 approving the abandonment of two five-foot wide public utility easements located on each side of the common property line between 16095 and 16065 Woodbridge Court; and 2) Authorize the Town Manager to sign the Indemnification Agreement between the Town of Truckee and Robert French regarding APN 49-260-13.
6.9 Town Hall Remodel Budget Amendment.
Recommended Action: Increase the Town Hall Remodel Budget from $50,000 to $360,000 for fiscal Year 2017-2018.

8. DISCUSSION ITEMS

8.1 STAFF REPORT - Acceptance of Annual Financial Statement and Audit Report for Fiscal Year 2016/2017.
Recommended Action: Accept the Town of Truckee Annual Financial Statements and Audit Report for the year ended June 30th, 2017.
8.2 STAFF REPORT - Final Negotiated Solid Waste Franchise Agreement Proposal.
Recommended Action: Authorize the Town Manager to execute a franchise agreement with Tahoe Truckee Sierra Disposal, subject to final review for clerical errors and incorporation of non-substantive changes.
8.3 PUBLIC HEARING – Development Code Update 2017; Ordinance 2017-14 – Secondary Residential Units, Sign Code and Clean-up Amendments.
Recommended Action: Conduct a public hearing, introduce Ordinance 2017-14 and waive the first reading, amending the Truckee Municipal Code, Title 18 Development Code for Secondary Residential Units (Section 18.58.230), Signs (Chapter 18.54) Sign Design Guidelines (Chapter 18.56), and Clean-Up Amendments; and determine the project exempt from California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3).
8.4 PUBLIC HEARING - Railyard Phased Tentative Map, Lot Line Adjustment, Minor Street Vacation for Portions of Donner Pass Road and Church Street Rights of Way, Purchase and Sale Agreement with Union Pacific Railroad for Donner Pass Road Easement; Road Name Change – a Portion of Donner Pass Road to Truckee Way.
Recommended Action: 1) Authorize the Town Manager to execute a “Purchase and Sale Agreement for Easement” with Union Pacific Railroad and associated easement deed for Donner Pass Road right of way as well as any other documents necessary to acquire the roadway easement from Union Pacific Railroad; 2) Authorize the Town Manager to take the steps necessary to transfer ownership of vacated right of way to Truckee Development Associates; 3) conduct a public hearing to adopt Resolution 2017-68 including the following actions:
• Approve a Phased Tentative Map with up to three phases to be recorded within ten years with one new north-south road, “Roundhouse Way;”
• Approve Minor Street Vacations for (a) a portion of Donner Pass Road between the Church Street/Donner Pass Road intersection to just north of the Beacon Parking lot and; (b) a portion of Church Street underlying the approved Truckee Artist Lofts future parcel (Tentative Map Parcel 4);
• Approve Lot Line Adjustments (parcel mergers) for vacated street rights of way / incorporation into adjacent parcels;
• Approve re-naming a portion of Donner Pass Road, between Hwy 89 North to just south of the Church Street/Donner Pass Road intersection from Donner Pass Road to “Truckee Way”
• Determine the application exempt from the California Environmental Quality Act (CEQA) under Government Code section 65457 and CEQA Guidelines sections 15182 and 15183.
8.5 STAFF REPORT – Town Attorney Contract Approval.
Recommended Action: Approve the Employment Agreement for the Town Attorney Andy Morris for the period December 31, 2017 to December 31, 2021 for the initial annual salary of $186,120 and deferred compensation of $7,000.
8.6 STAFF REPORT – Authorization to Lease Office Space to the Truckee Chamber of Commerce and Caltrans.
Recommended Action: Council take the following actions: 1) Authorize the Town Manager to lease office space at Town Hall to Caltrans; 2) Authorize the Town Manager to lease office space at Town Hall to the Truckee Chamber of Commerce 3) Create a Town Hall tenant improvement CIP in the amount of $250,000; and 4) Adopt urgency Ordinance 2017-16 authorizing a deviation from the Town’s bidding requirements to allow Town staff to execute a contract change order with CNW Construction in an amount of up to $250,000 to perform tenant improvement work.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation

The December 12, 2017, regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

Town of Truckee Public Financing Authority – Notice of Cancellation

The December 12, 2017 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.

NOTE: As a sustainable practice a separate agenda for the Truckee Redevelopment Successor Agency and Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Truckee Redevelopment Successor Agency and Public Financing Authority to consider a separate agenda for that body will be produced.
