2. ROLL CALL: Council Members; Green, Brown, deRyk Jones, Vice Mayor Anderson, and Mayor Wallace Dee.

4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

5.1 Proclamation of July 17 and 18, as Truckee Relay For Life.
5.2 Family Resource Center Housing Activities Annual Update.
5.3 Caltrans Presentation Interstate 80 Reconstruction from Castle Peak to Donner Pass Road 2011.
6. CONSENT CALENDAR
6.1 Minutes of June 17, 2010.
Recommended Action: Approve Minutes.
6.2 Notice of Completion for the 2010 Truckee Diner Parking Lot Improvement Project, Capital Improvement Program (CIP) 60-08-23.
Recommended Action: Authorize the Town Engineer to file a Notice of Completion for the 2010 Truckee Diner Parking Lot Improvement Project, CIP 60-08-23.
6.3 Award the 2010 Slurry Seal Project Capital Improvement Program (CIP) 60-10-01.
Recommended Action: Award the 2010 slurry seal project to Valley Slurry Seal Company in the amount of $573,840; and authorize an 8% contingency amount for the total authorized contract expenditure amount of $619,747; and amend the Fiscal Year 2010-2011 CIP budget.
7. DISCUSSION ITEMS
7.1 Agreement between the Town and the Truckee Donner Parks and Recreation District for the Maintenance of Trail Amenities.
Recommended Action: Authorize the Town Manager to enter into an agreement with Truckee Donner Recreation and Park District for the maintenance of various trail amenities and authorize use of any surplus Truckee River Legacy Trail Phase 3A construction grant funds to purchase and install trail amenities.
7.2 STAFF REPORT – West River Site Redevelopment Feasibility Study – Design Team Services.
Recommended Action: Authorize the Town Manager to execute a contract with BMS Design Group for a not to exceed amount of $82,250 to complete a Redevelopment Feasibility Study for the 10257 West River Street site.
7.3 STAFF REPORT – Review of Funding Options for Downtown Parking Lot Leases.
Recommended Action: Direct staff to solicit participation on an ad-hoc working group: to review funding options for Downtown parking lot leases and potentially broader parking funding issues, and appoint two Council members to participate on the working group.
7.4 STAFF REPORT - Authorization to Bid Donner Pass Road Rehabilitation Project, Capital Improvement Project 60-09-09.
Recommended Action: Authorize staff to advertise the Donner Pass Road Rehabilitation Project for construction bids.
7.5 STAFF REPORT – Streetscape Loan Program Maintenance Options.
Recommended Action: Direct staff to prepare an ordinance for formal consideration at the next Council meeting.
7.6 STAFF REPORT – Authorization to bid Town Hall Landscaping Construction Project.
Recommended Action: Authorize staff to advertise the Town Hall Landscaping Construction project for construction bids.
7.7 STAFF REPORT – Commissions and Committees Annual Report.
Recommended Action: Recognize the volunteers seated on the Town Boards, Commission, and Groups; direct staff to provide recommendations to Council regarding modifying or removing the requirement for the Storm Water Management Citizens Advisory Committee; and formally disband the Green Building Committee.

Please note the Truckee Redevelopment Agency will meet immediately following the Truckee Town Council Meeting.
Town of Truckee Public Financing Authority – Notice of Cancellation
The August 5, 2010 regular meeting the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the first and third Thursday of each month, immediately following the Truckee Town of Truckee Redevelopment Agency meeting.
NOTE: As a sustainable practice separate agendas for the Redevelopment Agency and the Public Financing Authority will be provided only if there are items for the respective agency to consider. If there the meetings are cancelled the agenda will be combined with the Council Agenda. If there are items for the Redevelopment Agency or Public Financing Authority to consider a separate agenda for that body will be produced.
