3. PLEDGE OF ALLEGIANCE.
4. PUBLIC COMMENT. This is an opportunity for members of the public to address the Commission on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Planning Administrative Secretary 24 hours prior to the meeting to allow for distribution. Under state law the Commission cannot take action on an item not on the agenda. The Commission may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.
5. APPROVAL OF MINUTES
5.1 Approve minutes of December 9, 2010 and April 14, 2010
6. STAFF REPORT
6.1 Application No. 09-035/AMD/ZC (Trails End Certificate of Map Amendment); Owner’s/Applicant’s: Greg Hovorka, Aaron Jensen, Katherine Morrison, Scott Ritchie, Ryan Holland, and Dave Wayda. Agent: Greg Gatto, Stoel Rives LLP, Dennis Troy, Assistant Planner. Attachment 4
The applicant is requesting approval of a Certificate of Map Correction to modify Note 6 on sheet 5 of Parcel Map 00-176B for Pioneer Commerce Center Phase III to allow for outdoor storage on lots 4-9; and approval of a Project Amendment to modify Planning Commission Resolution 2005-02, Condition No. 8 to allow for outdoor storage on Lots 4-9; and approval of a Zoning Clearance to allow for contractor’s yards without buildings on Lots 5 & 6. The project is located within the M (Manufacturing) Zoning district.
The properties are located on Trails End Road approximately 800 feet south west of the intersection of Pioneer Trail Drive and Trails End Road. (APN’s 19-920-05, -06, -07, -08, -09, and -10; Addresses 11063, 11093, 11118, 11139, 11161, 11189, and 11211 Trials End Road) The sites are bounded by industrial lots to the north, a vacant Truckee Donner Public Utility District property to the west, Pioneer Commerce Center Phase 1 to the east, and Interstate-80 to the south.
Recommended Action: That the Planning Commission adopt Resolution No. 2010-01, determining the project categorically exempt from CEQA per Section 15061(b)(3) and approving a Certificate of Map Correction and Project Amendment based on the recommended findings and subject to the recommended conditions of approval; and denying the Zoning Clearances for APN 19-920-06 and 19-920-07 based on the recommended findings.
6.2 Application No. 07-063/DC AMD; Development Code Update (Phase 1 Development Code Amendments—Clean Up Amendments and Backyard Chickens Introduction)
With this initial phase of the Development Code Update, the focus is on clean-up type amendments (typos, grammar, consistency with State Law, etc.). In addition, staff is introducing a discussion on “backyard chickens” or the keeping of chickens at home. The comments provided by the Commission at this meeting will be incorporated into the Development Code and brought back to the Commission for conformation at the July 14, 2010 meeting.

Recommended Action: That the Planning Commission review the proposed Phase 1 (Group A), Development Code Clean-up Amendments including an introduction to “backyard chickens” and provide comments to staff.
7. INFORMATION ITEMS.
7.1 Upcoming Commission meetings and agenda items. Update on Planning Commission meetings and public hearings scheduled for June and July.
8. COMMISSION MEMBERS REPORTS. During this time the Commissioners may make a brief announcement or update each other on various other meetings they have attended since the last Commission meeting. Furthermore, a Commissioner may provide a reference to staff for factual information, request staff to report back to the body of the subsequent meeting concerning any matter, or may direct staff to place a matter of business on a future agenda. However, no action will be taken at this meeting during this time.
