6. CONSENT CALENDAR
6.1 Minutes of October 9, 2012.
Recommended Action: Approve Minutes.
6.2 Elevator Maintenance Contract Amendment.
Recommended Action: Authorize the Town Manager to amend the elevator maintenance services contract with Otis Elevator.
6.3 Increase Union Pacific Railroad Authorized Expenditures for Review of the State Route 89 Mousehole Pedestrian and Bicycle Improvement Project Capital Improvement Project 60-03-38.
Recommended Action: Authorize the Town Manager to increase the maximum reimbursement for Union Pacific Railroad’s review of the State Route 89 Mousehole Pedestrian and Bicycle Improvement Project Capital Improvement Project 60-03-38 by $25,000 for a total reimbursement amount of $50,000.
6.4 Treasurer’s Report for the quarter Ended September 30, 2012.
Recommended Action: Accept and file report.
6.5 Claim for Damages Against the Town of Truckee.
Recommended Action: Reject the claim from Arthur Munoz, Jr.
6.6 Award Contract to Lumos & Associates for Design of Phase 3B of the Truckee River Legacy Trail Capital Improvement Project 60-07-03.
Recommended Action: Authorize the Town Manager to execute a contract with Lumos & Associates, Inc. in the amount of $193,800 for design of the Truckee River Legacy Trail Phase 3B project and authorize a 10% contract contingency budget.
6.7 Request Regional Surface Transportation Program Funds for Design and Permitting of Phase 3B of the Truckee River Legacy Trail Capital Improvement Project 60-07-03.
Recommended Action: Adopt Resolution 2012-40 requesting the Nevada County Transportation Commission allocate $250,000 in Regional Surface Transportation Program (RSTP) funds to the Truckee River Legacy Trail Phase 3B project and amend the Truckee River Trail Phase 3 Project Capital Improvement Project 60-07-03, 2012/2013 Fiscal Year budget to include the $250,000 in RSTP funds.
6.8 Bicycle Transportation Account Funds Grant Agreement and Budget Amendment – Brockway Road Trail Project Capital Improvement Project (CIP) 60-03-35.
Recommended Action: Authorize the Town Manager to 1) execute an agreement between the Town of Truckee and the Department of Transportation Division of Local Assistance for the administration of the Bicycle Transportation Account (BTA) grant award in the amount of $654,750 for the Brockway Road Trail; and 2) approve the budget amendment for the Brockway Road Trail Project to incorporate the $654,750 of BTA grand funding.
6.9 Notice of Completion for the 2012 Slurry Seal Project, Capital Improvement Project 60-12-01.
Recommended Action: Authorize the Town Engineer to file a Notice of Completion for the 2012 Slurry Seal Project, Capital Improvement Project 60-12-01.
6.10 Rehire Incentive for Winter Temporary Staff.
Recommended Action: Authorize the Town Manager to provide a rehire incentive up to $500 per person to Winter Temporary staff who are returnees to the Town from the 2011/2012 Winter season.
7. DISCUSSION ITEMS
7.1 STAFF REPORT – Girl Scout Troop 434 “Welcome to Historic Downtown Truckee Sign Proposal.
Recommended Action: Receive update on Girl Scout Troop 434 “Welcome to Historic Downtown Truckee” sign proposal and direct Town staff to coordinate with Girl Scout Troop 434 on the design concepts, placement and future Town consideration of sign.
7.2 PUBLIC HEARING – 2012 Development Code Update, Ordinance 2012-09, Phase VII Development Code Amendments – Storage/Cargo Shipping Containers, Secondary Residential Unit Separate Driveway, Wetlands, Floodplain Management, Clean-up Amendments (Application 07-063/DC AMD).
Recommended Action: Conduct the public hearing, waive the first reading and introduce Ordinance 2012-09, amending the Truckee Municipal code, Title 18-Development code for Storage/Cargo-type Shipping Containers, Secondary Residential Unit Separate Driveway, Wetlands, Floodplain Management, and Clean-up Amendments.
7.3 STAFF REPORT - Solid Waste Ordinance Amendment Addressing Issues Related to Animals in Garbage Receptacles.
Recommended Action: Introduce and waive first reading to amend the Solid Waste Ordinance 2012-01.
7.4 STAFF REPORT - Proposition 84 Grant Agreement and contract Award with CDM Smith Inc. for Water Quality Monitoring.
Recommended Action: Authorize the Town Manager to: 1) sign the proposition 84 grant agreement issued by Department of Water Resources between South Tahoe Public Utility District and the Town in the amount of $232,635; 2) sign a contract with CDM Smith Inc. for a two years for water quality monitoring in the amount of $123,092; and 3) Authorize a 15% contingency amount on the contract.
7.5 STAFF REPORT – Americans with Disabilities Act Self-Evaluation and Transition Plan.
Recommended Action: Adopt Resolution 2012-41 approving and adopting the Town of Truckee Americans with Disabilities Act Self-Evaluation and Transition Plan.

The November 13, 2012 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Public Financing Authority to consider a separate agenda for that body will be produced.
