4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Board on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Board cannot take action on an item not on the agenda. The Board may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6. CONSENT CALENDAR
6.1 Minutes of August 29, and October 3, 2012.
Recommended Action: Approve the minutes.
6.2 Review the Agreed Upon Procedures for the Low and Moderate Income Housing Fund Due Diligence Report.
Recommended Action: Adopt Resolution 2012-09 approving the Independent Accountant’s Agreed Upon Procedures for the Low and Moderate Income Housing Fund Due Diligence Report.
6.3 Professional Services Agreements for Dissolution Process.
Recommended Action: Adopt Resolution 2012-08 approving the professional services agreements with Best Best and Krieger and Frasier and Associates with expenditures caps of $10,000 each.
