4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6. CONSENT CALENDAR
6.1 Minutes of September 11, 2012.
Recommended Action: Approve Minutes.
6.2 Purchase of Deicing Materials.
Recommended Action: Authorize staff to purchase sodium chloride from Huck & Sons Salt Co. at a cost of $59.82 per ton; and authorize staff to purchase deicing sand from Teichert Aggregates at a cost of $16.00 per ton.
6.3 Glenshire Subdivision Storm Water Drainage Improvements.
Recommended Action: Amend the 2012 Paving and Drainage Project construction contract with Advanced Asphalt, Inc. by an additional $125,000 to improve and repair storm water drainage facilities in the Glenshire Subdivision as described in the staff report.
6.4 Dorchester Drive Radar Speed Signs Project.
Recommended Action: Create a new Capital Improvement Project (CIP) 60-12-09 Dorchester Drive Radar Speed Signs Project and amend Fiscal Year 2012/2013 budget to allocate $15,000 in TSSA 5 funding for this CIP.
6.5 Fair Political Practices Commission (FPPC) Form 806 identifying Council Appointments to Paid Positions.
Recommended Action: Adopt and direct the Town Clerk to post the Fair Political Practices Commission (FPPC) form 806 to the Town website.
7. DISCUSSION ITEMS
7.1 STAFF REPORT - Award of Downtown Snow Removal Contract.
Recommended Action: Award the winter season 2012/2013 Downtown Snow Removal Contract to R-1 Snow Removal, Inc., and authorize the Town Manager to execute an agreement with said contractor.

7.2 STAFF REPORT – Police Department Dispatch Services Agreement.
Recommended Action: Authorize the Mayor and Town Manager to execute a Memorandum of Understanding (MOU) for Police Dispatching Services between the Town of Truckee and the County of Nevada.

Town of Truckee Public Financing Authority – Notice of Cancellation
The September 25, 2012 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Public Financing Authority to consider a separate agenda for that body will be produced.
POSTING: I declare a copy of this agenda was posted at Town Hall, 10183 Truckee Airport Road, Truckee, CA, on Thursday, September 20, 2012 by 5:00 p.m. Agenda packets will be available for public review Friday, September 21, 2012 at Town Hall, Truckee Library, and online at www.townoftruckee.com.
