4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6. CONSENT CALENDAR
6.1 Minutes of August 28, 2012.
Recommended Action: Approve Minutes.
6.2 Martis Roundabout Transit Shelter Project, Award of Contract.
Recommended Action: Authorize the Town Manager to: 1) enter into a contract in the amount of $29,988 with Prosser Building and Development to build a transit shelter on Brockway Road at the Martis Valley Round Roundabout intersection; 2) authorize a 10% contingency amount for the contract; and 3) waive minor defects and inconsistencies in the Prosser Building and Development, Inc. bid.
6.3 Notice of Completion for Town Hall Landscape Project.
Recommended Action: Authorize the Assistant Town Manager to file a Notice of Completion for the Town Hall Landscape Project.
6.4 Affordable Housing In-Lieu Fee Program Update.
Recommended Action: Adopt Resolution 2012-37 to approve an updated affordable housing in-lieu fee in accordance with the annual update procedures established in Resolution 2011-42.
6.5 Extension of Temporary Suspension of Workforce Housing Requirements.
Recommended Action: Adopt Resolution 2012-39 to approve a one-year extension to the temporary suspension of workforce housing requirements.
7. DISCUSSION ITEMS
7.1 PUBLIC HEARING – Proposed Fixed Route Public Transit and Dial-A-Ride Service Changes and Fare Increases.
Recommended Action: Conduct a public hearing related to proposed fixed route public transit and Dial-A-Ride service change and fare increases; approve staff recommendations outlined in the staff report; and adopt Resolution 2012-38 setting the transit service rates.
7.2 STAFF REPORT - Standard Form Town Contracts Revisions.
Recommended Action: Approve use of revised form contracts, PARSAC recommended insurance standards, and proposed policy regarding contracting with persons or businesses with open code violation cases.

Town of Truckee Redevelopment Successor Agency – Notice of Cancellation
The September 11, 2012 regular meeting of the Redevelopment Successor Agency is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
Town of Truckee Public Financing Authority – Notice of Cancellation
The September 11, 2012 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Public Financing Authority to consider a separate agenda for that body will be produced.
