4. PUBLIC COMMENT – This is an opportunity for members of the public to address the Planning Commission on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Planning Division 24 hours prior to the meeting to allow for distribution. Under state law the Planning Commission cannot take action on an item not on the agenda. The Planning Commission may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6. STAFF REPORTS
6.1 STAFF REPORT: Application No. 07-063/DC AMD Development Code Update (Timeline Update). Denyelle Nishimori, Senior Planner.
The Development Code Update process was created by staff to be a flexible process to be responsive to community and Planning Commission direction. The update process also allows staff to move topics around depending on workload, public interest and active land use applications.
Staff Recommendation: That the Planning Commission review the attached Development Code Update Timeline and accept public comment on all active, previously discussed Development Code Update topics. No further action is requested at this time.
6.2 STAFF REPORT: Application No. 07-063/DC AMD Development Code Update (Development Code Amendments). Jenna Endres, Associate Planner.
Town staff has received a request from the Truckee High School Booster Club to consider allowing electronic reader boards as an allowed sign type. Electronic reader boards are currently prohibited by the Development Code under Section 18.54.060. Within this section, the Code identifies 18 different sign types which have been determined to be inconsistent with the purposes and standards of the Sign Chapter. The Chapter provides minimum standards to safeguard life, health, property and public welfare, and to preserve the unique character of the town by regulating the size, height, design, quality of materials, construction, location, lighting and maintenance of signs and sign structures.
Item 6.2 has been pulled from the agenda for future consideration.
6.3 STAFF REPORT: Application No. 07-063/DC AMD Development Code Update (Development Code Amendments—Billboard Authorization Program). Jaime LaChance, Senior Planner.
This staff report includes both policy discussion and recommendations related to a potential billboard amortization program described in the attached worksheet.
Staff Recommendation: That the Planning Commission provide direction to staff on a potential billboard amortization program.
6.4 STAFF REPORT: Application No. 07-063/DC AMD Development Code Update (Development Code Amendments). Jenna Endres, Associate Planner.
In response to policies adopted to the 2025 General Plan, staff is recommending several changes within the existing development standards for nonconforming and abandoned signs (Section 18.54.090). This staff report includes the proposed changes to the development standards. The enclosed worksheet provides a summary of the General Plan policy directives and staff’s approach to incorporating them into the proposed changes.
Staff Recommendation: That the Planning Commission review the proposed Development Code changes and provide direction to staff on the proposed changes.
