4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.
5. PRESENTATIONS
5.1 Introduction of two new police officers Kyle Johnson and Noel Borden.
6. CONSENT CALENDAR
6.1 Minutes of July 10, 24 Regular and Closed Session.
Recommended Action: Approve Minutes.
6.2 State Route 89 Mousehole – HDR Contract Amendment.
Recommended Action: Authorize the Town Manager to execute a contract amendment with HDR to increase the contract amount by $146,613 for a new contract maximum of $1,053,605 plus authorize a contingency of $52,680 (5%) for a State Route 89 Mousehole Bicycle and Pedestrian Improvements Project, contingent upon authorization of the expenditure by Caltrans Local Assistance staff and a Pre-Award Audit.
6.3 Award of contract for Town Attorney Services.
Recommended Action: Authorize the Mayor to execute the attached contract with Best, Best and Krieger, LLP (“BBK”) for the provision of Town Attorney Services by Mr. Andrew Morris commencing November 20, 2012.
6.4 Development Code Update 2011; Phase VI Design Guidelines and Exterior Lighting (Application 07-063/DC AMD).
Recommended Action: Waive the second reading and adopt Ordinance 2012-07, amending the Truckee Municipal Code, Title 18-Development Code for Design Guidelines and Exterior Lighting.
6.5 New Aquatic Invasive Species Prevention Ordinance.
Recommended Action: Waive the second reading and adopt Ordinance 2012-06 to help prevent the introduction and spread of Aquatic Invasive Species.
6.6 Treasurer’s Report for the Quarter Ended June 30, 2012.
Recommended Action: Accept and file report.
6.7 Road Striper Purchase.
Recommended Action: Authorize the Public Works Director/Town Engineer to purchase a new Graco RoadPak road striper, with options, from Sherwin Williams, Inc.
6.8 Fuel Contract.
Recommended Action: Authorize Town Staff to make fuel purchases from Hunt and Sons by “piggybacking” fuel purchases from the Placer County Motor fuel contract – effective date July 1, 2012.
6.9 Notice of completion for the Truckee Depot Streetscape Improvement Project, Capital Improvement Project 60-10-12.
Recommended Action: Authorize the Town Engineer to file a Notice of Completion for the Truckee Depot Streetscape Improvement Project Capital Improvement Project 60-10-12.
6.10 Award Contract to Sage Land Surveying for right-of-way surveying services related to the Glenshire Drive Bike Lane and Water Quality Improvement Project.
Recommended Action: Authorize the Town Manager to execute a contract for surveying services with Sage Land Surveying in the amount of $36,500 related to the Glenshire Drive Bike Lane and Water Quality Improvement Project; and authorize a 15% contingency budge for a total authorized contract amount of $41,975.
6.11 Construction Contract Award for the 2012 Paving and Drainage Project Funding Sources.
Recommended Action: Authorize the Town Manager to execute the 2012 Paving and Drainage Project construction contract with Advanced Asphalt, Inc. in the amount of $1,621,211; and authorize a 10% contingency for a total project budget of $1,783,332.
7. DISCUSSION ITEMS
7.1 STAFF REPORT – Taxicab Ordinance Modification.
Recommended action: Introduce and waive the first reading of Ordinance 2012-08 amending Chapter 5.01 of the Town of Truckee Municipal Code concerning Taxicabs, Limousines and other Vehicles for Hire.
7.2 PUBLIC HEARING – Public Hearing for use of State of California Citizens Operation for Public Safety (COPS) 2012-2013 funds pursuant to AB 1913.
Recommended Action: Conduct a public hearing and amend the Police Department’s approved budget for fiscal year 2012-2013 to authorize the expenditure of funds as provided by Citizens Option for Public Safety (COPS) program as outlined in the Staff Report.
7.3 STAFF REPORT – Provide direction to the voting delegate to the League of California Revised Cities annual conference relative to the five policy resolutions that will be considered.
Recommended Action: Discuss and provide direction to the voting delegate.
7.4 STAFF REPORT - Brown Act Commitment.
Recommended Action: Adopt Resolution 2012-34 committing to the continued adherence to the Brown Act (Open Meeting Law) provisions.

Town of Truckee Public Financing Authority – Notice of Cancellation
The August 14, 2012 regular meeting of the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the second and fourth Tuesday of each month, immediately following the Town of Truckee Council meeting.
NOTE: As a sustainable practice a separate agenda for the Public Financing Authority will be provided only if there are items to consider. If the meeting is cancelled the agenda will be combined with the Council Agenda. If there are items for the Public Financing Authority to consider a separate agenda for that body will be produced.
