In 2015, the Town of Truckee adopted the updated Truckee Trails and Bikeways Master Plan, which provides detailed guidelines for the development of over 35 miles of paved trails (Class I) and 60 miles of bike lanes (Class II) within the Town. The plan identifies the Truckee River Legacy Trail as a high priority trail. When complete, the Truckee River Legacy Trail will connect the Donner Memorial State Park to the Glenshire neighborhood. The majority of the route will parallel the Truckee River.

Truckee River Legacy Trail Phase 4 and Phase 5
These future phases of the Truckee River Legacy Trail would consist of the following segments:
- Phase 4 (CURRENTLY IN ITS PLANNING AND DESIGN PHASE) will connect the Truckee Regional Park through the Hilltop development, south of the Truckee River, to SR 89 South by West River Street.
- Phase 5 would connect Phase 4 to the Donner State Memorial Park along SR 89 and Deerfield Drive, and through the Planned Community 1 (Coldstream Specific Plan) development.
Truckee River Legacy Trail Phase 3B
Phase 3B of the Truckee River Legacy Trail connects Phase 3A to the Glenshire Subdivision. Over 2 miles of trail travel from the existing Phase 3A trail, between the Tahoe-Truckee Sanitation Agency Waste Water Treatment Plant and the Truckee River, across Martis Creek, up the talus slope, along an existing utility access road, and to Glenshire Drive Trailhead. The trail travels south of the Truckee River through property owned by the USFS, Tahoe-Truckee Sanitation Agency, and Town of Truckee.

Truckee River Legacy Trail Phases 1, 2 and 3A
Phase 1 and 2 of the Truckee River Legacy Trail was completed in the summer of 2009. This segment links the Truckee Regional Park to the Riverview Sports Park, with connections to East River Street and Ranch Way. Phase 3A connects Phase 2 at the Riverview Sports park to an overlook to an historic site just west of the TTSA plant and was completed in 2010.
