The applicant for the Canyon Springs project continues to work on a modified project proposal in response to public comment and Planning Commission questions raised during the November 16-17 Planning Commission hearing. A future hearing date has not been determined and will not be scheduled until the revised project has been submitted and reviewed by Town staff to determine if any additional information is needed. At the point when the revised project is ready for re-consideration by the Planning Commission, additional public noticing (mailed, newspaper, e-notification, Town website, etc.) will be provided to ensure those interested in attending and/or providing comments on a revised Canyon Springs project will have access to the most current information.

Questions were raised at the November Planning Commission hearing about a previous Holdrege & Kull geotechnical report cited in the Canyon Springs Final Environmental Impact Report.  A copy of this report titled, “Geotechnical Engineering Report for Tahoe Boca” dated September 12, 2003 can be found here.

Updated November 25, 2015  

The December 1, 2015 continuation of the Canyon Springs Planning Commission hearing has been canceled. The applicant has requested additional time to submit a modified project proposal.  A copy of the applicant's written request can be found here. A date has not been determined for the future hearing, but it is anticipated to be held in January of 2016.  Once the date is established, the meeting will be re-noticed.    

Updated November 18, 2015 

The Canyon Springs Planning Commission Hearing has been continued from November 16 and 17, 2015 to a special meeting date of Tuesday, December 1, 2015 at 6:00pm. Public comment remains closed and the meeting will resume with deliberation.

Canyon Springs Planning Commission Hearing Public Comment and Additional Information

The proposed Canyon Springs subdivision is scheduled to be considered by the Planning Commission at their Monday, November 16, 2015 hearing. This hearing will span two nights: Monday, November 16, 2015 and Tuesday, November 17, 2015 at 6:00 p.m. in the Truckee Town Hall Council Chambers, 10183 Truckee Airport Road. Public comment will be taken on the first night and may be taken on the second night if the Planning Commission decides there was not enough time to hear all public comment the first night. The second night is reserved for Planning Commission deliberation.

The Planning Commission will be taking action on the requested Tentative Map to subdivide the six existing parcels into 177 for-sale single-family parcels, 26 parcels proposed for affordable housing, specifically, deed-restricted single-family homes targeted to moderate-income households and five commonly-owned open space parcels; and Minor Use Permit for disturbance within 200-feet of a wetland. The Planning Commission will also be considering certification of a Final Environmental Impact Report (Final EIR).

The Community Development Director approved a time extension to the Canyon Springs Recirculated Draft EIR comment period. September 24, 2014

Following the close of the Canyon Springs Subdivision Draft Environmental Impact Report (Draft EIR) comment period in March 2013, the Town began work reviewing and preparing written responses to the public comments received. During this process, the Town decided that certain portions of the Draft EIR would be recirculated based on new information that was not available prior to Draft EIR publication. This information includes:  

  • Technical Study: Canyon Springs Traffic Impact Analysis Addendum #1 prepared by LSC Transportation Consultants, Inc., January 17, 2014: This addendum reflects an update to intersection Level of Service (LOS) analyses for all study intersections using the Highway Capacity Manual (HCM) 2010 method,[1] and an evaluation of the impact of the updated Town of Truckee TransCAD traffic model.
  • Field Assessment: EIR biologists from LSA conducted an additional field survey on November 1, 2013 to evaluate the Jeffrey pine and sagebrush plant communities.
  • Supplemental Data: Additional data related to the long-range studies on the Loyalton-Truckee mule deer herd prepared by the California Department of Fish and Wildlife (CDFW) in cooperation with Nevada Division of Wildlife (NDOW) that was made available to the Town on August 27, 2013, January 23, 2014 and April 10, 2014 by CDFW following formal Public Records Requests[2] by the Project Applicant. Additional information regarding the herd was included in the letter submitted by the Project Applicant to the Town Attorney dated February 21, 2014 and specific movement data on two deer using the site and the property adjacent to the site to the southeast was also provided to the Town by CDFW on September 3 and 22, 2014.
  • Alternatives:  The No Project Alternative has been revised to clarify the current uses on the site and a new alternative, the Open Space Buffer (185 units) Alternative, which provides an additional 1-acre open space buffer between the development area and the open space area in the southeast corner of the site, has been analyzed.  This alternative also re-routes a previously proposed publically accessible trail to avoid the southeast corner of the site and the large pebble meadow in this area.

There will be a 45-day public review period for the Revised Draft EIR which starts on Monday, September 29, 2014 and extends through Wednesday, November 12, 2014.

 

The Town will be accepting written public comment on the Revised Draft EIR which is limited to these areas:

  • Introduction
  • Report Summary
  • Transportation/Traffic
  • Biological Resources
  • Project Alternatives

What you should know about the Revised Draft EIR:

  • If you previously submitted written comments on the Draft EIR, you will need to review your comments and decide if you would like to submit any new comments on the Recirculated Draft EIR. Please keep in mind that any previously-submitted comments on the Introduction, Report Summary, Transportation/Traffic, Biological Resources and Project Alternatives will not be responded to in the Final EIR as there is new information. For example, if you previously made comments about air quality and traffic, you do not need to re-submit your comments about air quality, but you would likely want to review the Transportation & Traffic Section of the Revised Draft EIR and determine if your previous comments have been addressed. If after reading the Revised Draft EIR you believe your comments have not been addressed, it is recommended that you submit a new written public comment.
  • Previously submitted comments on the Introduction, Report Summary, Transportation/Traffic, Biological Resources or Project Alternatives will not be responded to in the Final EIR. The idea is that the Revised Draft EIR addresses all previous comments about these topics. In order for the Town to provide a written response on any of these topics in the Final EIR, you will need to submit new comments within the Revised Draft EIR 45-day public review period.

The Canyon Springs Draft Environmental Impact Report (DEIR) comment period ended March 6, 2013. To view the public comments received on the 2012 DEIR, please click here.

The EIR consultants will be reviewing and responding to all the comments received in the Final EIR. Once completed, the Final EIR will be reviewed by the Planning Commission at a public hearing.

The Planning Division will host a Canyon Springs Draft Environmental Impact Report Informational Meeting on Tuesday, January 29, 2013, in the Council Chambers at Truckee Town Hall (10183 Truckee Airport Road) from 6-8 p.m. Interested parties and members of the public are invited to attend the meeting for the following agenda items:

• Presentation on the Draft Environmental Impact Report analysis and conclusions by report preparer The Planning Center/DC&E 
• Presentation by LSC Transportation Consultants, Inc., on the Canyon Springs traffic study analysis and conclusions 
• Breakout stations for focused question and answer with Town staff and ER consultants on various EIR topics
